Article 2 All units and individuals in the urban planning areas and organized towns within the administrative region of Anshan City must abide by these regulations. Article 3 The management of urban appearance and environmental sanitation shall implement the principles of unified leadership, hierarchical management at counties (including coastal cities, the same below), districts, and towns (subdistrict offices), and the combination of professional management and mass management. Article 4 The Anshan Municipal Urban Construction Bureau is the administrative department of urban appearance and environmental sanitation of the Municipal People's Government and is responsible for the planning, construction and management of urban appearance and environmental sanitation in the city. County and district urban construction management departments are responsible for the city appearance and environmental sanitation management within their respective jurisdictions. The people's government of the organized town is responsible for the town's city appearance and environmental sanitation management. Article 5 The main responsibilities of the urban city appearance and environmental sanitation administrative departments are:

(1) Promote and implement urban city appearance and environmental sanitation management laws and regulations.

(2) Prepare development plans for urban appearance and environmental sanitation and organize their implementation.

(3) Carry out scientific and technological research on city appearance and environmental sanitation, and popularize scientific knowledge on city appearance and environmental sanitation.

(4) Establish and improve the supervision and management system for city appearance and environmental sanitation management personnel, standardize the behavior of law enforcement personnel, and strictly enforce the law.

(5) Investigate and punish violations of city appearance and environmental sanitation management laws and regulations. Article 6 People's governments at all levels shall commend and reward units and individuals that conscientiously implement these regulations and make outstanding achievements in urban appearance and environmental sanitation work. Chapter 2 City Appearance Management Article 7 Urban buildings and various facilities should be kept clean and in good condition and comply with the urban appearance standards stipulated by the state.

Buildings and various facilities on the main and secondary arterial roads in urban areas of Anshan City and on both sides, in busy commercial areas, and in important public places should be fully renovated and painted every 5 years; the surface should be veneer material Or glass cover should be cleaned according to the pollution situation. The town where the county people's government is located and other organized towns may stipulate specific building renovation and decoration standards and time limits based on local city appearance management implementation. Article 8 The external structural layout of buildings facing the street shall not be changed without authorization. If it is really necessary to demolish building walls, add (renovate) doors, build steps, etc. on both sides of the road, the construction must be approved by the property rights unit and the real estate management department, and approved by the city appearance and environmental sanitation administrative departments. Article 9: No unit or individual may build new physical walls on both sides of urban roads. Article 10 No unit or individual is allowed to nail or tie items that hinder the view of the city on street-facing buildings and municipal public facilities specified by the government. They are not allowed to plant crops, pile up various materials, or set up various facilities on the roads and both sides. Class processing site. Article 11: Urban infrastructure project construction sites (including demolition sites of abandoned buildings) shall be fenced off. A fence no less than 2 meters high must be installed at the construction site facing the street. The fence must be strong and beautiful in shape. Advertising fences should be set up at construction sites on primary and secondary arterial roads, busy commercial areas and important areas. The work stoppage site should be tidied up and covered as necessary in a timely manner. All temporary buildings and facilities should be dismantled, the site cleaned, and the site leveled within 10 days after the completion of the project. Article 12 The establishment of outdoor advertisements, plaques, slogan boards, showcases, galleries, commercial facades, etc. in cities must be approved by the administrative departments for city appearance and environmental sanitation and the approval procedures must be completed in accordance with relevant regulations.

Approved outdoor advertisements, plaques, slogan boards, showcases, galleries, commercial facades, etc. should have standardized language, beautiful appearance, healthy content, neatness and integrity.

Without the consent of the property rights unit and the approval of the city appearance and environmental sanitation administrative department, no unit or individual is allowed to write, engrave, or hang all kinds of signs on urban buildings, structures, other municipal public facilities, and trees. Advertisements, slogans, etc.

All types of restaurants in the urban area of ??Anshan City are not allowed to display business signs.

Article 13 If any unit or individual needs to set up temporary buildings or other facilities along the street due to construction or other needs, they must set them up in a prescribed shape and at a designated location. The temporary occupancy shall be issued by the city appearance and environmental sanitation administrative department and the public security and transportation management department. Construction can only be carried out after obtaining a road permit and paying the road occupation fee.

Temporary buildings that have been approved to be set up must be landscaped in a scenic manner in accordance with the standards and requirements stipulated by the administrative department of city appearance and environmental sanitation, and kept clean and intact. It is not allowed to exceed the area or set up counters or stack items outside. Article 14 All stalls set up with approval shall use operating facilities, enclosures or parasols in a style uniformly prescribed by the administrative department for city appearance and environmental sanitation and the administrative department for industry and commerce, and shall not change the business location without authorization. Article 15: Markets that have been established with approval must set up clear boundaries and isolation facilities according to the approved scope, and keep the stalls clean and tidy. Article 16: Approved motor vehicle and non-motor vehicle parking (storage) sites must have clear boundary signs and the vehicles in the site should be placed neatly. Article 17 Any unit or individual that installs sculptures or memorial buildings in the city must obtain the consent of the administrative department for city appearance and environmental sanitation, and can only set them up with the approval of the relevant departments. The content of sculptures and monumental buildings must be healthy, meet the requirements of plastic arts, and be in harmony with the surrounding landscape. After installation, the property rights unit must be decorated and cleaned in time to keep it in good condition and tidy.
