The scope of the area in front of South Station is as follows: with the station square as the center, east to Dongyiyi (Eastyiyi: the section from Changbai Road to Huanghe; Huanghe Road: the section from Renmin Street to Dongyi), public security, transportation and general Jurisdiction over criminal cases extends to East 2nd Tiao (East 2nd Tiao to the Yellow River section of Shengli Street); to the west to the intersection of Liaoning Road and the building red line on the east side of Xisantiao; to the south to the intersection of Renmin Street and the middle line of Changjiang Road and Siping Road; to the southwest to Hankou Street and West 1 intersection (Dandong Road: west 1st section east to the station square; west 1st line: Liaoning Road to Hankou Street section) Hangzhou Road: Renmin Street to Hankou Street section; north to the south station building one step down.

Article 4 The Changchun Railway Station Area Management Agency (hereinafter referred to as the station area management agency) is responsible for the organization and implementation of these regulations. The Urban Management Administrative Law Enforcement Branch in front of the railway station (hereinafter referred to as the urban management department in front of the station) and the Public Security Management Branch in front of the Municipal Public Security Bureau (hereinafter referred to as the public security department in front of the station) accept the leadership of the station management agency and are specifically responsible for the area in front of the station in accordance with legal powers. management work.

The departments of industry and commerce, health, gardening, civil affairs, culture, construction and other departments should jointly manage the area in front of the station within the scope of their respective responsibilities. Article 5: The administrative agencies in the area in front of the station implement government affairs disclosure. All departments should establish and improve the government affairs disclosure system, disclose relevant government affairs information in accordance with the law, and ensure that citizens, legal persons and other organizations can obtain government information in accordance with the law.

Relevant management departments in the area in front of the station should establish and improve information sharing mechanisms, inform each other of administrative management information, ensure the effective use of government information resources, and maintain public order in the area in front of the station. Article 6: A responsibility system shall be implemented for the management of city appearance and environmental sanitation in the area in front of the station. The person responsible for city appearance and environmental sanitation shall do a good job in city appearance and environmental sanitation work in the city appearance and environmental sanitation responsibility area. Article 7 The establishment of various service kiosks such as bus shelters, newsstands, telephone booths, supervision booths, and work booths in the area in front of the station must be approved by the urban management department in front of the station.

Anyone who violates the provisions of the first paragraph of this article shall be ordered by the urban management department in front of the station to make corrections within a time limit and shall be fined not less than 200 yuan but not more than 500 yuan; if the violation is not corrected within the time limit, it shall be forcibly demolished. Anyone who violates the provisions of paragraph 2 of this article shall be ordered to make corrections by the urban management department in front of the station and shall be fined not less than 200 yuan but not more than 1,000 yuan. Article 8 Any unit or individual that is approved to temporarily occupy a road shall pay road occupation fees in accordance with relevant national and provincial regulations. Article 9 It is prohibited to dry clothes or hang items on guardrails, telephone poles, trees, hedges, etc. on both sides of the road in the area in front of the station and other public places.

Anyone who violates the provisions of this article shall be ordered to make corrections by the urban management department in front of the station and may be fined 50 yuan. Article 10 If temporary road occupation is required for demolition, new construction, reconstruction, or expansion projects in the area in front of the station, the construction unit shall go to the urban management department in front of the station to go through the construction road occupation procedures before starting the construction.

The construction site of demolition and construction projects should be fenced in accordance with regulations, and no mud should be leaked or sewage should be allowed to flow out during construction. Entrances and exits to construction sites should be paved with hard surfaces and vehicle washing facilities should be installed. Vehicles are prohibited from driving with mud.

After the completion of the project, the site should be cleaned up in time, and the construction facilities and various temporary buildings should be dismantled.

Anyone who violates the provisions of paragraphs 1, 2 and 3 of this article shall be ordered to make corrections by the urban management department in front of the station and shall be fined not less than 1,000 yuan but not more than 3,000 yuan.

Article 11 Those who set up outdoor advertisements and commercial plaques in the area in front of the station, carry out facade decoration, and use banners, flags, balloons, inflatable devices, physical models and other carriers to set up slogans and promotional materials in public places shall It complies with the city appearance planning requirements and has been approved by the urban management department in front of the station.

Anyone who sets up outdoor advertising facilities in violation of the provisions of this article shall be ordered by the urban management department in front of the station to dismantle them within a time limit; if they are not dismantled within the time limit, they shall be forcibly dismantled. The cost shall be borne by the responsible person and shall be based on the total layout of the advertising layout. Area will be punished: if the area is within 10 square meters, a fine of not less than 2,000 yuan but not more than 5,000 yuan will be imposed; if the area exceeds 10 square meters (including 10 square meters) and less than 50 square meters, a fine of not less than 5,000 yuan but not more than 10,000 yuan will be imposed; If the area exceeds 50 square meters (including 50 square meters), a fine of not less than 10,000 yuan but not more than 30,000 yuan will be imposed.

Anyone who violates the provisions of this article by setting up commercial plaques or decorating the facade shall be ordered by the urban management department in front of the station to dismantle them within a time limit, and shall be fined not less than 500 yuan but not more than 3,000 yuan respectively; if they are not dismantled within the time limit, they shall be forcibly dismantled. , the necessary expenses shall be borne by the responsible person.

Anyone who violates the provisions of this article and uses banners, flags, balloons, inflatable devices, physical models and other carriers to set up slogans and promotional materials in public places shall be ordered to remove them within a time limit by the urban management department in front of the station, and A fine of not less than RMB 500 but not more than RMB 1,000 shall be imposed; if the removal is not carried out within the time limit, it shall be forcibly removed and the necessary expenses shall be borne by the person responsible.
