Article 3 The city appearance and environmental sanitation shall be under unified leadership, with responsibility at different levels, overall planning and supporting construction; Adhere to the combination of industry management and internal management of the unit, and combine professional management with mass management. Article 4 The municipal administrative department is the administrative department of city appearance and environmental sanitation of this Municipality.

Chapter II Management of Urban Appearance Article 12 Urban buildings, streets, public places, gardens and green spaces, public facilities and advertising signs shall conform to the standards of the state and this Municipality on urban appearance and be kept clean and beautiful. Thirteenth any unit or individual shall, in accordance with the requirements of the responsibility system for city appearance and environmental sanitation, do a good job in the city appearance and environmental sanitation work in the area of responsibility for city appearance and environmental sanitation.
