1. "Eight Don'ts" for occupying farmland and building houses in rural areas

At the end of July 2020, the Ministry of Natural Resources and the Ministry of Agriculture and Rural Affairs issued the "About Rural Areas" "Notice on the "Eight Don'ts" for Occupying Arable Land to Build Houses indiscriminately" (Natural Zifa [2020] No. 127), puts forward the "Eight Don'ts" for occupying cultivated land to build houses in rural areas:

2. "Six Strict Prohibitions" for Cultivated Land Protection

On September 10, 2020, the State Council issued the "Notice on Resolutely Suppressing the "Deagriculturalization" of Cultivated Land" (Invented by the State Council [2020] No. 24), proposed "six strict prohibitions" for cultivated land protection:

4. It is strictly prohibited to occupy permanent basic farmland to expand natural protected areas;

6. It is strictly prohibited to grant land in violation of laws and regulations.

3. "Five Nos" for the use of cultivated land

On November 27, 2021, the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, and the National Forestry and Grassland Administration issued "Notice on Issues Concerning Strict Control of the Use of Cultivated Land" (Natural Zifa [2021] No. 166), strict control of the use of cultivated land.

1. It is not allowed to dig lakes, landscape and plant turf on general cultivated land;

2. It is not allowed to expand the scale of returning farmland to forests, grasslands and lakes without authorization;

4. "Four Strict Prohibitions" on Permanent Basic Farmland

In the "Notice on Issues Concerning Strict Control of Cultivated Land Use" issued by the Ministry of Natural Resources, the Ministry of Agriculture and Rural Affairs, and the National Forestry and Grassland Administration, Regarding permanent basic farmland, it is proposed:

1. Permanent basic farmland shall not be converted into other agricultural land and agricultural facility construction land.
