The national "Fifth Five-Year Plan" legal education, which was implemented in XX, is a new round of legal publicity and education for all people carried out under the historical conditions of the deepening of my country's reform and opening up. In the past 20 years, universal legal education has played an important role in promoting the development of my country's political, economic, cultural and social undertakings, and is playing a legal guarantee role in building a harmonious society. However, we should also be soberly aware that there is still a big gap between legal education and our country's rapidly developing economy and the people's expectations for the rule of law. The weak links of legal education are still relatively obvious. How to do a good job in legal education in the fifth five-year period? We believe that we should focus on overcoming weak links such as key points, difficulties and blind spots, and improve the quality of legal education in the fifth five-year period by overcoming weak links.

1. Weak links restrict the quality of legal education

After 20 years of efforts, my country’s legal education has basically formed a system of “party committee leadership, government implementation, National People’s Congress supervision, and the whole society* With the "joint participation" pattern, legal education has penetrated into all fields of society. However, the period of universal legal education coincides with the period of reform and opening up in our country. In the context of reform and opening up and the establishment of a socialist market economy, economic transformation, enterprise restructuring, and various interest relationships have been readjusted. The flow of people, logistics, and information have become the main features of various interest adjustments, and social contradictions have become more prominent. Under such a general background, it is difficult for the legal education we carry out to adapt to the changing situation of social development. Therefore, in the implementation of legal education, there have been problems such as failure to grasp some key objects, lack of methods for work difficulties, and lack of education on blind spots. Weak links such as not being in place. Its manifestations are:

First, leading cadres fail to study the law closely. Leading cadres are the decision-makers of social management. Their legal quality and law-study quality are directly related to the enthusiasm for learning law in a region, a department and a unit, and to the level of legalization construction in their respective regions and departments. Therefore, in promoting the "Fourth Five-Year Plan" to popularize the law, we have always made it a top priority for leading cadres to learn and use the law. However, in actual work, leaders in some regions and departments have problems such as emphasizing economic work but neglecting legal education, focusing on immediate benefits but not long-term interests, and focusing on grassroots legal popularization but not their own legal studies. It is common for people to demand more in meetings and less in meetings, and to demand more from others and less from themselves. Due to some leading cadres' misunderstanding and insufficient attention to legal education, the development of legal education in some areas is uneven.

Second, the quality of legal education for young people is not high. Young people are the future of the motherland and the hope of the nation. Doing a good job in legal education for young people will benefit the present generation and will serve the future. It should be said that during the "Fourth Five-Year Plan" for popularizing the law, governments at all levels attach great importance to legal education for teenagers and have done a lot of work to effectively build an organizational network system for legal education for teenagers and ensure the standardized operation of legal education for teenagers. However, there are still some problems in the work operation, such as the low quality of the vice president of legal affairs, the lack of targeted lecture content, and the single lecture format. It is simple and boring, which leads to the fact that the vice principals of legal affairs in some schools do not play their due role effectively. The low quality of legal education for young people has directly affected the enthusiasm of some schools and students to learn law.

Third, it is difficult to implement legal education for floating personnel. With the rapid development of market economy, population mobility has become a major trend. Xindu alone currently has a migrant population of more than 100,000, accounting for one-sixth of the local population. On the one hand, they have made important contributions to the economic development of Xindu, and on the other hand, they have also brought pressure to social security.

Fourth, there are blind spots in the legal education of small and medium-sized private enterprises. Because these enterprises are small in scale and widely distributed, some owners themselves are not of high quality and are eager to develop the economy. Therefore, it is difficult to implement their own legal studies and legal education for employees, and labor contract disputes, labor disputes, illegal employment, etc. Problems happen from time to time. After the implementation of the separation of government and enterprises, the government lacked effective education management methods for small and medium-sized private enterprises, and it was difficult to penetrate the work. As a result, legal education had blind spots in small and medium-sized private enterprises.

Fifth, rural legal education work is not yet in place.

Over the years, in promoting legal education for all, governments at all levels have focused on promoting legal education among farmers. In particular, various localities have taken the opportunity of implementing the "Organic Law of Villagers' Committees" and launching activities to create "comprehensive demonstration villages" and "people who understand the law" to effectively promote legal education in rural areas. However, due to factors such as the large rural population, weak infrastructure, uneven regional development, shortage of legal education backbones and insufficient government investment, it is difficult to implement legal education work.

Sixth, the legal education in the adjustment of administrative divisions lags behind. In the process of promoting the construction of a well-off society, the agglomeration of rural areas into cities has become an inevitable trend. Especially in recent years, various places have stepped up urbanization efforts, turning village committees into communities and farmers into citizens. However, urban expansion has also brought about problems such as land acquisition, house demolition, job placement and living security for landless farmers. However, legal publicity and education cannot adapt to the rapid development of urban construction, making land acquisition, house demolition, and living security during urban construction once a hot issue.

2. Use the legal system to improve the quality of legal education

The low quality of legal education is caused by insufficient leadership attention, unclear responsibilities of relevant departments, and inadequate work by competent departments. Problems and so on, but fundamentally speaking, there is still a lack of due legal protection. Therefore, in promoting the "Fifth Five-Year Plan" for legal education, we should make great efforts to establish an effective legal protection system to improve the quality of legal education. In establishing the legal security system, we believe that the following four security mechanisms should be built:

First, we must build a security mechanism for legal education organizations. First, we must establish an organizational guarantee mechanism from the legal system. Not only are all regions, departments, and units required to establish legal popularization organizations, but they must also be given corresponding functions and authorities, and legal popularization agencies must not be allowed to become mere decorations. At present, most units have legal popularization organizations, but the legal popularization organizations in some units have little effect, the work is not promoted well, and the quality of legal education is difficult to guarantee. Therefore, the functions and authorities of legal education organizations must be established through the legal system, so that they can truly play a service and guarantee role in public legal education.

Second, we must build a responsibility mechanism for legal education. Legal education for all is the common responsibility of the whole society and must involve the whole society. On the one hand, this requires the conscious action of all citizens, and on the other hand, it is necessary to clarify their respective responsibilities through the legal system, otherwise collective responsibility will become an empty talk. Therefore, it is necessary to establish a legal system to build a responsibility system for regions, departments, units and individuals, so as to truly achieve the goal of "everyone has a heavy burden to bear, and everyone has an indicator on their head". Only in this way can we do a good job in legal education and ensure the success of legal education. Quality can be improved.

Third, we must build a resource integration mechanism for legal education. In terms of educational means, legal education has certain similarities with the party's line, principles, and policies education, scientific and cultural knowledge education, and ideological and moral education, and the resources it possesses can be shared by all. However, in actual work, it is common for departments to fail to communicate and work individually. Therefore, it is necessary to establish the concept of "big legal popularization" and integrate resources by establishing a legal system. In this way, legal popularization education can penetrate each other and develop in a coordinated manner with other education, and the quality of legal popularization education can be improved.

Fourth, we must build an effective evaluation mechanism for legal education. In the practice of legal education, most units have established evaluation mechanisms, but the evaluation results in some units are not very good, which affects the quality of legal education. Therefore, it is necessary to confirm the assessment mechanism of legal education from the legal system, and at the same time solve the problems of departmental assessment, multiple assessments and repeated assessments from the perspective of the government, and integrate all assessments into the track of material civilization, political civilization and spiritual civilization assessment. Come up and enhance the authority of the assessment. In this way, we can ensure the coordinated development of legal education and other work, and promote the improvement of the quality of legal education.

3. Innovation provides impetus to ensure the quality of legal education
