1. Weak links restrict the quality of legal education

First, leading cadres fail to study the law closely. Leading cadres are the decision-makers of social management. Their legal quality and law-study quality are directly related to the enthusiasm for learning law in a region, a department and a unit, and to the level of legalization construction in their respective regions and departments. Therefore, in promoting the "Fourth Five-Year Plan" to popularize the law, we have always made it a top priority for leading cadres to learn and use the law. However, in actual work, leaders in some regions and departments have problems such as emphasizing economic work but neglecting legal education, focusing on immediate benefits but not long-term interests, and focusing on grassroots legal popularization but not their own legal studies.
