The city appearance and environmental sanitation administrative departments of municipal, district and county people's governments are responsible for the management of city appearance and environmental sanitation within their respective administrative regions. Its affiliated city appearance and environmental sanitation management agencies specifically perform city appearance and environmental sanitation management responsibilities, and are entrusted by the city appearance and environmental sanitation administrative department to implement administrative penalties within the scope of entrustment for violations of these Measures.

Relevant departments such as planning, public security, transportation, industrial and commercial administration, health, environmental protection, housing management, public utilities, municipal engineering, and gardens must coordinate and manage city appearance and environmental sanitation in accordance with their respective responsibilities. Chapter 2 City Appearance Management Article 10 Various buildings and public facilities should comply with the city appearance standards stipulated by the state and be kept intact, clean and beautiful. Article 11: For various buildings and structures facing the street, without the approval of the urban planning administrative department, no unit or individual is allowed to break through the wall to open a shop, erect a shed, or renovate a balcony. Article 12 When setting up various outdoor billboards, placards, galleries, sculptures, showcases, large screens, neon lights, etc. in the city, the consent of the city appearance and environmental sanitation administrative departments must be obtained, and the approval procedures must be completed in accordance with relevant regulations. Specified location and time settings, healthy content, standardized wording, beautiful appearance, and regular maintenance or replacement. All units and individuals are not allowed to paste, draw, hang, carve or write indiscriminately on buildings, structures, telephone poles and trees. Vehicles transporting bulk objects and liquid goods such as construction materials, waste soil and waste residues, and domestic garbage must be firmly tied and tightly sealed to prevent them from being scattered, flying, or leaking along the way.

Motorized vehicles and non-motorized vehicles must be parked in designated locations in sequence, and are not allowed to be parked arbitrarily on roadways, sidewalks or other locations that obstruct traffic.
