(3) standardize fire control behavior. Establish and improve the working mechanism of fire safety self-inspection, fire hazard self-removal, fire responsibility, self-management, self-evaluation and self-improvement, and comprehensively ensure the fire safety of the unit. ?

second, implement responsibilities and strengthen organizational leadership?

(a) to implement the main responsibility. Carry out the Opinions of the State Council on Strengthening and Improving Fire Control Work, the responsibility system for fire control safety and its implementation methods, comprehensively implement the system of "Party and government share the same responsibility, one post and two responsibilities, make concerted efforts to manage * * *, and pursue responsibility for dereliction of duty", implement the requirements of "managing industry must manage safety, managing business must manage safety, managing production and operation must manage safety", establish a fire control safety responsibility system step by step, clarify the fire control safety responsibilities of each post, and sign letters of responsibility at different levels. The main person in charge of the party and government of public medical institutions, and the legal representatives, main persons in charge or actual controllers of other medical institutions are the first responsible persons of their own units for fire safety, and they are fully responsible for fire safety of their own units. The person in charge of fire safety is the fire safety manager of the unit, and other members of the leadership team are responsible for fire safety within their respective responsibilities. ?

(2) define the responsible department. Clearly assume the fire safety management institutions and fire safety managers, be responsible for the fire safety management of their own units, formulate and implement the annual fire work plan, organize fire inspections, inspections, hidden dangers investigation and supervision and rectification, and strengthen publicity and education training, emergency evacuation drills, supervision and assessment, etc. In accordance with the requirements of "Guiding Opinions on Disaster Accident Prevention and Emergency Disposal in Medical and Health Institutions", we will earnestly do a good job in various prevention and emergency disposal work. ?

(3) perform fire control duties. Each department (department) should fulfill the main responsibility of fire safety, and the main person in charge is the first person in charge of fire safety of this department (department), and a fire safety officer is set up. All employees shall perform their post fire safety duties and do a good job in fire safety management of their own departments (departments). ?

3. nip in the bud and stick to daily inspections?

(a) adhere to the daily inspection. Medical institutions shall specify the fire patrol personnel and key patrol parts, organize daily fire patrol and fill in the patrol record form. The inpatient area and outpatient area shall be inspected at least twice during the day, the inpatient area and emergency area shall be inspected at least twice at night, and other places shall be inspected at least once a day. The problems found shall be handled on the spot or reported in time. ?

fire safety officers of all departments (departments) should insist on daily inspection and fill in the record form. For workplaces with more than two people and departments (departments) without duty, the personnel who leave last every day should check the fire safety of the relevant places of the department (department) and sign for confirmation. ?

the frequency and intensity of inspections should be increased according to the actual situation. ?

3. Whether the fire alarm, fire extinguishing system and other fire control facilities, equipment and fire safety signs are intact and effective, whether the normally closed fire door is closed, and whether articles are stacked under the fire shutter; ?

4. Whether the personnel in key positions such as fire control room, inpatient area, emergency clinic, operating room, pathology department, laboratory, hyperbaric oxygen chamber, warehouse, oxygen supply station, film room, boiler room, generator room, power distribution room, kitchen, underground space, parking lot and dormitory are on duty; ?

5. Fire safety situation of construction sites in medical institutions. ?

(3) Strictly regulate the work of the fire control room. The fire personnel on duty shall hold the professional qualification certificate of the special type of work in the fire protection industry. The fire control room shall be on duty for 24 hours, with no less than 2 people in each shift. Automatic fire fighting facilities should be ensured to be in normal working condition. After receiving the fire alarm signal, it should be confirmed in the fastest way. After confirming the fire, it should ensure that the linkage control switch is in the automatic state, and at the same time dial "119" alarm and start the emergency handling procedure. ?

fourth, check and rectify, and eliminate hidden dangers in time?

(a) to carry out fire safety inspection. At least once a month and before important holidays and major events, organize fire prevention inspection and linkage operation test of fire control facilities, establish and implement daily maintenance system of fire control facilities, and immediately urge the rectification of found safety hazards and problems. ?
