Fifth municipal construction administrative departments in charge of the city's urban water conservation work, its entrusted municipal water conservation management agencies to implement daily supervision and management.
Honggu District and Yongdeng, Yuzhong and Gaolan county construction administrative departments, under the leadership of the people's government at the same level and the municipal water conservation management institutions, are responsible for the supervision and management of urban water conservation within their respective jurisdictions.

Ninth water units shall sign a letter of responsibility for planned water use with the municipal water conservation management institution. Water users refuse to sign the responsibility book for planned water use, and their water consumption indicators are approved according to the average water consumption quota of the same industry.
Water units shall designate departments and personnel to be specifically responsible for water conservation management, and submit relevant statistical data to the municipal water conservation management institution or the relevant district (county) construction administrative department in accordance with the regulations. Tenth engineering construction, landscaping, environmental sanitation and other temporary water, the relevant units should apply to the municipal water conservation management agencies for temporary water use planning indicators, water supply departments in accordance with the approved water use indicators. Eleventh water units exceed the planned water consumption, according to the following proportion standards to pay the increase in water charges (more than the planned water consumption ratio, according to the rounding method):

(five) the part exceeding 3 1% to 40% shall be charged at a price increase of 6 times the current water price;
(six) the excess of 4 1% to 50% is charged at 8 times the current water price;
(7) The excess part exceeding 5 1% shall be increased by 10 times of the current price; If it exceeds 5 1% for two consecutive quarters and no measures are taken, the excess part will be charged at a price increase of 10 times of the current water price.
Super planned water units must pay the increased water fee to the municipal water conservation management institution by way of entrusted collection within 20 days. Failing to pay within the time limit, an overdue fine of 5‰ will be charged on a daily basis.
The increased water fee income will be included in the financial special account management of the city or relevant district (county) for saving water and subsidizing the construction cost of water supply projects. Twelfth water units should be installed in accordance with the provisions of the water meter; Household metering water meters should be installed for residents' domestic water, and the package fee system is prohibited. Thirteenth units with an average monthly water consumption of more than 2000 cubic meters must conduct water balance tests within the prescribed time limit; The average monthly water consumption is less than 2000 cubic meters, and the rational water use analysis should be carried out. When problems of unreasonable water use and water waste are found, they must be rectified in time. Fourteenth water supply units must strengthen the maintenance and management of water supply equipment and appliances to prevent running, running, dripping and leaking. Faults and accidents should be repaired and handled in time.
Water supply and water use units shall assemble water-saving facilities in accordance with regulations, select water-saving equipment and appliances with qualified quality, and shall not stop using water-saving facilities without approval, and prohibit the use of equipment and appliances explicitly eliminated by the state.
