Measures of Lanzhou Municipality on the Administration of Urban Water Conservation

Article 1 In order to strengthen the management of urban water conservation, implement the strategy of sustainable development, rationally utilize water resources, safeguard people's lives and promote economic and social development, these measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and the Regulations on Urban Water Conservation approved and promulgated by the State Council, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the management of urban water conservation within the administrative area of this Municipality.

Units and individuals that operate and use urban public water supply and self-built water supply facilities within the administrative area of this Municipality must abide by these measures. Third urban water supply should adhere to the principle of paying equal attention to open source and throttling, rational allocation of resources, and implement the method of combining planned control with price adjustment to promote water conservation. Article 4 The municipal and relevant district (county) people's governments shall strengthen their leadership over urban water conservation and incorporate water conservation into the national economic and social development plan; Carry out water-saving publicity and education, create a water-saving city, and enhance the water-saving awareness of units and residents; Encourage and support scientific and technological research on water conservation and wastewater recycling, as well as research and development of related facilities, equipment and appliances, popularize and apply advanced technologies, and improve the scientific and technological level of water conservation. Fifth municipal construction administrative departments in charge of the city's urban water conservation work, its entrusted municipal water conservation management agencies to implement daily supervision and management.

Honggu District and Yongdeng, Yuzhong and Gaolan county construction administrative departments, under the leadership of the people's government at the same level and the municipal water conservation management institutions, are responsible for the supervision and management of urban water conservation within their respective jurisdictions.

Water administrative departments, relevant industry departments and comprehensive departments such as planning, science and technology, economy and trade, finance, price and planning. Should be in accordance with the relevant provisions, within the scope of their respective duties, cooperate with each other to do a good job in urban water conservation management. Article 6 The urban water conservation plan and annual water use plan of this Municipality shall be formulated by the municipal water conservation management institution according to the overall water resources planning and the long-term supply and demand plan of urban water, and shall be implemented after being audited by the provincial and municipal construction administrative departments and approved by the Municipal People's Government.

City water conservation management agencies can adjust the water use plan according to the water supply situation and the needs of life and production, but it must be approved according to the procedures specified in the preceding paragraph. Article 7 The municipal water conservation management institution shall, jointly with the relevant departments in charge of the industry, formulate the comprehensive water consumption quota and individual water consumption quota for the industry, and according to the urban water supply capacity, the annual water use plan and the industry water consumption quota, approve and issue the water use plan indicators of each water user, and conduct quarterly assessment. Eighth water supply units shall supply water in accordance with the annual water use plan and the approved water use indicators, and regularly provide the actual water use situation and related information of each water use unit to the municipal water conservation management institution. Ninth water units shall sign a letter of responsibility for planned water use with the municipal water conservation management institution. Water users refuse to sign the responsibility book for planned water use, and their water consumption indicators are approved according to the average water consumption quota of the same industry.

Water units shall designate departments and personnel to be specifically responsible for water conservation management, and submit relevant statistical data to the municipal water conservation management institution or the relevant district (county) construction administrative department in accordance with the regulations. Tenth engineering construction, landscaping, environmental sanitation and other temporary water, the relevant units should apply to the municipal water conservation management agencies for temporary water use planning indicators, water supply departments in accordance with the approved water use indicators. Eleventh water units exceed the planned water consumption, according to the following proportion standards to pay the increase in water charges (more than the planned water consumption ratio, according to the rounding method):

(a) if the excess is less than 5%, the price shall be increased by 0.5 times of the current price;

(2) The part exceeding 6% to 10% shall be charged at a price increase of 1 times of the current water price;

(3) For the part exceeding 1 1% to 20%, the price shall be increased by 2 times of the current water price;

(four) the part that exceeds 2 1% to 30% shall be charged at a price increase of 4 times the current water price;

(five) the part exceeding 3 1% to 40% shall be charged at a price increase of 6 times the current water price;

(six) the excess of 4 1% to 50% is charged at 8 times the current water price;

(7) The excess part exceeding 5 1% shall be increased by 10 times of the current price; If it exceeds 5 1% for two consecutive quarters and no measures are taken, the excess part will be charged at a price increase of 10 times of the current water price.

Super planned water units must pay the increased water fee to the municipal water conservation management institution by way of entrusted collection within 20 days. Failing to pay within the time limit, an overdue fine of 5‰ will be charged on a daily basis.

The increased water fee income will be included in the financial special account management of the city or relevant district (county) for saving water and subsidizing the construction cost of water supply projects. Twelfth water units should be installed in accordance with the provisions of the water meter; Household metering water meters should be installed for residents' domestic water, and the package fee system is prohibited. Thirteenth units with an average monthly water consumption of more than 2000 cubic meters must conduct water balance tests within the prescribed time limit; The average monthly water consumption is less than 2000 cubic meters, and the rational water use analysis should be carried out. When problems of unreasonable water use and water waste are found, they must be rectified in time. Fourteenth water supply units must strengthen the maintenance and management of water supply equipment and appliances to prevent running, running, dripping and leaking. Faults and accidents should be repaired and handled in time.

Water supply and water use units shall assemble water-saving facilities in accordance with regulations, select water-saving equipment and appliances with qualified quality, and shall not stop using water-saving facilities without approval, and prohibit the use of equipment and appliances explicitly eliminated by the state.
