Chapter 1 General Provisions Article 1 In order to promote the development of circular economy, build a green low-carbon circular development economic system, improve resource utilization efficiency, protect and improve the ecological environment, and achieve sustainable development, according to the "People's Republic of China* ** and the National Circular Economy Promotion Law" and other laws and administrative regulations, combined with the actual situation of the province, these regulations are formulated. Article 2 These regulations shall apply to the reduction, reuse, resource utilization activities and related management and services carried out in the production, circulation and consumption processes within the administrative area of ??this province. Article 3 The development of circular economy shall implement the new development concept, follow the guidelines of overall planning, rational layout, adapting measures to local conditions, focusing on actual results, government promotion, market guidance, enterprise implementation, and public participation; it shall be technically feasible, economically reasonable, and conducive to resource conservation, On the premise of protecting the environment, it will be implemented in accordance with the principle of priority reduction. Article 4 People's governments at or above the county level shall incorporate the development of circular economy into national economic and social development plans and annual plans, formulate policies and measures to promote the development of circular economy, and coordinate to solve major issues in the development of circular economy.

Township people’s governments and sub-district offices should do a good job in work related to the development of circular economy in accordance with the law. Article 5 The development and reform departments of the people's governments at or above the county level are responsible for organizing, coordinating, supervising and managing the development of circular economy in their respective administrative regions.

People's governments at or above the county level include ecological environment, industry and informatization, natural resources, finance, housing and urban and rural construction, transportation, agriculture and rural areas, commerce, culture and tourism, science and technology, forestry and grassland, market supervision and management, etc. Departments are responsible for the supervision and management of circular economy development in accordance with their respective responsibilities. Article 6: State agencies, enterprises, institutions and other organizations shall establish and improve management systems and take measures to reduce resource consumption, reduce waste generation and emissions, and improve the reuse and resource utilization of waste.

Citizens should enhance their awareness of conserving resources and protecting the ecological environment, and adopt a moderately frugal, green and low-carbon lifestyle. Article 7 People's governments at all levels and relevant departments should carry out publicity and education on circular economy and advocate the concepts of green, low-carbon and circular development. Media such as radio, television, newspapers, and the Internet should strengthen public opinion guidance and supervision to create a good atmosphere for the development of circular economy. Article 8: Any unit or individual has the right to report behaviors that waste resources and damage the ecological environment. Relevant government departments should publish reporting and complaint telephone numbers, websites, etc. to facilitate public reporting and complaints. After receiving reports or complaints, relevant government departments shall investigate and deal with them in a timely manner and inform the whistleblowers and complainants of the results. Chapter 2 Management System Article 9 The development and reform departments of the provincial, municipal (prefecture) people's governments shall, in conjunction with the ecological environment and other relevant departments, prepare a circular economy development plan for their respective administrative regions, and submit it to the people's government at the same level for approval before promulgation and implementation.

The circular economy development plan should include planning objectives, scope of application, main content, key tasks and safeguard measures, etc., and stipulate indicators such as resource output rate, waste reuse and resource utilization rate. Article 10 The provincial, municipal (prefecture) people's governments shall comprehensively consider the zoning control requirements of land spatial planning, industrial structure, economic development level and other factors, and set the main pollutant discharge, construction land and water total consumption control indicators, and carbon emission intensity reduction indicators. down to the lower-level people's governments.

City (state) and county (city, district) people's governments should optimize the industrial structure and promote the development of circular economy based on the indicators issued by the people's government at the higher level. Article 11 The market supervision and administration department of the Provincial People's Government shall, in conjunction with the development and reform, ecological environment and other departments, formulate and improve local standards for energy conservation, water conservation, material conservation, waste reuse and resource utilization in accordance with the law, and announce them to the public. Article 12: For products or packaging that are included in the national compulsory recycling list, the production enterprise or its entrusted sellers and other organizations shall recycle, utilize or dispose of them harmlessly in accordance with the law.

The commerce and other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, supervise and inspect the recycling, utilization and disposal of compulsorily recycled products and packaging in accordance with the law.

Chapter 3 Reduction Article 13 The Provincial People's Government shall optimize the layout of energy development and utilization, strengthen the development and utilization of clean energy, improve the capacity of clean energy consumption, delivery and storage, build a clean energy industry chain with market advantages, and build a national Clean energy industry highland.

People's governments at or above the county level and their relevant departments should improve the dual control system of total energy consumption and intensity, increase the proportion of renewable energy utilization, vigorously promote the development of wind power and photovoltaic power generation, and develop hydropower and solar thermal power according to local conditions. Supply clean energy such as power generation, geothermal energy, and biomass energy to reduce resource consumption and pollutant emissions. Article 14 The design and manufacture of products and packaging shall be in accordance with the requirements of reducing resource consumption and waste generation, giving priority to green design solutions and products that are easy to recycle, dismantle, degrade, non-toxic, harmless, low-toxic and low-harm. materials, simplify the packaging structure, promote green packaging, and reduce the use of packaging materials and the generation of packaging waste.

Producers and operators should comply with mandatory standards that restrict excessive packaging of goods and avoid excessive packaging. The market supervision and administration departments and relevant departments of the people's governments at or above the county level shall strengthen the supervision and management of excessive packaging in accordance with their respective responsibilities.
