The supervision institutions of local people's governments at or above the county level shall organize and implement the supervision work of the people's governments at the corresponding levels. The forms and specifications for the establishment of supervision institutions of local people's governments at or above the county level shall be handled in accordance with the relevant provisions on the establishment and management of institutions.
The supervision institutions of the State Council General Office and local people's governments at or above the county level are collectively referred to as government supervision institutions. Seventh people's governments at or above the county level may designate their subordinate departments to carry out government supervision in accordance with the designated matters, scope, responsibilities and time limit.
Without the designation of the people's government at the corresponding level, the working departments of the people's governments at or above the county level shall not carry out government supervision. Eighth people's governments at or above the county level may send inspection teams according to the needs of the work. The inspection team shall carry out government supervision in accordance with the inspection items, scope, responsibilities and time limit determined by the people's government at the corresponding level. The inspection team is responsible to the people's government at the corresponding level.
The inspection team is responsible for the team leader, who is determined by the people's government at the corresponding level.
NPC deputies, CPPCC members, government counselors, experts and scholars can be invited to participate in the inspection team. Article 9 An inspector shall have the political quality, work style, professional knowledge, professional ability and legal literacy suitable for his supervisory work, abide by the Constitution and laws, be loyal to his duties, be fair and honest, keep secrets and consciously accept supervision.
Government supervision institutions shall conduct political, theoretical and professional training for inspectors. Fourteenth people's governments at or above the county level can organize and carry out comprehensive supervision, special supervision, incident investigation, daily supervision, clue verification and other government supervision work. Fifteenth to carry out the work of government supervision, it shall formulate the supervision plan, and clarify the content, object and scope of supervision; It is necessary to strictly control the frequency and time limit of supervision, scientifically use supervision methods, strictly observe supervision discipline and train inspectors in advance.
The government supervision work shall strictly implement the supervision plan, and shall not arbitrarily expand the scope of supervision, change the object and content of supervision, and shall not interfere with the normal work of the object of supervision. Repeated supervision, multi-head supervision and ultra vires supervision are strictly prohibited. Sixteenth people's governments at or above the county level shall make a conclusion after the government supervision. The inspection conclusion related to the inspection object shall be fed back to the inspection object.
The inspection conclusion shall be clear in facts, sufficient in evidence, objective and fair. Seventeenth inspection objects have objections to the inspection conclusion, you can apply for review to the people's government that made the inspection conclusion within 30 days from the date of receiving the inspection conclusion. The people's government that receives the application shall make a review decision within 30 days. Staff involved in making inspection conclusions should be avoided during the review.
