Guiding opinions of the Ministry of Land and Resources on implementing the national mineral resources planning, developing green mining and building green mines

Departments of land and resources of all provinces, autonomous regions and municipalities directly under the Central Government (Department of Land, Environment and Resources, Bureau of Land and Resources, Bureau of Land and Housing Management and Bureau of Planning and Land Resources), ministries and commissions and relevant units: 1. Significance of developing green mining industry and building green mines.

(1) It is an inevitable choice to implement Scientific Outlook on Development and promote the transformation of economic development mode. At present, China is in the critical stage of accelerating industrialization and urbanization, with the rigid demand for resources rising and the pressure on resources and environment increasing. To promote the comprehensive, coordinated and sustainable development of resources development and economy and society, we must put resources development and protection at the strategic height of economic and social development. In accordance with the strategic requirements of the country to change the mode of economic development, we should change the mode of mining development by means of increasing revenue and reducing expenditure, efficient utilization and innovating institutional mechanisms, so as to promote the development and transformation of mining economy mainly by improving the efficiency of resource utilization. Developing green mining and building green mines is not only a realistic choice to improve the ability of energy resources guarantee based on the national conditions, but also an inevitable requirement to change the development mode and build a "two-oriented" society, which is of great practical significance and far-reaching strategic significance to the overall economic and social development of China.

(2) Practical ways to accelerate the transformation of mining development mode. To develop and build green mines, we should take rational utilization of resources, energy conservation and emission reduction, protection of ecological environment and promotion of harmony between mines and lands as the main objectives, take scientific mining methods, high efficiency of resource utilization, standardization of enterprise management, environmental protection of production technology and ecologicalization of mine environment as the basic requirements, put the concept of green mining throughout the whole process of mineral resources development and utilization, implement the development mode of circular economy, and realize the coordination and unity of economic, ecological and social benefits of resource development, so as to change the simple resource consumption and ecological benefits.

(3) It is an important means to implement corporate responsibility, strengthen industry self-discipline and ensure the healthy development of mining industry. The key to developing green mining and building green mines is to fully mobilize the enthusiasm of mining enterprises, strengthen industry self-discipline, promote mining enterprises to run mines according to law, standardize management, strengthen scientific and technological innovation, and build corporate culture, so that mining enterprises can turn the external requirements of efficient utilization of resources, environmental protection and promoting harmony between mines and land into the internal driving force for enterprise development, and consciously assume corporate responsibilities of saving and intensive use of resources, energy conservation and emission reduction, environmental transformation, land reclamation and promoting local economic and social development. Green mine construction is a change in the management mode of mining enterprises, which is of great significance to improve the responsibility sharing mechanism of mineral resources management, comprehensively standardize the order of mineral resources development, and accelerate the construction of a new mechanism to guarantee and promote scientific development.

II. Ideas, principles and objectives of promoting the construction of green mines

Encourage mining enterprises to establish Scientific Outlook on Development, strictly standardize management, promote scientific and technological innovation, strengthen cultural construction, and implement social responsibilities such as saving resources, saving energy and reducing emissions, protecting the environment and promoting harmony in mining areas. The third is to strengthen industry self-discipline. Give full play to the role of trade associations as bridges and ties, closely contact mining enterprises, strengthen publicity, expand knowledge and strengthen industry self-discipline. The fourth is to do a good job in policy support. Make full use of economic and administrative means, formulate policies and measures conducive to promoting rational utilization of resources and environmental protection, establish and improve systems, and promote the construction of green mines.

[6] Construction objectives. Strive to complete the construction of a number of demonstration pilot mines within 1 ~ 3 years, establish a perfect standard system and management system for green mines, and study and form incentive policies to support the construction of green mines. By 2020, the national pattern of green mines will basically take shape, large and medium-sized mines will basically meet the standards of green mines, and small mining enterprises will strictly regulate their management according to the conditions of green mines. The level of intensive and economical utilization of resources has been significantly improved, the mine environment has been effectively protected, the level of land reclamation in mining areas has been comprehensively improved, and mining enterprises and localities have developed harmoniously.

Three, overall planning of green mine construction work

(seven) conscientiously implement the objectives, tasks and deployment requirements of mineral resources planning. Land and resources management departments at all levels should strengthen the implementation of mineral resources planning, implement the objectives, tasks and specific requirements of green mine construction put forward by all levels of planning, effectively coordinate the construction of new production mines, large and medium-sized mines and green mines in various industries in combination with the requirements of optimizing and adjusting mine structure layout, efficient utilization of resources and restoration of mine geological environment, and take effective measures to promote the construction of green mines in an orderly manner. All localities can formulate special plans and specific measures to accelerate the construction of green mines according to actual conditions.

Accelerate the research and improvement of specific standards and measures for the construction of green mines, organize the recommendation and evaluation of national pilot mines in conjunction with relevant industry associations, strengthen communication and cooperation between the government and enterprises, actively build a platform for exchanges and cooperation in the construction of green mines, provide services such as experience exchange and technical consultation for pilot mines, and earnestly undertake the business support work of comprehensively promoting the construction of green mines.

(eleven) land and resources management departments at all levels should do a good job in guiding the pilot demonstration of green mine construction. Land and resources departments at all levels should give full play to their functions, strengthen guidance on the construction of green mines, implement policies of encouragement and support, guide enterprises to build and operate mines in accordance with the development model of green mines, coordinate and solve problems encountered in the pilot process, promote the pilot mines to meet the construction requirements by constantly improving the management system and strengthening supervision, and strive to coordinate the development of enterprises with the development of local economy.

(twelve) pilot mines should actively carry out construction work in accordance with the plan. For qualified mines, it is necessary to work out the construction plan according to the basic requirements of green mine construction, clarify the construction objectives, specific contents and development mode, earnestly promote the construction of green mines, meet the conditions and standards of green mines as soon as possible, and make positive contributions to protecting resources, protecting the environment, promoting local economic development and safeguarding the interests of the masses.

Five, steadily promote the construction of national green mines.

Comprehensively summarize and promote the experiences and models of different types of green mine construction, gradually improve the construction standards and related management methods of green mines in different regions, different scales and different types, and study and explore policies, measures and management systems conducive to rational utilization of resources, energy conservation and emission reduction and environmental protection, so as to lay a foundation for comprehensively promoting the construction of green mines. Establish advanced models through pilot demonstration enterprises, give play to the role of pilot demonstration, drive more mining enterprises to carry out green mine construction activities, actively fulfill the responsibilities and obligations of green mine construction, and promote the all-round development of green mining.

(fourteen) strict mine access management according to the standards and conditions of green mine construction. Land and resources management departments at all levels should put the requirements of developing and building green mines throughout the management of mineral resources, standardize the exploration, development, utilization and protection activities of mineral resources with green mine construction standards, strengthen the review of new mine development and utilization, environmental protection and land reclamation plans, and prohibit the use of mining technologies, processes and equipment restricted and eliminated by the state to ensure the rational development, resource conservation, environmental protection, safe production and community harmony of new mines. Fully implement the minimum mining scale system and access conditions determined by the mineral resources planning, optimize the layout and mining structure of resource exploration and development, and gradually build an intensive, efficient and coordinated mine development pattern.

(fifteen) to strengthen the supervision and management of production mines. Standardize the exploration, development, utilization and protection activities of mineral resources with green mine construction standards, urge mining enterprises to consciously improve the development and utilization methods according to green mine construction standards, improve the level of development and utilization, promote energy conservation and emission reduction, implement corporate social responsibility, realize rational development, resource conservation, environmental protection, safe production and community harmony, and create a good environment for green mine construction.

Sixth, create a good policy environment.

In terms of resource allocation and mining land, we will give preferential policies to enterprises that meet the requirements of green mines, give priority to allocating resources and providing land according to law, encourage enterprises to become bigger and stronger, and actively contribute to the prosperity of local economy and the construction of harmonious mining areas.

(eighteen) gradually improve the economic policies such as taxes and fees. We will fully implement existing preferential policies such as comprehensive utilization of resources, mine environmental protection, energy conservation and emission reduction, and form a self-restraint mechanism for resource consumption of mining enterprises through resource tax reform and tax reduction and exemption. Actively coordinate relevant departments, establish and improve tax reduction and exemption systems such as comprehensive utilization of resources, and gradually form an economic policy system that is linked with the legal system and tilted towards green mining enterprises.

(nineteen) to strengthen technical policy guidance. Encourage mining enterprises to increase investment in science and technology and tackle key technical problems, study and formulate a catalogue of technologies to encourage, restrict and eliminate the conservation and comprehensive utilization of mineral resources, adopt advanced technologies, processes and equipment through technological transformation, gradually eliminate backward production capacity, improve the level of resource development and utilization, energy conservation and emission reduction and environmental protection, and meet the requirements of green mine construction.

Seven. Strengthen organization and coordination

(twenty) land and resources management departments at all levels should strengthen the organization and leadership, supervision and inspection. Attach great importance to the construction of green mines, make arrangements as an important task in the work plan, strengthen leadership, implement responsibilities, make careful arrangements, improve systems, do a good job in implementation, earnestly guide, coordinate, supervise and inspect the construction of green mines, strengthen the summary, publicity and promotion of the construction of green mines, and promote the construction of green mines in an orderly manner.

(twenty-one) China Mining Association should comprehensively promote industry self-discipline. By actively promoting the development of circular economy and comprehensive utilization of resources in the mining field, we actively advocate and encourage enterprises to develop green mining, raise their awareness of running mines according to law, urge enterprises to fulfill their social responsibilities and standardize management, and constantly strengthen industry self-discipline and social supervision.

(twenty-two) mining enterprises should conscientiously fulfill their social responsibilities and comprehensively carry out the construction of green mines. Mining enterprises are the main body of green mine construction. They should actively join and consciously abide by the green mining convention, constantly strengthen standardized management, earnestly fulfill their social responsibilities, increase investment, improve production technology, optimize production layout, strengthen environmental protection, and promote the harmonious development of resource development, environmental protection and mining areas in accordance with the relevant conditions of green mine construction and the development model of circular economy.
