Rural roads as mentioned in these regulations refer to county roads, township roads, village roads and their ancillary facilities that are included in rural road planning and constructed in accordance with highway engineering technical standards, including bridges, tunnels and ferries on rural roads. . Article 3 The development of rural roads shall follow the principles of scientific planning, adapting measures to local conditions, ensuring quality, ecological environmental protection, construction, management, maintenance and operation, and implement a management system of government leadership, industry supervision, departmental collaboration, hierarchical responsibilities, and social participation. Article 4 The people's governments at or above the county level shall incorporate the development of rural roads into the national economic and social development plan, and include the required construction, maintenance, management and other funds in the financial budget at the same level, and establish a stable and stable system compatible with the development of rural roads. growth mechanism.

Article 5 The people's government at the county level is the main body responsible for the planning, construction, maintenance, operation and management of rural roads within its own administrative region. The township (town) people's government is responsible for the construction, maintenance and management of township and village roads within its administrative area within the scope of responsibilities determined by the county-level people's government, and is responsible for guiding the village committees along the line to establish village road management Protect mass organizations.

Under the guidance of the township (town) people's government, the villagers committee assists in the construction, maintenance and management of village roads; advocates that the content of road protection be stipulated in village regulations and civil covenants, and organizes education Villagers consciously maintain the appearance of roads. Article 6 The transportation department of the Provincial People's Government is responsible for formulating the province's rural highway development plan, guiding and supervising the province's rural highway work.

The transportation department of the municipal (state) people's government is responsible for the guidance and supervision of rural highway-related work within its own administrative region.

The transportation department of the county-level people's government is responsible for the planning, construction, maintenance, operation and management of rural roads within its own administrative region.

The development and reform, finance, public security, ecological environment, natural resources, cultural tourism, agriculture and rural areas and other relevant departments of the people's governments at or above the county level shall perform relevant work responsibilities on rural roads in accordance with the law. Article 7 People's governments at all levels shall strengthen publicity and education to raise the whole society's awareness of the protection of rural roads.

Any unit or individual shall take good care of rural roads and highway land, and have the right to stop and report the destruction, damage or illegal occupation of rural roads, highway land and other behaviors that affect rural highway safety. Chapter 2 Planning and Construction Article 8 Rural highway planning shall conform to the national economic and social development plan, be compatible with the overall land use plan, urban and rural planning, and regional economic development plan, and be consistent with national highways, provincial highways, railways, civil aviation, water transportation and other transportation coordinated with transportation development plans. Article 9 County road planning shall be prepared by the transportation department of the people's government at the county level in conjunction with relevant departments. After being reviewed and approved by the people's government at the same level, it shall be submitted to the people's government at the next higher level for approval.

The planning of township and village roads shall be prepared by the transportation department of the county-level people's government in conjunction with relevant departments to assist the township (town) people's government and submitted to the county-level people's government for approval.

The approved rural highway plan shall be reported to the transportation department of the people's government at the higher level of the approving authority for record.

The approved rural highway planning shall not be changed or adjusted without authorization. Article 10: County-level people's governments and relevant departments shall support rural highway construction on the premise of complying with planning, improving people's livelihood, and protecting the ecology.

The construction of rural roads should reasonably determine the technical level and gradually improve the construction standards based on actual conditions such as economic and social development, natural geographical conditions, and highway functional needs.

The construction of county roads and township roads should comply with relevant national and provincial standards, and existing roads should be fully utilized for reconstruction or expansion. Article 11 The transportation department of the county-level people's government shall, based on the rural highway planning, take overall consideration of factors such as economic and social development, financial investment, etc., work with relevant departments to prepare annual plans for rural highway construction projects, and organize implementation after approval in accordance with prescribed procedures. Article 12 Rural highway construction projects shall be equipped with traffic safety, protection, drainage, passenger bus stops and other facilities in accordance with relevant standards, and shall be designed, constructed and put into use at the same time as the main project.

Encourage qualified areas to integrate the construction and development of rural roads with industrial parks, rural tourism, etc. Article 13 Rural highway construction projects shall implement a bidding system in accordance with relevant national regulations. Article 14 The design of rural highway construction projects shall be undertaken by design units with corresponding qualifications.

The design documents of rural highway construction projects shall be examined and approved by the transportation department of the municipal (state) people's government.
