China guide dog regulations

According to Article 58 of the Law of the People's Republic of China on the Protection of Disabled Persons, blind people should abide by the relevant state regulations when carrying guide dogs in and out of public places.

According to Article 16 of the Regulations on the Construction of Barrier-free Environment, visually disabled people should abide by the relevant provisions of the state when carrying guide dogs in and out of public places, and public place staff should provide barrier-free services in accordance with the relevant provisions of the state.

According to Article 23 of Shanghai Dog Breeding Regulations, it is forbidden to bring dogs into office buildings, schools, hospitals, stadiums, museums, libraries, cultural and entertainment venues, waiting rooms (airplanes, ships), restaurants, shopping malls, hotels and other places or take public transportation such as buses, trams and rail transit.

Legal basis:

"Law of the People's Republic of China on the Protection of Disabled Persons" Article 58 A blind person carrying a guide dog into a public place shall abide by the relevant provisions of the state.

"Regulations on the Construction of Barrier-free Environment" Article 16 Persons with visual disabilities who bring guide dogs into and out of public places shall abide by the relevant provisions of the state, and staff in public places shall provide barrier-free services in accordance with the relevant provisions of the state.

Article 23 of Shanghai Dog Breeding Regulations prohibits dogs from entering office buildings, schools, hospitals, stadiums, museums, libraries, cultural and entertainment places, waiting rooms (airplanes, ships), restaurants, shopping malls, hotels and other places or taking public transportation such as buses, trams and rail transit.

Managers of places other than those specified in the preceding paragraph may decide whether to allow dogs to enter the places they manage. Dogs are forbidden to enter, and obvious no-entry signs are set up.

If you take a taxi with a dog, you should ask the taxi driver's permission.

Residents' committees, villagers' committees and owners' committees may, in accordance with relevant conventions or statutes, designate public areas in residential areas where dogs are prohibited from entering.

The carrying of guide dogs by blind people is not restricted by the provisions of this article.
