Article 1 These Provisions are formulated in light of the actual situation of this Municipality for the implementation of the Law of People's Republic of China (PRC) Municipality on Common Languages and Characters. Article 2 The use of Putonghua and standardized Chinese characters shall be based on the national norms and standards for common spoken and written languages promulgated by the state. Article 3 People's governments at all levels in this Municipality shall take measures to popularize Putonghua and standardize Chinese characters.

The municipal, district and county people's governments shall ensure the personnel and funds needed for the work of the language and writing departments. Article 4 The language and writing departments of the city, district and county shall manage and supervise the use of the national common language and writing within their respective administrative areas.

The municipal language and writing department is responsible for formulating the city's language and writing work plan and Putonghua proficiency test and training. Article 5 This Municipality shall commend or reward organizations and individuals that have made remarkable achievements in the use and management of common language and characters. Article 6 The working language of internal meetings, public speeches, exchanges of official activities of this Municipality shall be Mandarin.

Nameplates, official documents, seals, signs, signs, electronic screens and slogans of state organs shall use standardized Chinese characters. Article 7 Schools and other educational institutions in this Municipality shall use Putonghua as the basic language for education, teaching, meetings, publicity and other collective activities.

Names, signs, slogans (signs), signs, electronic screens, official documents, seals, school journals (newspapers), handouts, test papers, blackboard newspapers, blackboard books, etc. of schools and other educational institutions should take standardized Chinese characters as the basic characters.

Article 9 When the relevant departments of this Municipality newly record (hire) announcers, program hosts, actors in film and television dramas, teachers and staff of state organs who use Putonghua as their working language, they shall conduct Putonghua proficiency tests to reach the grade standards stipulated by the state. Article 10 All kinds of newspapers, periodicals, books, electronic and online publications, audio-visual products and other publications published in Chinese in this Municipality shall use Putonghua and standardized Chinese characters in their titles, titles, covers, contents and advertisements.

If the names of newspapers and periodicals approved for use contain variant characters and traditional characters, standardized Chinese characters should be used when copying their names in other parts of this journal.

The municipal administrative department of press and publication shall incorporate the use of the national common language into the quality evaluation and annual inspection of publications as one of the conditions for selecting excellent publications. Article 11 Personnel in this Municipality who directly serve the public industries such as commerce, postal services, telecommunications, Internet, culture, catering, entertainment, railways, transportation, civil aviation, tourism, banking, insurance, medical care, etc. shall use Putonghua as the basic service language.

Thirteenth enterprise names, commodity names and advertisements should be based on the common language of the country. In violation of the provisions, the municipal administrative department for Industry and Commerce shall handle it according to relevant laws and regulations. Fourteenth in the packaging, signs and descriptions of goods sold in this city, standardized Chinese characters should be used as the basic characters; The national common language used in information processing and information technology products shall conform to the national norms and standards. In violation of the provisions, the municipal administrative department of quality and technical supervision shall deal with it according to relevant laws and regulations. Fifteenth posts with Putonghua as the working language, staff should adhere to the use of Putonghua in their work. In violation of the provisions, the unit shall criticize and educate it and order it to make corrections. Sixteenth in violation of the provisions of Article 6, Article 7, paragraph 1, paragraph 2, Article 8, Article 9, Article 10, paragraph 1, paragraph 2, and Article 11, the municipal, district and county language and writing departments or relevant units shall criticize and educate the directly responsible personnel and order them to make corrections. Seventeenth language departments and other relevant departments and their staff shall perform their duties according to law; Abuse of power or failure to perform statutory duties, the unit or the competent department at a higher level shall give administrative sanctions to the directly responsible person in charge and other directly responsible personnel according to law. Article 18 These Provisions shall come into force on August 1 day, 2003.
