Chapter I General Provisions Article 1 In order to strengthen the management of outdoor advertisements and signboards in Ziyang central city, these measures are formulated in accordance with the Urban and Rural Planning Law of People's Republic of China (PRC), the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of City Appearance and Environmental Sanitation, and the Regulations on the Administration of City Appearance and Environmental Sanitation in Ziyang central city, combined with the actual situation of Ziyang. Article 2 These Measures shall apply to the planning, setting, supervision and management activities of outdoor advertisements and signboards in the central city of ziyang.

The term "central city" as mentioned in these Measures refers to the urban built-up area where the Municipal People's Government is located and other areas where urbanization management is implemented. The specific scope shall be delineated and published by the Municipal People's Government according to law. Article 3 The term "outdoor advertising setting" as mentioned in these Measures refers to the act of publishing advertisements to the outdoor by using carriers such as words, images, sounds, electronic display devices and physical modeling:

(six) other carriers that can carry outdoor advertisements.

The term "signboard setting" as mentioned in these Measures refers to the act of setting signs, signs, light boxes, neon lights, font symbols, etc. on buildings under construction (structures) and their ancillary facilities to indicate names, shop names and trade names. Article 4 The setting of outdoor advertisements and signboards shall follow the principles of safety, beauty and environmental protection, and be compatible with the functions of urban regional planning and coordinated with architectural style, surrounding environment and functional formats. Article 5 The municipal and district people's governments shall strengthen their leadership over the management of outdoor advertisements and signboards.

Urban management administrative law enforcement departments are responsible for the supervision and management of outdoor advertisements and signboards.

The market supervision department is responsible for the supervision and management of outdoor advertisements and signboards.

Public security, natural resources and planning, ecological environment, housing and urban and rural construction, transportation, emergency management, meteorology and other departments shall, according to their respective responsibilities, do a good job in the management of outdoor advertising and signboard setting.

Sub-district offices and town people's governments in the central city shall be responsible for the management of outdoor advertisements and signboards within their respective jurisdictions in accordance with the division of responsibilities. Article 6 Encourage and support public service advertising activities, highlight local characteristics, spread socialist core values and advocate civilized fashion. Article 7 Any unit or individual who discovers that outdoor advertisements and signboards are illegal shall have the right to dissuade or complain and report to the urban management administrative law enforcement department. After receiving complaints and reports, the relevant departments shall promptly handle them according to law, and keep the relevant information of the complaints and informants confidential. Chapter II Management of Outdoor Advertising Setup Article 8 The administrative law enforcement department of urban management shall, jointly with the departments of natural resources and planning, housing and urban and rural construction, transportation and market supervision, organize the preparation of outdoor advertising setup planning and technical specifications, and report them to the people's government at the same level for approval before promulgation and implementation.

Outdoor advertising planning and technical specifications approved according to law shall not be changed at will; If it is really necessary to change, it shall be submitted for approval in accordance with the examination and approval procedures. Ninth outdoor advertising planning should control the total amount and layout of outdoor advertising in the central city, and determine the sections and areas where outdoor advertising is allowed and prohibited. Tenth any of the following circumstances, shall not set up outdoor advertising:

(a) the construction control zones of state organs, schools, cultural relics protection units, memorial buildings and landmark buildings as determined by the Municipal People's Government;

Article 12 Where the color of the vehicle body is changed by spraying, pasting or publishing outdoor advertisements on a motor vehicle, the owner of the motor vehicle shall apply to the traffic administrative department of the public security organ for registration of change in accordance with the relevant provisions of the Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China, and shall not affect safe driving. Thirteenth large-scale outdoor advertising, should apply to the local urban management administrative law enforcement departments for administrative license, and submit relevant application materials in accordance with the provisions, apply for urban outdoor advertising license. Without permission, no unit or individual may set up large-scale outdoor advertisements without authorization.

The term "large-scale outdoor advertising" as mentioned in these Measures refers to outdoor advertising with a length of four meters or more or an area of ten square meters or more.
