The Historical Evolution of Xiamen Meteorological Bureau

On August 23rd, 1952, the Meteorological Department of Fujian Military Region Information Department under the Meteorological Department of East China Military Region sent army meteorologists to set up the Xiamen Meteorological Station in Gulangyu, Xiamen. On September 8th of the same year, the weather station was officially put into operation, with Lin Yongzhang as the stationmaster. On January 1, 1954, the meteorological station was changed from a military organizational system to a local organizational system and changed to Xiamen Meteorological Observatory, which was under the leadership of Fujian Meteorological Bureau and was headed by Lin Yongzhang. On September 15th, 1958, Xiamen Meteorological Observatory was renamed as Marine Hydrological Meteorological Observatory of Meteorological Bureau of Fujian Provincial Department of Agriculture. On March 1, 1966, due to the marine hydrometeorological work, it was handed over to Xiamen Central Ocean Station of the State Oceanic Administration, and the name of the station was changed to Xiamen Meteorological Service Desk of Fujian Province. In 1968, the meteorological system was decentralized to local government departments, and the meteorological service desk was led by the Xiamen Revolutionary Committee. The provincial meteorological bureau was only responsible for business management. In 1971, the management system was changed to the dual leadership of the army and the local government, with the military leadership as the mainstay. The Xiamen Military Management Committee sent directors, instructors and other cadres to the Xiamen Meteorological Service Desk for military management, with Wang Shunkuan as the director. In July 1972, Xiamen Meteorological Service Desk was renamed as Xiamen Meteorological Observatory in Fujian Province. In November 1974, the military representatives were evacuated and the Meteorological Observatory was transferred to the leadership of the Agricultural Bureau of Xiamen Revolutionary Committee. In 1975, Jin Wenqi became the director. In 1979, he became the leader of the Agricultural Office of Xiamen Revolutionary Committee. On December 5, 1979, the Meteorological Observatory moved to Huwei Mountain in Dongdu, Xiamen Island. In 198, the meteorological department of Xiamen returned to the leadership of the Provincial Meteorological Bureau. In June 1981, Lin Yongzhang served as the director; In June 1983, Li Shangzhi served as the director; In March 1985, Zheng Chengjun was appointed as the director. In January, 1989, with the approval of Fujian Meteorological Bureau, Xiamen Meteorological Bureau was established. With Xiamen Meteorological Bureau, the operation mode of one bureau and two brands in one institution was implemented, with Zheng Chengjun as the director. In July 199, Ru Chen became the director. On October 3, 199, the National Meteorological Administration and the Xiamen Municipal People's Government negotiated an agreement to implement separate planning for the Xiamen Meteorological Bureau. In terms of planning (including financial work), the National Meteorological Administration has given Xiamen Meteorological Bureau the management authority of a provincial meteorological bureau; In terms of management system, Xiamen Meteorological Bureau is not only a subordinate unit of Fujian Meteorological Bureau, but also a working department of Xiamen Municipal People's Government. The current cadre management system remains unchanged. After being listed separately, the meteorological bureau is set up as office, personnel and political work department, planning and financial equipment department, and municipal meteorological station (and business management), which has jurisdiction over Tongan County Meteorological Bureau. Since 1992, Deputy Director Wang Shide has been in charge of the overall work. In December 1994, with the approval of the CPC Xiamen Municipal Committee and the Party Group of the Provincial Meteorological Bureau, the Party Group of the CPC Xiamen Meteorological Bureau was established. On February 6, 1995, Yang Weisheng was appointed Party Secretary of the Municipal Bureau, and Wang Shide was appointed Director. On October 18, 1996, Yang Weisheng was appointed Party Secretary and Director of the Municipal Bureau.
