Article 2 These regulations shall apply to the generation, collection, storage, transportation, utilization, disposal and other activities of construction waste within the urbanization management area of ??this city, as well as their supervision and management.

If these regulations do not provide for it, the provisions of relevant laws and regulations shall apply. Article 3 The term “construction waste” as mentioned in these Regulations refers to the waste soil, waste materials and waste generated during the construction, reconstruction, expansion and demolition of various buildings, structures, pipe networks, etc. by construction units, as well as during the decoration and decoration of houses by residents. Article 4 Construction waste management shall adhere to the principles of reduction, resource utilization, harmlessness and whoever generates it shall bear the responsibility for disposal, and build a construction waste management system with government leadership, social participation, industry supervision, and local management. Article 5 Municipal and county (city, district) people's governments shall incorporate construction waste management into national economic and social development plans, formulate construction waste source reduction measures and comprehensive utilization support policies, establish and improve the coordination mechanism for construction waste management and law enforcement, and study Address major issues in construction waste management.

Sub-district offices and township people's governments, under the guidance of relevant departments of the county (city, district) people's government, shall do a good job in the daily management of construction waste within their respective jurisdictions. Article 6 The environmental sanitation departments of the municipal and county (city, district) people's governments are responsible for the management of construction waste.

The development and reform, finance, ecological environment, housing and urban-rural construction, public security, transportation, natural resources and planning, water conservancy and other relevant departments of the municipal and county (city, district) people's governments are responsible for Work related to construction waste management. Article 7 The environmental sanitation department of the Municipal People's Government shall work with relevant departments to establish a comprehensive information platform for construction waste management that is shared across the city's Internet. It shall dynamically manage the following information and disclose it to the public to promote the full process control and informatization traceability of construction waste. :

(2) Approval information related to construction waste treatment, as well as information on vehicles transporting construction waste and construction waste disposal sites;

The ecological environment, housing and urban-rural construction, public security, transportation, natural resources and planning, water conservancy and other departments of the municipal and county (city, district) people's governments shall provide relevant information to the information platform in a timely manner in accordance with their respective responsibilities.

Encourage construction waste generation and demand entities to adjust and utilize construction waste through information platforms. Article 8: Implement a classification and disposal system for construction waste. The Municipal People's Government shall formulate regulations for the classification and disposal of construction waste and announce them to the public. Article 9: Any unit or individual has the right to complain and report violations of these regulations.

The competent environmental sanitation department shall publish the complaint reporting hotline, mailbox, email address, website, etc. Departments that accept complaints and reports should investigate, handle and provide feedback in a timely manner, and keep confidential the relevant information of the complainants and reporters. Article 10 Relevant departments of the municipal and county (city, district) people's governments, sub-district offices and township people's governments, residents' (villages) committees, relevant industry associations, construction and decoration enterprises, news media, etc. shall strengthen the classification and treatment of construction waste , publicity, education and science popularization in source reduction and comprehensive utilization, and enhance public awareness of construction waste classification, recycling and environmental protection. Article 11 A charging system is implemented for the transportation and disposal of construction waste. The charging standards shall be determined by the municipal, county (city) people's governments in accordance with relevant national regulations and announced to the public. Article 12 Units that handle construction waste shall apply to the environmental sanitation department of the municipal or county (city, district) people's government in accordance with their management authority, and may only process it after obtaining relevant approval for urban construction waste disposal.

The environmental sanitation department of the municipal or county (city, district) people's government shall make a decision on whether to approve the application within 20 days after receiving the application. If the application is approved, an approval document shall be issued; if the application is not approved, the applicant shall be notified and the reasons shall be explained.

The specific conditions for approval of urban construction waste disposal shall be implemented in accordance with relevant national regulations.

If residents are engaged in sporadic construction of decoration and repair houses or urgent construction is required due to special circumstances such as engineering rescue, they do not need to apply for approval related to construction waste disposal, but they must be processed within 24 hours after the completion of the construction work. The construction unit and construction unit shall ensure the construction and decoration quality of the project, reduce the frequency of maintenance and repairs after the project is put into use, and reduce the construction waste generated due to maintenance and repairs.

On the premise of ensuring the quality of the project, construction units and construction units should give priority to the use of construction waste generated during project construction that can be recycled on site. Article 14 The construction site where construction waste is generated by the project construction unit shall comply with the following provisions:

(3) Classified collection and stacking of construction waste;

(6) Harden the entrance and exit roads, equip vehicle cleaning equipment or take cleaning measures to ensure that transport vehicles are washed and exited;
