The term "city appearance management" as mentioned in these Regulations includes the management of building (structure) facades, outdoor advertising and store bidding signs, urban roads and vehicles, farmers' markets and temporary business sites, garbage and dust, Management of city appearance responsibility areas, etc. Article 3 City appearance management adheres to the principles of unified leadership, hierarchical responsibilities, integration of departments, territorial management, public participation, and social supervision. Article 4 The municipal and county (district) people's governments shall establish and improve the coordination mechanism for city appearance management, strengthen the supervision and inspection of city appearance management and the assessment of rewards and punishments, and coordinate to solve major problems in city appearance management.

The urban management departments of the municipal and county (district) people's governments are the administrative departments responsible for city appearance management and are responsible for the daily work related to city appearance management. Other administrative departments shall jointly perform city appearance management work in accordance with their respective responsibilities.

Management committees of various development zones, parks and scenic spots should do a good job in city appearance management within their respective regions.

Chapter 2 Management of Facades of Buildings (Structures) Article 10 New construction projects and renovation of the facades of buildings (structures) shall comply with urban and rural planning and urban appearance standards.

In any of the following circumstances, the construction unit shall provide the facade design plan to the urban and rural planning department:

(1) Implementation of the facade design of the building (structure) The entire area must be renovated in a unified manner;

(2) When renovating the exterior facades of street-facing buildings (structures) on main streets and key areas, it is necessary to change the original main color, shape and design style of the exterior facades ;

(3) Transforming the exterior facades of large and medium-sized or protected buildings (structures).

The exterior facade design plan of a construction project shall be reviewed and approved by the competent urban and rural planning department. The approved design plan shall not be changed without authorization.

In case of violation of the provisions of paragraph 3, the exterior facade design plan of a construction project has not been approved by the urban and rural planning department or the construction has not been carried out in accordance with the approved plan, the urban and rural planning department or the urban management and administrative law enforcement department shall order the construction project to an order according to its duties. If corrective measures can still be taken to eliminate the impact on the implementation of the plan, corrections will be made within a time limit, and a fine of not less than 5% but not more than 10% of the cost of the exterior facade construction project will be imposed; if corrective measures cannot be taken to eliminate the impact, it will be demolished within a time limit and fines may be imposed. A fine of less than 10% of the cost of the facade construction project will be imposed. Article 11 Install protective facilities, air-conditioning outdoor units, sunshade (rain) awnings (sheds), exhaust and smoke exhaust facilities, solar energy facilities, and pipeline facilities on the facades of main streets and key areas. The owner or user of a building (structure) or the person responsible for the city appearance responsibility area shall maintain and manage the exterior facade of the building (structure) and keep it clean and intact. If the structure is damaged, the wall is peeled off or the facade is stained, it should be repaired, maintained and cleaned in time. Article 12 Using the exterior facade of a building (structure) to set up night view lighting facilities shall comply with urban lighting management regulations and technical specifications, and be consistent with the main color, shape and design style of the exterior facade of the building (structure). coordinated. Article 13 No unit or individual may commit the following acts:

(1) Hanging or stacking objects outside the balconies, windows and roofs of buildings (structures) facing the streets in main streets and key areas, which will hinder the city appearance. items;

(2) Damage or remove without authorization various facilities uniformly installed on the exterior facades of main streets and street-facing buildings (structures) in key areas, or change their location, specifications, styles and colors;

(5) Other behaviors that violate urban appearance standards.

Anyone who violates the provisions of Items 1 and 4 of the preceding paragraph shall be ordered by the urban management and administrative law enforcement department to make corrections within a time limit; if corrections are not made within the time limit, a fine of not less than RMB 100 but not more than RMB 500 shall be imposed. Anyone who violates the provisions of Item 2 of the preceding paragraph shall be ordered by the urban management and administrative law enforcement department to make corrections within a time limit; if corrections are made within the time limit, a fine of not less than 500 yuan but not more than 3,000 yuan shall be imposed. If the facilities are damaged or their functions are lost, they shall be liable for compensation according to law. Anyone who violates the third item of the preceding paragraph shall be ordered by the urban management and administrative law enforcement department to stop construction and dismantle it within a time limit, and impose a fine of not less than 5% but not more than 10% of the cost of the constructed (structure) building; if the construction is not stopped or the construction is overdue If it is not dismantled, it shall be dismantled in accordance with the law, and a fine of not more than 10% of the construction cost of the constructed (structure) may be imposed.
