Provisions of Zibo Municipality on Prohibiting Fireworks and Firecrackers.

Article 1 These Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Safety Management of Fireworks and Firecrackers and other laws and regulations, combined with the actual situation of this Municipality, in order to regulate the discharge of fireworks and firecrackers, ensure the safety of the public and personal property, and improve the environmental quality. Article 2 These Provisions shall apply to the prohibition of setting off fireworks and firecrackers and their supervision and management activities within the administrative area of this Municipality.

The term "fireworks" as mentioned in these Provisions refers to all kinds of fireworks, firecrackers, fireworks and other products that are made of gunpowder and can produce smoke and sound. Article 3 The municipal, district and county people's governments shall strengthen the organization and leadership over the work of prohibiting the discharge of fireworks and firecrackers, establish a work coordination mechanism, and coordinate major issues concerning the prohibition of the discharge of fireworks and firecrackers.

The Town People's Government and the street offices shall incorporate the work of prohibiting the discharge of fireworks and firecrackers into grassroots social governance, and strengthen organization, coordination, guidance and supervision.

Residents' committees and villagers' committees shall cooperate with relevant departments to do a good job in prohibiting the discharge of fireworks and firecrackers. Fourth public security organs are responsible for the safety management of fireworks and firecrackers; The emergency management department is responsible for the supervision and management of the safety production of fireworks and firecrackers.

Education, civil affairs, housing and urban construction, ecological environment, transportation, market supervision, urban management, supply and marketing cooperatives and other relevant departments and units shall, in accordance with their respective responsibilities, do a good job in prohibiting the discharge of fireworks and firecrackers. Article 5 The people's governments of cities and counties and their relevant departments, the people's governments of towns and sub-district offices shall organize publicity activities prohibiting the discharge of fireworks and firecrackers; During the emergency response period of major festivals and heavily polluted weather, publicity should be intensified.

Organs, enterprises and institutions, social organizations and other organizations shall carry out publicity activities to prohibit the discharge of fireworks and firecrackers in their own units and industries.

Villagers' committees, residents' committees, owners' committees and property service providers shall publicize and guide the prohibition of setting off fireworks and firecrackers to villagers, residents and owners.

Guardians of schools, kindergartens and minors shall publicize and educate students, preschool children and ward about the prohibition of setting off fireworks and firecrackers.

Radio, television, newspapers, Internet and other media should conduct public welfare propaganda and public opinion guidance on the prohibition of fireworks and firecrackers. Article 6 The relevant departments shall publicize the provisions prohibiting the discharge of fireworks and firecrackers by setting up billboards or distributing publicity materials when handling business such as market entity registration, marriage registration, household registration and real estate registration. Seventh encourage volunteer organizations and volunteers to carry out volunteer service activities, and prohibit the discharge of fireworks and firecrackers. Article 8 Fireworks and firecrackers are prohibited in urban built-up areas of districts and counties, and the scope of urban built-up areas shall be delineated by district and county people's governments. The district and county people's governments may, according to actual needs, designate other areas where fireworks and firecrackers are prohibited. In areas where fireworks and firecrackers are prohibited, the district and county people's governments shall announce them to the public.

Outside the area where fireworks and firecrackers are prohibited, the district and county people's governments may, according to the actual situation, determine the time, place and types of restrictions on fireworks and firecrackers, and announce them to the public. Ninth in the area where fireworks are prohibited, the following places are prohibited from setting off fireworks:

(1) Around important material warehouses and important military facilities;

(2) Safety protection areas such as gas stations, liquefied gas depots, supply stations (points), oil depots and oil and gas pipelines that produce, manage and store inflammable and explosive articles;

(3) Safety protection zones for power transmission and transformation facilities such as high-voltage wires, substations and transformers;

(4) Traffic hubs such as stations, docks and airports, and safety protection zones for roads, tunnels, overpasses and railway lines;

(five) institutions, schools, medical care, pension, child care institutions and other places;

(six) parks, shopping malls, supermarkets, professional markets, bazaars, theaters, parking lots, stadiums and other public places;

(seven) the roof, corridor, aisle, balcony, window, underground space and construction site of multi-storey buildings;

(eight) woodland, green space, nursery and other areas where fireworks are prohibited;

(nine) funeral homes, cemeteries and other funeral places;

(ten) cultural relics protection units and places for religious activities;

(eleven) the management scope of large and medium-sized reservoirs;

(twelve) other places where fireworks and firecrackers are prohibited as prescribed by the district and county people's governments. Tenth in the administrative area of this Municipality, it is forbidden to set off fireworks and firecrackers, hold fireworks parties and other fireworks display activities at the following times:

(1) Emergency response period of heavy polluted weather issued by the Municipal People's Government;

(2) during the senior high school entrance examination and college entrance examination;

(3) National public holidays, mourning days, martyrs' memorial days, etc.

(4) Other time stipulated by laws and regulations. Article 11 If it is really necessary to hold large-scale fireworks display activities, such as fireworks evening, etc. for holding major celebrations and filming film and television works, it shall be approved by the public security organ in accordance with relevant regulations, and the fireworks shall be set off in accordance with the approved time, place, type, specification and quantity. Twelfth in the administrative area of this Municipality, it is forbidden to produce and set off fireworks. Thirteenth in areas and places where fireworks are prohibited, no unit or individual may sell fireworks.
