Provisions of Guiyang Municipality on Controlling the Posting and Distribution of Graffiti (revised on September 38, 1965)

Article 1 In order to strengthen the management of city appearance and environmental sanitation, and stop scribbling, portraying, posting and distributing, these Provisions are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the control of graffiti within the administrative area of this Municipality.

The term "scribbling, portraying, posting and distributing" as mentioned in these Provisions refers to the act of prohibiting posting, portraying and distributing publicity materials in cities and towns in violation of regulations. Third city management department is responsible for the unified organization and implementation of these Provisions; District (city, county) urban management departments shall be responsible for the specific implementation of civil administration within their respective administrative areas in accordance with their duties and powers.

Comprehensive administrative law enforcement, public security organs and their traffic management, market supervision, taxation, health, culture and tourism departments, as well as township (town) people's governments and community service management institutions shall, according to their respective functions and duties, do a good job in controlling graffiti, graffiti, posting and dissemination.

Property service enterprises, communication service units, etc. We should cooperate to control graffiti writing, characterization, posting and distribution. Article 4 All units and individuals should consciously maintain the cleanliness of the city, and have the right to stop and report graffiti, graffiti, posting and distribution.

The urban management department shall announce the telephone number. Article 5 Any unit or individual is prohibited from engaging in the following acts:

(a) graffiti on urban buildings, structures, trees, telephone poles or other facilities;

(two) posting or hanging promotional materials or slogans on trees;

(3) posting or hanging publicity materials or slogans on urban buildings, structures or other facilities without authorization;

(four) in violation of the provisions of the city and town alleys and sidewalks, commercial concentration areas, landscape areas, public transport, transportation distribution points and other public places to distribute business promotional materials. Article 6 Where public facilities such as transportation, communication, postal services, electric power, fire protection, water supply and gas set up in public places such as urban roads and squares are defiled, their owners or management units shall promptly clean, repair or replace them and keep them clean and in good condition. Article 7 The organs, organizations, military units, schools, enterprises and institutions, commercial outlets, bazaars, construction sites, parking lots, service industries and other individual industrial and commercial households within the urban area shall perform the responsibility of "three guarantees in front of the door" in accordance with the Regulations on the Administration of the Responsibility System of "Three Guarantees in front of the door" in Guiyang City, and maintain a good city order. Eighth township (town) people's government, community service management institutions and property service enterprises shall, according to the needs, set up public * * * posting columns in the proper positions of streets and residential areas, and strengthen daily management.

Sporadic posters should be posted on the public * * * posting column. Article 9 If there is a communication number in the scribbled, portrayed, posted or distributed information, the comprehensive administrative law enforcement department shall notify the violator to handle it at the designated place.

Violators do not accept the treatment as required, and the comprehensive administrative law enforcement department will take photos to collect evidence and send them to the communication service unit. A communication service unit may suspend the provision of services for its illegal activities according to law or in accordance with the agreement in the network access service contract signed with customers. After the violator is dealt with, the comprehensive administrative law enforcement department will notify the communication service unit in writing to resume the service provided to it. Tenth in violation of the provisions of article fifth of these measures, affecting the city appearance and environmental sanitation, shall be ordered by the comprehensive administrative law enforcement departments to clear, for individuals from 200 yuan to 500 yuan, for units from 500 yuan to 1000 yuan. Eleventh in violation of the provisions of article sixth of these regulations do not perform their duties, by the comprehensive administrative law enforcement departments shall be ordered to perform within a time limit; Fails to perform within the time limit, impose a fine of more than 2000 yuan in 200 yuan.

Article 12 Any act of scribbling, scribbling, posting or distributing indiscriminately violates public security and road traffic safety management, or belongs to illegal acts such as forging documents, illegal advertising, illegal printing, buying and selling fake invoices, illegal medical practice, etc., shall be investigated and dealt with by the public security organ or its traffic management, market supervision, taxation, health, culture, tourism and other departments according to law.
