Reasons for suspension of bidding by China Railway 16th Bureau

The construction unit is Jinan Rail Transit Group, the construction unit is China Railway 16th Bureau Subway Engineering, and the subcontracting unit is Shandong Yitao Construction Engineering. The supervision units are China Construction Engineering Management Consulting and Jinan China Construction Architectural Design Institute. The report shows that because China Railway 16th Bureau Group Metro Engineering Co., Ltd. failed to set up safety warning signs in areas where overloading is prohibited; it failed to provide safe entry safety education and safety technical explanations to excavator operators; it failed to conduct on-site safety inspections; it failed to ensure Construction workers abide by safe operating procedures; fail to discover and eliminate potential accident hazards in a timely manner, and the above behaviors violate Articles 28, 35, and 44 of the "Work Safety Law of the People's Republic of China and the State" regulations, bear primary responsibility for the accident. The report recommended that the Lixia District Emergency Management Bureau impose a fine of 400,000 yuan in accordance with the provisions of Article 114, Paragraph 1, Item (1) of the "Work Safety Law of the People's Republic of China and the State".
