Frontier inspection regulations

Article 1 In order to safeguard People's Republic of China (PRC)'s sovereignty and national security, and facilitate the passage of entry-exit personnel and vehicles, frontier inspection stations are set up at ports, airports, frontier inspection stations, tunnels and licensed import and export shores that are open to the outside world. Article 2 Frontier inspection stations are responsible for frontier inspection of entry-exit personnel and their passports or other documents prohibited from leaving the country, entry-exit luggage and articles, means of transport and articles they carry. Article 3 People and means of transport entering or leaving the country must pass through ports, airports, border posts, tunnels and licensed import and export shores that are open to the outside world in People's Republic of China (PRC).

Entry-exit personnel must abide by the laws and regulations of People's Republic of China (PRC) and the border inspection system. Article 4 Entry-exit personnel must submit their passports or other entry-exit certificates to the frontier inspection station.

Frontier inspection stations shall prohibit persons who refuse to submit their passports or other entry or exit certificates from entering or leaving the country; If the passport or other entry-exit documents submitted for examination do not conform to the provisions of the entry-exit system of China, entry-exit is prohibited or the entry-exit documents are ordered to be reissued. Article 5 Frontier inspection stations shall inspect the luggage and articles of entry-exit personnel.

Frontier inspection stations shall handle the luggage and articles of diplomatic personnel, consular personnel and other personnel who enjoy preferential treatment in accordance with the relevant provisions of People's Republic of China (PRC). Article 6 The captains of import and export vessels must declare the list of crew and passengers to the frontier inspection station and accept the inspection by the frontier inspection station.

Crew members and other personnel must submit valid certificates for boarding and disembarking to the frontier inspection station and obtain permission from the frontier inspection station.

Import and export vessels are not allowed to get on or off personnel or load or unload goods when sailing in People's Republic of China (PRC)'s territorial waters, ports and rivers.

Import and export vessels and other vessels of foreign nationality, forced by disasters, must be inspected by the local frontier defense or public security organs when they are approved to sail into the ports open to the outside world in People's Republic of China (PRC) and China. The above-mentioned ships must leave immediately after the reasons for entry are eliminated. Article 7 The captain of an inbound and outbound aircraft must declare the list of crew members and passengers to the frontier inspection station and accept the inspection at the frontier inspection station.

Before the inbound plane arrives at the designated airport to land and the outbound plane takes off from the designated airport to leave the country, it is not allowed to land halfway, airborne personnel or throw articles; If you are in distress or have an accident, make a forced landing in the middle, or parachute people or throw things, the captain should immediately report the details and reasons to the frontier inspection station or the local public security organ through the civil aviation station. Article 8 When a train enters or leaves the country, the conductor or conductor must report the train staff, the number of passengers and the formation of the train to the frontier inspection station, and accept the inspection by the frontier inspection station.

Inbound and outbound trains are not allowed to get on or off, load or unload goods or stop without reason when traveling between the national border and People's Republic of China (PRC) border station. Article 9 When automobiles and other motor vehicles enter or leave the country, the person in charge of the vehicle must declare the number of employees and passengers in the vehicle to the frontier inspection station and accept the inspection by the frontier inspection station.

Non-motor vehicles and caravans entering and leaving the country must be inspected by border checkpoints. Tenth entry and exit ships, planes, trains, cars and other means of transport carrying illegal immigrants or articles endangering the security of China, the person in charge of the means of transport must immediately report to the frontier inspection station for handling. Eleventh frontier inspection stations shall, according to the circumstances, deal with those who violate these regulations according to law. Article 12 These Regulations shall come into force as of the date of promulgation.
