Article 5: When performing their duties, state organs and public institutions at all levels in the autonomous prefecture shall use the Tibetan spoken and written language or the common national spoken and written language. Article 6: The people's governments of autonomous prefectures and counties (cities) shall include funds for Tibetan language and writing work into the fiscal budget at the same level, and strengthen fund management, use and supervision. Chapter 2 Learning and Education Article 7 People’s governments at all levels in autonomous prefectures shall ensure that Tibetan citizens learn Tibetan spoken and written languages, and encourage citizens of other ethnic groups to learn and use Tibetan spoken and written languages. Article 8: Autonomous prefectures should strengthen the teaching of Tibetan language and script. Preschool education can use the national common language and Tibetan language to provide bilingual education in language, art, health, society, and science. Primary and secondary schools in Tibetan-inhabited areas should use the national common language and Tibetan as the basic teaching language, and other primary and secondary schools can set up Tibetan language courses as needed. Article 9 The autonomous prefecture shall strengthen the compilation, publication and distribution of Tibetan language education textbooks and auxiliary materials, literacy textbooks, local culture textbooks, vocational and technical textbooks, children's books, extracurricular books, popular science books, etc. in primary and secondary schools. Article 10: Autonomous prefecture administrative schools (academies), vocational and technical schools, and cultural skills training centers at all levels may offer Tibetan language courses. Qualified secondary vocational schools and colleges and universities can offer majors in Tibetan language and writing and related professional subjects taught in Tibetan language and writing. Chapter 3 Use and Management Article 11 Autonomous prefectures should promote, popularize and standardize the use of Tibetan spoken and written languages. Functional departments of state, county (city) people's governments are responsible for the supervision and management of the use of Tibetan spoken and written languages.
