It refers to the top ten military actions during the Qianlong period of the Qing Dynasty, which was boasted by Emperor Qianlong. In the fifty-sixth year of Qianlong (179 1), Gurkha (Nepal) invaded Tibet again. In the winter of that year, the Qing government ordered Fu Kang 'an and others to lead troops into Tibet and defeat Gurkha soldiers. In May of the following year, Gurkha please surrender.

During the fifty-seven years after he ascended the throne (1735 ~ 1792), Emperor Qianlong happily recalled the top ten martial arts established in the border areas, because he wrote Shi Quan Ji to record his deeds. Shiquan's martial arts refers to: pacifying the Junggar War, the Great and Small Rebellion, the Jinchuan War, the Lin Uprising in Taiwan Province, the Myanmar War, the Annan War and the Gurkha War. Emperor Qianlong therefore called himself a "perfect old man" and founded ten counties.
