Measures for the Administration of Orderly Electricity Use

Chapter I General Principles

Article 1 In order to implement Scientific Outlook on Development, strengthen power demand side management, ensure the safe and stable operation of the power grid, and ensure the order of social electricity consumption, these measures are formulated in accordance with the Electricity Law of People's Republic of China (PRC), the Regulations on Power Supply and Demand, the Regulations on Power Grid Dispatching Management and other laws and regulations.

Article 2 These Measures shall apply to the orderly management of electricity use in People's Republic of China (PRC).

Article 3 The term "orderly use of electricity" as mentioned in these Measures refers to the management of controlling part of power demand through administrative means, economic means and technical methods to maintain a stable order of power supply and demand in the case of insufficient power supply and emergencies.

Article 4 The orderly use of electricity follows the principles of safety, stability, limited guarantee and prevention first.

Article 5 The National Development and Reform Commission is responsible for the management of orderly electricity use throughout the country, and other relevant departments in the State Council are responsible for related work within their respective functions and duties.

The competent department of electric power operation of the people's governments at or above the county level shall be responsible for the orderly management of electricity use within their respective administrative areas, and other relevant departments of the local people's governments at or above the county level shall be responsible for relevant work within their respective functions and duties.

Article 6 Power grid enterprises are important implementers of orderly electricity use; Power users should support and cooperate with the orderly use of electricity.

Chapter II Planning

Article 7 The provincial power operation department shall organize and guide provincial power grid enterprises and other relevant units to determine the annual regulation indicators for orderly power consumption according to the annual power supply and demand balance forecast and relevant national policies, and decompose them and issue them to local power operation departments.

Article 8 The local electric power operation department shall organize and guide the power grid enterprises, and prepare the annual orderly electricity consumption plan of the local area according to the control indicators. City-level orderly power consumption plan should set users, loads and lines.

Article 9 The provincial electric power operation department shall summarize the orderly electricity use plans of each city, prepare the annual orderly electricity use plan of the local area, and report it to the people's government at the same level and the National Development and Reform Commission for the record.

Article 10 In principle, the annual orderly electricity consumption plan shall be prepared in the order of shifting peak to fill valley, avoiding peak, limiting electricity and finally balancing electricity.

The competent departments of electric power operation at all levels shall not abuse the measures of power restriction and switch-off in the orderly power consumption plan, which will affect the normal social production and life order.

Eleventh when preparing an orderly electricity consumption plan, in principle, priority should be given to ensuring the following electricity consumption:

(a) emergency command and disposal departments, major party, government and military organs, radio, television, telecommunications, transportation, prisons and other users involved in national security and social order;

(two) the power failure of dangerous chemicals production and mines will lead to serious personal injury or serious damage to the safety load of enterprises;

(three) major social activities, hospitals, financial institutions, schools and other users related to the safety of people's lives and property;

(four) water supply, heating, energy supply and other infrastructure users;

(five) the electricity consumption of residents' living, irrigation and drainage, fertilizer production and other agricultural production;

(6) National key projects and military enterprises.

Article 12 The preparation of an orderly electricity consumption plan shall implement the national industrial policy and energy conservation and environmental protection policies, and in principle, the following electricity consumption shall be mainly restricted:

(1) Projects under construction or under construction in violation of regulations;

(2) Enterprises eliminated or restricted in the catalogue of industrial restructuring;

(3) Enterprises whose energy consumption per unit product is higher than the national or local mandatory energy consumption limit standard;

(4) Landscape lighting and lighting engineering;

(5) Other enterprises with high energy consumption and high emissions.

Thirteenth power operation departments at all levels and power grid enterprises shall promptly announce the orderly power consumption plan to the society and relevant power users, strengthen publicity and organize drills.

Fourteenth power users who participate in the orderly power consumption plan should strengthen power management and formulate feasible internal load control schemes. Power grid enterprises should make full use of power load management system and other technical means to give help and guidance.

Fifteenth important users should be configured in accordance with the relevant provisions of the state emergency power supply.

Sixteenth areas where the balance of power supply and demand has changed significantly, the provincial power operation department should timely adjust the annual orderly electricity consumption plan.

Chapter III Early Warning Management

Article 17 The competent departments of electric power operation at all levels shall regularly release the power supply and demand information to the society, such as power supply and demand balance forecast, orderly power consumption plan, relevant policies and measures, and may entrust power grid enterprises to disclose monthly and short-term power supply and demand information.

Eighteenth provincial power grid enterprises should closely follow the changes of power supply and demand, and report to the relevant provincial power operation departments in a timely manner when there is a power supply gap due to various reasons.

Nineteenth power operation departments at all levels and power grid companies shall timely release early warning information to the society. In principle, according to the proportion of power or power gap in the current maximum power demand, early warning signals are divided into four levels:

Grade I: particularly serious (red, more than 20%);

Grade II: severe (orange,10%-20%);

Grade III: heavier (yellow, 5%-10%);

Level 4: General (blue, below 5%).

Chapter IV Scheme Implementation

Twentieth provincial power operation departments shall, according to the power supply and demand situation, timely start the orderly power consumption plan, and report to the people's government at the same level and the National Development and Reform Commission.

Twenty-first during the implementation of the orderly power consumption plan, power grid enterprises should strengthen inter-provincial adjustment and mutual support under the guidance of the competent department of electric power operation. Power generation enterprises should strengthen equipment operation and maintenance and fuel storage and transportation. Power users should strengthen the management of power saving, and users who participate in the orderly power use plan should take corresponding measures as required.

Article 22 Power grid enterprises shall, according to the orderly use of electricity and in combination with the actual power supply capacity and power load, reasonably balance daily electricity.

Article 23 On the premise of ensuring the overall implementation effect of the orderly power utilization scheme, power grid enterprises should optimize the orderly power utilization measures, timely and orderly release the power load when the power gap narrows, try their best to meet the reasonable needs of users, and reduce the power limit loss.

Article 24 In case of emergency, the power grid enterprise shall implement the accident power outage sequence table, large-scale power outage emergency plan and black-start plan.

Article 25 Except in the case of Article 24, before implementing, changing or canceling the measures for orderly power use by users, power grid enterprises shall fulfill the obligation of informing by means of announcement, telephone, fax and short message.

Article 26 During the implementation of the plan for orderly electricity use, power grid enterprises shall carry out statistical work related to orderly electricity use, such as power load and electricity consumption, and report to the competent department of electric power operation in a timely manner.

Chapter V Reward and Punishment Measures

Twenty-seventh localities can use the funds of power demand side management and other aspects to give appropriate subsidies to orderly power users except those enterprises eliminated and restricted in the industrial structure adjustment catalogue.

Twenty-eighth to encourage qualified areas to establish interruptible load electricity price and high reliability electricity price mechanism. The provincial price department in conjunction with the electric power operation department may, according to the principle of balance of payments, determine the interruptible load electricity price and high reliability electricity price standard, which shall be implemented after being submitted for approval according to regulations.

Article 29 Power grid enterprises may negotiate and sign interruptible load agreements and high-reliability load agreements with other power users other than those eliminated or restricted in the industrial structure adjustment catalogue, and implement interruptible load tariffs and high-reliability tariffs during the implementation of the orderly power consumption plan. The balance of income and expenditure generated by the implementation of the above-mentioned electricity price policy by power grid enterprises shall be included in the comprehensive balance of local sales electricity price adjustment.

Thirtieth power users who actively take DSM measures and have achieved remarkable results may moderately relax their power consumption restrictions.

Thirty-first during the implementation of the orderly electricity consumption plan, the local electric power operation department shall organize supervision and inspection of the implementation of the plan.

(a) power users do not implement the plan, unauthorized use of electricity, shall be ordered to make corrections; If the circumstances are serious, the power supply can be stopped in accordance with the procedures prescribed by the state.

(two) the power grid enterprises that violate the orderly electricity consumption plan and related policies shall be ordered to make corrections; If the circumstances are serious, but informed criticism.

(3) For power generation enterprises with unplanned downtime or blocked output, the provincial power operation department should intensify the assessment and reduce their annual power generation accordingly.

(four) electric power operation management personnel in violation of the relevant provisions, shall be ordered to make corrections; If the circumstances are serious, administrative sanctions shall be imposed according to law.

Chapter VI Supplementary Provisions

Article 32 The meanings of the following terms in these Measures:

(1) peak shifting refers to shifting the power load during peak hours to other periods, which usually does not reduce the electricity consumption.

(2) Peak avoidance refers to cutting off, interrupting or stopping the power load during peak hours, usually reducing the use of electric energy.

(3) Power rationing refers to limiting part or all of the electricity demand of some users in a specific period of time.

(4) Switch-on refers to dispatching orders issued by dispatching institutions at all levels to relieve part of the electricity load.

(5) Power gap refers to the sum of peak shifting, peak avoidance, power limiting and switching load of all users at a certain point in time.

(6) Power gap refers to the sum of the power affected by all users' peak avoidance, power limitation and power switching in a certain period of time.

(seven) the expression of this number in these Measures, "above" includes this number, "below" does not include this number.

Article 33 These Measures shall be interpreted by the National Development and Reform Commission.

Thirty-fourth provincial electric power operation departments can formulate relevant implementation rules according to the actual situation in the region.

Article 35 These Measures shall come into force as of May 65438, 20 1 year.
