Measures of Henan Province for Implementing the Regulations on the Administration of City Appearance and Environmental Sanitation (revised in 2003)

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful working and living environment in the city, and promote the construction of socialist material civilization and spiritual civilization in the city, these measures are formulated in accordance with the Regulations of the State Council on the Management of City Appearance and Environmental Sanitation (hereinafter referred to as the Regulations) and combined with the actual situation in our province. Second units and individuals within the city of this province must abide by the "Regulations" and these measures. Third provincial urban construction administrative departments in charge of the province's urban appearance and environmental sanitation management.

The administrative department of city appearance and environmental sanitation of the Municipal People's Government shall be responsible for the administration of city appearance and environmental sanitation within its administrative area. Article 4 The people's government of a city shall organize the preparation of the city appearance and environmental sanitation plan, and incorporate it into the overall urban plan and the national economic and social development plan, so as to achieve unified layout and overall arrangement, and take practical measures to supervise the implementation.

The city people's government shall, in accordance with the relevant provisions of the state and this province, actively promote the reform of the sanitation employment system such as contract workers, temporary workers and seasonal workers. Article 5 The people's government of a city shall encourage scientific and technological research on city appearance and environmental sanitation, actively popularize advanced garbage harmless treatment technology, strengthen the publicity and popularization of scientific knowledge on city appearance and environmental sanitation, raise citizens' awareness of environmental sanitation, and develop good hygiene habits. Article 6 The supervisory and administrative personnel of the administrative department of city appearance and environmental sanitation of the People's Government of a city shall supervise and inspect the work of city appearance and environmental sanitation within their respective jurisdictions.

When performing official duties, supervisory and administrative personnel shall take the initiative to show their certificates and wear law enforcement signs.

The administrative departments of city appearance and environmental sanitation at all levels shall regularly train the supervision and management personnel to improve their quality. Seventh units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation shall be commended or rewarded by the local people's government or the administrative department of city appearance and environmental sanitation. Chapter II City Appearance Management Article 8 Public facilities, buildings, structures, markets and public places such as roads, drainage, sanitation, lighting, bridges and culverts, civil air defense, electricity and telecommunications. It shall conform to the city appearance standards stipulated by the state.

Cities that are open to the outside world, scenic tourist cities and other cities with conditions can formulate city appearance standards that are stricter than those stipulated by the state in light of local specific conditions; Cities and towns can refer to the city appearance standards stipulated by the state. Ninth all newly built, expanded and rebuilt buildings and structures should pay attention to architectural art, and their shapes and decorations should be in harmony with the surrounding environment. Buildings with historical protection value should maintain their original features and characteristics.

The existing buildings and municipal public facilities in the city should be kept in good condition, clean and beautiful, and should be renovated and refreshed regularly. Article 10 The balconies, platforms, outer corridors and windows of buildings facing the street on the main streets of cities shall not be stacked or hung with articles that hinder the appearance of the city. Building or closing a balcony must comply with the relevant provisions of the administrative department of city appearance and environmental sanitation of the people's government of the city. Eleventh vehicles running in urban areas should keep the vehicle clean and tidy. Liquid and bulk goods transported by freight vehicles shall be sealed, bandaged and covered, and shall not be leaked or scattered.

Vehicle cleaning stations (spots) in the city should have special cleaning sites and sedimentation (sand) facilities, and vehicles should not be cleaned anywhere on both sides of the street. Twelfth urban construction land must be:

(a) operating in the approved area;

(two) materials, machines and tools should be neatly stacked;

(three) muck should be removed in time and kept clean and tidy;

(four) the construction water shall not overflow and be discharged into the urban sewage system, and shall be treated;

(5) The site shall be covered with guardrail or cloth, and materials shall not be piled and discarded outside the guardrail or cloth;

(six) the site should be sorted out in time and covered when necessary; After completion, the site shall be cleaned and leveled in time. Thirteenth one of the following acts, must be approved by the city people's government administrative department of city appearance and environmental sanitation, in accordance with the relevant provisions of the examination and approval procedures:

(1) Setting up outdoor advertisements in cities;

(two) external decoration and construction of buildings facing the street in the main streets of the city;

(three) temporary stacking of materials, erection of temporary buildings, structures or other facilities on both sides of urban streets or public places;

(four) set up kiosks, fixed stalls, telephone booths and food stalls on both sides of the city streets and public places. Fourteenth outdoor advertisements, placards, galleries, windows, signs, etc. Should be set up in the city, the content is healthy, the appearance is beautiful, the words are standardized, and it should be maintained, painted or demolished on schedule. Fifteenth is strictly prohibited in the city buildings, public facilities and trees graffiti or nail hanging items.

Slogans, banners and other publicity materials approved by the administrative department of city appearance and environmental sanitation shall meet the requirements of city appearance standards, and shall be removed in time after the expiration. Sixteenth urban roads are not allowed to carry out production and processing, set up stalls, outside the store sales and other activities that hinder the city appearance and environmental sanitation.

The facilities in the bazaars should be unified and tidy, and the market management institutions should do a good job in the management of city appearance, and the business personnel should not occupy the streets to deal in goods.
