In 1946, after the liberation of Texas, the original Chongde Primary School founded by the German Catholic Church was reorganized into Jianshe Street Junior Primary School (equivalent to the current grades 1-4). At that time, the school was very small, with only two The teaching class is located on the north side of Jianshe Street Middle Road.

In 1950, the school was expanded and changed to Jianshe Street Complete Primary School, which was divided into junior primary school and senior primary school (equivalent to the current grades 5-6). At the same time, the school location was moved to the south of the road. At that time, there were two courtyards in the east and north. There are more than a dozen teaching classes.

In 1960, as a pilot school for the academic reform in Dezhou City (now Decheng District), a five-year system was implemented on a trial basis.
