Constitution of Chinese acupuncture society

Article 1 The name of this group is China Acupuncture Association (hereinafter referred to as this group). The English name is China Acupuncture Association, abbreviated as CAAM.

Article 2 This group is a national, academic and non-profit legal person social group voluntarily composed of acupuncture medical science and technology workers from all over the country. It is an integral part of China Association for Science and Technology, a bridge and link between the Party and the government and the scientific and technological workers of acupuncture and moxibustion, and an important social force for the development of acupuncture and moxibustion medicine in China.

Article 3 The purpose of this group is to abide by the Constitution, laws and regulations, implement the principles and policies of the Party and the government on the cause of Chinese medicine, and advocate social morality. Unite the national acupuncture medical workers, promote the prosperity and popularization of acupuncture medicine, promote the growth of acupuncture medical talents, and serve the people's health and socialist modernization. Adhere to the policy of letting a hundred flowers blossom and a hundred schools of thought contend, implement the principle of democratic organizing meetings, and fully carry forward academic democracy. Adhere to the scientific attitude of attaching equal importance to inheritance and development, integrating theory with practice and seeking truth from facts. Carry forward the fashion of "respecting knowledge and talents" and actively advocate the spirit of "dedication, innovation, seeking truth from facts and cooperation" to serve the construction of socialist material civilization, political civilization and spiritual civilization. The organization should safeguard the legitimate rights and interests of acupuncture medical science and technology workers in accordance with the law and serve the majority of members and acupuncture medical science and technology workers.

Article 4 The organization accepts the business guidance of the industry authorities, China Association for Science and Technology and state administration of traditional chinese medicine, and the supervision and management of the organization registration authority, the Ministry of Civil Affairs.

Chapter II Scope of Business

Article 6 The business scope of the Group:

(a) to carry out academic exchanges in acupuncture and moxibustion medicine, organize research on disciplines, key topics and scientific investigations, promote contact and cooperation between disciplines and academic groups, and promote the development of disciplines;

(2) editing and publishing acupuncture academic works, periodicals, documents and audio-visual products;

(three) to carry out continuing education in acupuncture medical science and technology, popularize acupuncture academic achievements and advanced technology, and constantly improve the theoretical level and professional ability of acupuncture workers;

(4) Carry out various forms of scientific popularization and publicity activities of acupuncture and moxibustion to improve people's understanding of acupuncture and moxibustion, so that more people can properly and effectively choose and apply acupuncture and moxibustion to enhance their health level;

(5) Organizing the demonstration of acupuncture medical science and technology decision-making, putting forward policy suggestions to promote the development of acupuncture medicine, accepting the entrustment to undertake technical consultation and technical services such as evaluation of acupuncture scientific and technological projects, standard formulation, achievement appraisal, patent protection, qualification evaluation of professional technical titles, editing and editing of acupuncture literature and standards, organizing acupuncture medical science and technology exhibitions, and vigorously promoting the transformation and application of acupuncture medical scientific and technological achievements;

(6) Organizing the research, development, evaluation, popularization and application of acupuncture equipment;

(seven) select and reward outstanding scientific and technological achievements, academic papers, popular science works and members and academic workers who have achieved excellent results, and discover, cultivate and recommend outstanding acupuncture talents;

(eight) to educate members on patriotism, internationalism and socialist medical ethics, to reflect the reasonable suggestions and requirements of acupuncture medical science and technology workers to the relevant departments, to safeguard the legitimate rights and interests of acupuncture workers in accordance with the law, and to organize undertakings and activities to serve members;

(nine) to strengthen friendly exchanges with Hongkong, Macau, Taiwan Province Province and other countries acupuncture academic groups and scholars, and promote the exchange and cooperation of acupuncture medicine;

(ten) to undertake tasks assigned or entrusted by government departments, relevant government departments and China Association for Science and Technology.

Chapter III Members

Article 7 The group shall have individual members, correspondence members and group members.

Article 8 A member who applies to join this group must meet the following conditions:

(a) Support the articles of association of the Group;

Have the will to join this group;

(3) Requirements of different categories of members:

1. Individual members: acupuncture professionals, Chinese medicine, ethnic medicine and western medicine who study Chinese medicine and related disciplines and engage in acupuncture medical treatment, teaching, scientific research, editing and instrument development. , whose titles are above the equivalent titles such as doctor, teaching assistant, internship researcher and assistant engineer. Other disciplines who love acupuncture, participate in acupuncture-related medical work, have the same professional and technical titles, and managers who are enthusiastic and actively support the work of this group can also become members of this group. Among the members, the chief physician, professor, researcher or members with corresponding titles have high academic prestige, have been engaged in the professional work for more than 30 years (inclusive), have made outstanding achievements and made important contributions in the field of acupuncture, and have long-term enthusiastic support for the workers in this group, and are awarded senior members;

Students above the undergraduate level who voluntarily apply for membership can be accepted as associate members and can be renamed after graduation;

2. Correspondence members: overseas scientific and technological workers who have graduated from medical colleges, received systematic acupuncture study and training, engaged in acupuncture or acupuncture-related work, have deep academic attainments, and are willing to contact, exchange and cooperate with our association;

3. Group members: scientific research, teaching, medical treatment, production and other enterprises and institutions related to the group's majors, with a certain number of scientific and technological teams, and willing to participate in the group's related activities and support the group's work, as well as relevant academic social organizations established according to law.

Article 9 Membership procedures are as follows:

(1) I submitted a written application and two members of the team introduced me;

Discussed and adopted by the Standing Council;

(3) Entrusting the provinces, autonomous regions and municipalities directly under the Central Government to develop the membership of acupuncture societies shall be subject to the approval of the provinces where they are located.

After discussion and approval by the Standing Council of the Acupuncture Society of the autonomous region or municipality directly under the Central Government, it shall be reported to the Society for approval;

(4) The membership card shall be issued by the Council or an institution authorized by the Council;

(five) the correspondent shall report to the competent business unit for the record.

Article 10 Members shall enjoy the following rights:

The right to vote, to be elected and to vote of this group;

The right to participate in the activities of this group;

(three) to obtain the priority of this group service;

(four) have the right to criticize, suggest and supervise the work of this group;

(5) Freedom of voluntary participation and withdrawal;

(six) communication members have the right to give priority to participate in the relevant academic conferences organized by this group;

(VII) Senior members enjoy lifelong membership and have the right to obtain the annual activity plan and related information of the Group free of charge.

Article 11 Members shall perform the following obligations:

(a) Implementing the resolutions of the Panel;

Safeguard the legitimate rights and interests of this group;

(three) to complete the work assigned by the group;

(four) to pay membership fees in accordance with the provisions;

(five) to reflect the scientific and technological status of acupuncture and provide relevant information to this group;

(six) to assist the development of this group, and to donate and raise funds voluntarily;

(7) Correspondents shall assist this group in international academic exchange activities and do a good job in friendly exchanges and cooperation between this group and foreign countries;

(eight) senior members should participate in the demonstration and consultation of major decisions on national health development strategies and policies.

Article 12 When a member withdraws from the meeting, he shall notify the group in writing and return his membership card.

If a member fails to pay the membership fee or participate in the activities of the group for more than 1 year, it will be regarded as automatic withdrawal.

Article 13 If a member seriously violates the Articles of Association, he/she shall be removed from the membership by voting of the Council or the Standing Council.

Chapter IV Establishment and Revocation of Organizations and Responsible Persons

Article 14 The highest authority of this group is the members' congress. Its functions and powers are:

To formulate and amend the Articles of Association;

(2) Electing and dismissing directors;

To review the work report and financial report of the Council;

(4) Deliberating and passing motions and resolutions.

(5) Deciding to terminate.

(six) to decide on other major issues.

Article 15 The National Congress of Members shall be convened only when more than two thirds of the members' representatives are present, and its resolution shall take effect after it is passed by a majority of the members' representatives present at the meeting.

Article 16 The National Congress of Members shall be held every five years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the board of directors, reported to the competent business unit for review and approved by the association registration authority. However, the longest extension shall not exceed 1 year.

Article 17 The Council is the executive body of the National Congress of Members, which leads the group to carry out its daily work during the intersessional period and is responsible to the National Congress of Members.

The composition of the board of directors embodies the principle of combining the old, the young and the middle-aged, and each update is not less than 1/3. The candidates for the Council should be experts with high academic achievements, decent style of study, good health, and love the work of the society and management workers who support the work of the society.

Article 18 The functions and powers of the Council are:

To implement the resolutions of the National Congress of Members;

To elect and recall the president, vice-president and secretary-general;

(three) to prepare for the convening of the members' congress;

Report the work and financial situation to the members' congress;

Deciding to establish offices, branches, representative offices and entities;

(seven) to decide on the appointment of the Deputy Secretary-General and the principal responsible persons of various institutions;

To lead the work of the organization of this group;

(nine) to formulate internal management system;

(X) To formulate the detailed implementation rules and work plan of the articles of association of the Group;

(eleven) to raise and manage funds for community activities;

(twelve) to decide on other major issues.

Article 19 The board of directors shall be convened only when more than two thirds of the directors are present, and its resolutions shall take effect only when more than two thirds of the directors are present to vote.

Article 20 The Council shall meet at least once a year; Under special circumstances, it can also be held in the form of communication.

Article 21 The group shall establish a standing council. The Standing Council is elected by the board of directors, and exercises the functions and powers of Article 18 (items 1, 3, 5, 6, 7, 8, 9, 10,1) when the board of directors is not in session, and is responsible to the board of directors (the number of managing directors shall not exceed 65,438+0 of the number of directors)

Article 22 The Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors are present and vote.

Article 23 The Standing Council shall meet at least once every six months; Special circumstances can also be held in the form of communication.

Article 24 The president, vice-president and secretary-general of this group must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Group;

(3) Be keen on learning and working;

(4) The maximum working age of the president and vice-president (at the expiration of the term of office) shall not exceed 70 years, and the maximum working age of the secretary-general (at the expiration of the term of office) shall not exceed 65 years, and the secretary-general shall be full-time (under special circumstances, when the secretary-general is part-time, the Council shall designate a deputy secretary-general to assist the secretary-general);

(5) Being healthy and able to stick to normal work;

(6) Having not been subjected to criminal punishment of deprivation of political rights;

(7) Having full capacity for civil conduct.

Article 25 If the president, vice-president and secretary-general of this group are over the maximum working age, they can take up their posts only after being approved by the Council, reported to the competent business unit for examination and approval, and approved by the association registration authority.

Article 26 The term of office of the president, vice-president and secretary-general of this group is five years, and in principle, the term of office shall not exceed two. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members' representatives at the National Congress of Members, reported to the competent business unit for review and approved by the registration authority of the Association before taking office.

Article 27 The chairman of the Group is the legal representative. In case of special circumstances, the President may entrust the Vice President or the Secretary General as the legal representative.

The legal representative of the Group does not concurrently serve as the legal representative of other groups.

Article 28 The President of the Group shall exercise the following powers:

(a) to convene and preside over the Council (or the Standing Council);

(two) to check the implementation of the resolutions of the National Congress and the Council (or the Standing Council);

(3) Sign relevant important documents on behalf of the group.

Article 29 The Secretary-General of this research group shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and entities, and submitting them to the Council or the Standing Council for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handling other daily affairs.

Article 30 The organization shall have honorary posts such as honorary president.

The group has honorary directors and consultants. Those who have made outstanding academic achievements, made important contributions to the work of the Group, cared for and supported the work of the Institute, and no longer served as directors, executive directors and related leading cadres of the Group shall be commended or appointed as honorary directors and consultants with the consent of the Group Council or the Standing Council. Domestic and foreign medical and health enterprises and institutions that actively support and sponsor the work of this group can be hired as the current governing unit.

Article 31 The Council may, according to the needs of its work, set up several working committees with offices, which are responsible for organizing and coordinating academic work in related fields and undertaking related tasks entrusted by the Council. The establishment of the Working Committee shall be subject to the consent of the Standing Council.

Chapter V Professional Committees

Article 32 According to different disciplines and specialties, it shall be established by the Standing Council with the name of "Professional Committee of Chinese Acupuncture Association", which shall be established after being approved by the competent business unit and the registration authority of the institution.

Article 33 A professional committee shall have a chairman 1 person, 2-3 vice-chairmen and 20-30 members, and may also employ a number of old experts with deep academic attainments in their major as consultants. The professional committee shall carry out academic activities of this major under the leadership of this Association, and shall not formulate articles of association separately.

Thirty-fourth professional committees can be elected in conjunction with the annual academic conference, or appointed by the standing Council of this group, with a term of five years and no more than two consecutive terms.

Thirty-fifth members of this group can participate in more than two professional committees at the same time, and one of them is the main specialty, but they may not serve as the chairman of two professional committees at the same time.

Chapter VI Principles of Asset Management and Use

Thirty-sixth sources of funds for this group:

(1) Membership dues paid by members;

(two) funding and donations from relevant units, organizations and individuals at home and abroad;

(3) government funding;

(4) Income from activities or services provided within the approved business scope;

(5) interest;

(6) Other lawful income.

Article 37 This group collects membership fees in accordance with the relevant provisions of the state.

Article 38 The funds of this group must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 39 The Group shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting data.

Article 40 The Group is equipped with accountants with professional qualifications. An accountant may not concurrently serve as a cashier. Accounting personnel must carry out accounting and accounting supervision. When accounting personnel transfer their jobs and leave their posts, they must go through the handover procedures with the recipients.

Article 41 The assets management of the Group shall strictly implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. Where the source of assets belongs to state appropriations or social donations or subsidies, it must accept the supervision of audit institutions and publish relevant information to the public in an appropriate way.

Article 42 Before a group changes or changes its legal representative, it must accept the financial audit organized by the registration authority of the association and the competent business unit.

Article 43 No unit or individual may occupy, privately divide or misappropriate the assets of this group.

Article 44 The wages, insurance and welfare benefits of the full-time staff of the Group shall be implemented with reference to the relevant provisions of the state on public institutions.

Chapter VII Procedures for Amending the Articles of Association

Forty-fifth amendments to the articles of association of this group must be approved by the Council and submitted to the National Congress for deliberation.

Article 46 The revised Articles of Association of the Organization shall take effect within 15 days after it is adopted by the National Congress of Members, deliberated and adopted by China Association for Science and Technology and state administration of traditional chinese medicine, and approved by the organization registration authority.

Chapter VIII Termination Procedure and Property Disposal after Termination

Article 47 If the group has completed its purpose, dissolved or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.

Article 48 The motion to terminate this group must be voted by the members' congress and submitted to the competent business unit for examination and approval.

Article 49 Before the termination of the Group, a liquidation organization must be established under the guidance of the competent business unit and relevant authorities to clear up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no other activities other than liquidation will be carried out.

Article 50 An organization shall terminate after its registration is cancelled by the organization registration authority.

Article 51 The remaining property after the termination of this group shall be used for the development of undertakings related to the purpose of this group under the supervision of the competent business unit and the organization registration authority in accordance with the relevant provisions of the state.

Chapter IX Supplementary Provisions

Article 52 The emblem of this group is two concentric circles, and the three intersecting ellipses above the inner circle represent science and technology, with a medical needle at the center and mugwort leaves at the periphery. The Chinese Acupuncture Society is written on the outer circle, and here is its English name. As a whole, the emblem symbolizes the unity of acupuncture and moxibustion scientists in China.

Article 53 This group is a member of the World Federation of Acupuncture and Moxibustion Societies and the World Federation of Chinese Medicine Societies. It abides by the constitution of the World Federation of Acupuncture and Moxibustion Societies and enjoys the rights and obligations stipulated by it.

Article 54 The Articles of Association was adopted by the Fourth National Congress from May 6 to 8, 2005.

Article 55 The right to interpret the Articles of Association belongs to the Council of the Organization.

Article 56 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
