Contacting friends and neighbors means contacting local disaster relief forces. The entire Lushan disaster relief is divided into several areas. Our group army, Sichuan Military Region, Air Force and Armed Police are each responsible for an area, and the troops in this area are dispatched in a unified manner. In fact, scheduling is not accurate, but more coordination. Once, I contacted an army disaster relief command post in my jurisdiction, and a cadre was arrogant and indifferent. I think the biggest advantage of the PLA in the face of disaster relief lies in the scale and discipline of personnel, which is convenient for rapid delivery of strength, is conducive to stabilizing the morale of the army and the people, and is suitable for carpet search and rescue. As for demolishing dangerous houses and grabbing crops, the propaganda significance is greater than the substantive significance.

Joint command, nominally joint command, has actually become joint coordination, liaison and collaboration. Without a detailed definition of rights and responsibilities, without the process and rigidity of accountability afterwards, it is very difficult to carry out command across management units.
