Chapter 1 General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, build a clean, beautiful, civilized and livable living and working environment, and protect the health of citizens, according to the "Urban City Appearance and Environmental Sanitation" of the State Council These regulations are formulated based on the actual conditions of this city and the provisions of relevant laws and regulations. Article 2 These Regulations apply to the areas under urban management in Kundulun District, Qingshan District, Donghe District, Jiuyuan District, Shiguai District and the Rare Earth High-tech Industrial Development Zone in this city.

The scope of the area where urbanization management is implemented shall be demarcated by the Municipal People's Government. Article 3 City appearance and environmental sanitation management adhere to the combination of administrative management, professional management and market mechanism operation, and implement the working principles of unified leadership, hierarchical responsibility, territorial management, public participation and social supervision. Article 4 The City Appearance and Environmental Sanitation Management Department of the Municipal People's Government (hereinafter referred to as the Municipal City Appearance and Environmental Sanitation Management Department) is responsible for the supervision and management of the city's city appearance and environmental sanitation.

The City Appearance and Environmental Sanitation Management Department of the District People's Government (hereinafter referred to as the District City Appearance and Environmental Sanitation Management Department) is responsible for the supervision and management of city appearance and environmental sanitation within its administrative region.

The management agency of the Rare Earth High-tech Industrial Development Zone is responsible for the supervision and management of relevant city appearance and environmental sanitation in accordance with the regulations of the Municipal People's Government.

The subdistrict office and the town people's government assist the district city appearance and environmental sanitation management department in the management, supervision and management of city appearance and environmental sanitation in their respective jurisdictions.

Departments of development and reform, planning, urban and rural construction, real estate management, environmental protection, health and family planning, public security, transportation, food, drug, industry and commerce, etc., shall coordinate work related to city appearance and environmental sanitation management in accordance with their respective responsibilities. Article 5 The municipal and district people's governments shall strengthen the construction of city appearance and environmental sanitation infrastructure, improve the city appearance and environmental sanitation management system, and improve the city appearance and environmental sanitation public service capabilities and equalization level. Article 6 The municipal and district people's governments shall incorporate city appearance and environmental sanitation undertakings into the national economic and social development plans and organize their implementation, and the necessary funds shall be included in the fiscal budget. Establish and improve a diversified investment mechanism and a long-term capital increase mechanism based on public finance to ensure the needs of the development of city appearance and environmental sanitation. Article 7: City appearance and environmental sanitation work shall be integrated into a unified urban management information system to achieve resource integration and information sharing. Article 8 The labor of city appearance and environmental sanitation staff should be respected by the whole society. Any unit or individual has the right to dissuade and report any behavior that damages city appearance and environmental sanitation.

Promote and encourage sub-district offices, town people's governments, community work stations, and residents' committees to organize residents to formulate conventions on maintaining city appearance and environmental sanitation, mobilize residents to participate in city appearance and environmental sanitation management, and create a clean, beautiful, and civilized community . Article 9: August 8 every year is the Sanitation Workers’ Day of this city. Chapter 2 Responsibility for City Appearance and Environmental Sanitation Article 10 This city implements a responsibility system for city appearance and environmental sanitation.

Units and individuals should do a good job in city appearance and environmental sanitation work within the city appearance and environmental sanitation responsibility area.

The district city appearance and environmental sanitation management department shall supervise and manage the implementation of city appearance and environmental sanitation responsibilities, and establish an evaluation system for city appearance and environmental sanitation responsibilities. Article 11 The district city appearance and environmental sanitation management department shall reasonably delineate city appearance and environmental sanitation responsibility areas for places owned or managed by units and individuals, determine the city appearance and environmental sanitation responsible person and the content of responsibilities, and sign a city appearance and environmental sanitation responsibility letter.

Article 12 The person responsible for city appearance and environmental sanitation and the responsible area shall be determined according to the following principles:

(1) Roads and open spaces on both sides of roads, public squares, public green spaces, parks, and landscapes The cleaning and maintenance of rivers, public toilets, peel bins, garbage transfer stations (points), garbage incineration plants, landfills and other municipal public facilities shall be the responsibility of environmental sanitation professional units or management units;

(2) If property management is implemented in residential areas, the property service company shall be responsible; if property management is not implemented, the sub-district office or town people’s government shall be responsible, and residents shall pay cleaning fees in accordance with relevant national and autonomous region regulations. Cleaning expenses;

(3) Railways, highways and their management scope, airports, stations, scenic tourism, cultural, sports and other public places, shopping malls, supermarkets, hotels, parking lots, and markets , convenience markets, shops, individual stalls and other business premises are the responsibility of the management unit or operator; rivers and ditches are the responsibility of the local government;

(4) Agencies, groups, troops, schools and enterprises and institutions are the responsibility of their respective jurisdictions; The unit is responsible;

(5) The construction site of the construction project shall be the responsibility of the construction unit, and the construction unit shall be responsible for the construction site that has not yet been constructed or has been handed over by the construction unit;

(6) City appearance and If the environmental sanitation responsibility area is not clear, it shall be determined by the district city appearance and sanitation management department. If it crosses the district, the city appearance and sanitation management department shall determine it and notify the responsible person in writing. Article 13 The person responsible for city appearance and environmental sanitation shall perform the following obligations:

(1) Keep the city appearance clean and tidy, without random stalls, random construction, random stacking, random hanging, random posting, graffiti, or engravings ;

(2) Keep the environment hygienic and tidy, with no exposed garbage, feces, sewage, stains or dirt;

(3) Clean and clean the environment regularly, and remove garbage every day ;

(4) Clear snow and remove ice in a timely manner;

(5) Set up environmental sanitation facilities in accordance with specifications and keep them clean and intact.

If the person responsible for city appearance and environmental sanitation fails to perform the obligations stipulated in the preceding paragraph, the city appearance and environmental sanitation management department shall order him to make corrections within a time limit; if he fails to make corrections within the time limit, he shall be fined not less than one hundred yuan but not more than three hundred yuan for the individual, and for the unit A fine of not less than RMB 500 but not more than RMB 1,000 shall be imposed.
