Article 2 These Measures shall apply to the management of urban and rural grid services and related activities within the administrative region of this province.

The urban and rural grid service management referred to in these measures refers to the unified division of grids within urban and rural communities and other specific management areas, the integration of all forces, the deployment of service management personnel, and the comprehensive use of human resources , science and technology informatization and other means to provide services and manage activities through the grid. Article 3 Grid service management shall adhere to the principles of party committee leadership, government responsibility, democratic consultation, social collaboration, public participation, legal protection, and scientific and technological support.

All localities must give full play to the leadership role of grassroots party organizations in grid service management, strengthen overall planning, promote the focus of social governance and services to move down to the grassroots, and build a new pattern of grassroots social governance. Article 4: Local people's governments at or above the county level are responsible for the overall organization, coordination, guidance, and supervision of grid service management.

Relevant departments and units such as public security, civil affairs, judicial administration, finance, human resources and social security, market supervision and management, and government service management of local people's governments at or above the county level (hereinafter referred to as the grid-linked departments) shall organize Responsibilities: Do a good job in urban and rural grid service management related work.

Township people's governments and sub-district offices are responsible for the specific work of urban and rural grid service management within their respective jurisdictions. Article 5 Cities, counties (cities, districts), and towns (streets) divided into districts shall establish or clarify grid service management departments or institutions (hereinafter referred to as grid institutions), which shall be integrated with the comprehensive social security management center at the same level. Operation, responsible for the organization and coordination, command and dispatch, joint disposal, tracking and feedback, supervision and inspection, performance evaluation and other tasks of urban and rural grid service management and social governance. Chapter 2 Grids and Grid Members Article 6 The term "grid" as mentioned in these Measures refers to the grassroots service management units divided within urban and rural communities and other specific management areas. Grids are divided into comprehensive grids and exclusive grids.

Comprehensive grid refers to a grid divided into residential areas, buildings, etc. as basic units in urban communities, and natural villages, villager groups or a certain number of households as basic units in rural areas. The urban community comprehensive grid generally has 300 to 500 households, and the rural comprehensive grid generally has 300 households.

The exclusive grid refers to a grid divided into administrative centers, various parks, enterprises and institutions within urban and rural communities as basic units. Article 7: The grid shall be uniformly divided by the county (city, district) grid organization in conjunction with relevant departments and units, and shall be adjusted in a timely manner according to work needs. The division and adjustment of the grid should be reported to the districted city grid organization for filing in a timely manner. Article 8 The grid organization of a city divided into districts shall organize the preparation of grid codes within its administrative region in accordance with the provincial grid code preparation specifications. Grid encoding is unique.

Article 9 Urban and rural grid service management work mainly includes the following matters:

(1) Promote laws, regulations and national policies;

(2) Collect, register and verify in accordance with the law There are actual basic data and dynamic information such as population, houses, units, and standard addresses in the grid;

(3) Investigate and report social security issues and public safety hazards in the grid;

(4) Assist in the prevention and handling of emergencies, the handling of general security incidents and the security of major events;

(5) Assist in the investigation and handling of petitions, domestic violence and civil disputes within the grid and other contradictory issues that affect social stability;

(6) Assist village (community) convenience service centers to provide convenient and beneficial services for village (residents) within the grid, as well as employment and entrepreneurship, social security, civil affairs, Public welfare services such as health and taxation;

(7) Assist the People's Court in carrying out document delivery and execution related work, and assist in investigating and visiting community correction subjects, persons released from prison, and persons recovering from drug abuse and management of key groups such as patients with severe mental disorders and homeless beggars who cause accidents;

(8) Assist village (resident) committees and village (resident) groups to carry out village (resident) ) People’s self-government and democratic discussion and consultation;

(9) Assist in carrying out activities such as security construction, new era civilization practice, and creation of national unity and progress;

(10) Assist in carrying out counter-infiltration, Anti-espionage, anti-separatism, anti-terrorism, anti-cult and other security prevention work;

(11) Assist in related work involving housing and urban and rural construction, ecological environment, urban management, etc.;

(12) Other matters decided by the local people's government at or above the county level through the grid. Article 10: The county (city, district) grid organization shall work with relevant departments to prepare a list of grid service management matters, publish it to the public and make dynamic adjustments.

If the grid service management matters included in the list are uniformly organized and implemented by the grid organization, the relevant departments should sink the corresponding power, resources, and funds to the grid. Article 11: Grid workers refer to the personnel engaged in service management in the grid, including grid leaders, full-time grid workers and part-time grid workers. The grid chiefs and full-time grid workers of the comprehensive grid are integral parts of urban and rural community workers.
