Code rules for pollutant discharge units

The pollutant discharge unit code refers to the unique identification of various pollutant discharge units registered in the national environmental protection department. The coding rules are formulated by the Ministry of Environmental Protection and consist of four parts: administrative division code, property code, classification code and serial number.

In order to strengthen environmental protection, China began to implement the pollutant discharge permit system in 2004. Sewage units must first obtain a sewage permit before they can carry out production and business activities. The pollutant discharge unit code consists of four parts: administrative division code, attribute code, classification code and serial number. Among them, the administrative division code indicates the administrative division where the sewage unit is located; The attribute code indicates the industry or economic type of the pollutant discharge unit; Classification codes indicate the types of pollutants discharged; The serial number shall be assigned by the environmental protection department in the order of applying for the pollutant discharge permit. Environmental protection departments at all levels are responsible for assigning codes to pollutant discharge units and inputting the codes into the environmental protection information management system for the record. When handling the pollutant discharge permit, the pollutant discharge unit needs to provide the code as proof. At the same time, the pollutant discharge unit should also fulfill the emission standards of environmental pollutants in accordance with relevant laws and regulations, conduct regular monitoring and reporting, and conduct governance under the supervision of the environmental protection department. Otherwise, it will face administrative penalties such as environmental fines and suspension of production for rectification.

If the nature or economic type of the pollutant discharge unit changes, do you need to apply for the code again? According to the "Regulations on Pollution Discharge Permit", if the nature, scale and structure of pollution discharge by a pollutant discharge unit have undergone major changes, the pollutant discharge unit shall re-apply for a pollution discharge permit and re-code the pollutant discharge unit. If there is little change, you can apply to the environmental protection department that originally issued the sewage discharge permit for change and go through the relevant formalities.
