Measures for health supervision and management of railway stations and passenger trains

Chapter I General Provisions Article 1 In order to adapt to the development of railway transportation in China, improve the sanitary level of stations and passenger trains (hereinafter referred to as station trains), protect the health of passengers and railway workers, prevent infectious diseases from spreading through railway stations and trains, and ensure the safety of railway transportation production, according to the Railway Law of People's Republic of China (PRC) and the Food Hygiene Law of People's Republic of China (PRC) (for Trial Implementation). Article 2 These Measures shall apply to the food production, operation and public places in railway stations, passenger trains and stations, and all units or individuals engaged in business activities within the above-mentioned scope shall abide by them. Article 3 The competent health departments of the Ministry of Railways, the Railway Bureau and the Railway Sub-bureau are the supervisory institutions for exercising these Measures, and entrust the railway health and epidemic prevention institutions to implement the health supervision and management of station cars according to the relevant national health regulations and the provisions of these Measures. Article 4 The health supervision and management of station cars shall implement the railway health permit, health certificate and preventive health supervision system. Article 5 All units must regard the sanitary work of station cars as an important part of the construction of two civilizations and as a condition for socialist labor competition, inspection, appraisal and assessment. Those who do not meet the relevant hygiene standards or requirements shall not be awarded honorary titles or awards. Sixth passenger, vehicle and health departments should actively carry out the patriotic health campaign centered on the "four pests" and do a good job in the prevention and control of the "four pests". The index and rat density of mosquitoes, flies, cockroaches and other vector insects should meet the national hygiene standards.

Stations and trains should actively publicize health knowledge. Article 7 When traffic quarantine is carried out according to the instructions of the state, it shall be implemented in accordance with the Measures for the Administration of Railway Traffic Quarantine. Chapter II Sanitation of Stations Article 8 Stations shall have corresponding sanitation facilities. Second-class and above stations must set up a certain number of spittoons, garbage bins, toilets and other sanitary facilities in appropriate places, and do a good job of cleaning them regularly. The garbage in the station should be cleaned daily, and it is strictly forbidden to pile up at will. Toilets should have ventilation, fly prevention and hand washing equipment. The bus arrival and departure lines and platforms at the station should be kept clean and hygienic. Article 9 The waiting room shall provide boiled water for drinking, and the public water cups shall be disinfected by one person, and the unsterilized water cups shall not be used by passengers. Train sheung shui station must inject water into passenger trains according to regulations, and the nozzle of the hose must leave the ground and be kept clean.

The microclimate, air quality, noise and lighting in the waiting room and ticket office should meet the national health standards for traffic waiting rooms, and the toys in the waiting room for mothers and babies should be cleaned and disinfected regularly.

The transport of radioactive materials must be inspected by the railway health and epidemic prevention station. Article 10 The indoor and outdoor environment of the station building, station square, overpass, underpass, platform, track and station unit shall meet the relevant hygiene standards. Chapter III Hygiene of Passenger Trains Article 1 1 Passenger trains (including China's international through train, Guangzhou-Kowloon through train, tourist trains, etc. ) There should be a sound sanitation and cleaning system and sanitation and cleaning operation procedures, and adhere to the sanitation assessment system for international through trains (buses) and Guangzhou-Kowloon through trains that originate, arrive and return to China. When the train passes through urban areas, bridges, long tunnels and stops for more than five minutes, it is not allowed to dump garbage and sewage under the train, and the toilet should be locked. Train garbage should be bagged at the designated train garbage dumping station. Feces and sewage shall not be taken to the final station. Trains shall not carry garbage, feces and sewage when stored. Article 12 Public facilities such as seats, bunks, washbasins, cosmetic mirrors and urinals of passenger trains shall be kept clean and hygienic. The sheets, sheets and pillow towels of hard sleeper and soft sleeper passengers should be replaced once in one direction. Other bedding and chair covers should be dismantled, washed and disinfected regularly, and sleeping mats and pillows should be kept clean and hygienic. Article 13 Microclimate, air quality, noise, lighting, etc. When a passenger train is manned, the hygiene of the carriage shall meet the national public transport hygiene standards. At the same time, drinking water is provided, and public teacups are not allowed to be used by passengers without disinfection.

Spitting, littering and smoking are prohibited in the carriage. Article 14 It is forbidden to carry articles harmful to public health on passenger trains. Postal carts and luggage carts should be kept clean and tidy. Anything harmful to public health must be thoroughly cleaned and disinfected. When transporting radioactive materials, the baggage car must meet the hygiene requirements. Article 15 passenger trains shall be equipped with first-aid medicine boxes, which shall be kept by special personnel, properly registered and used, and medicines and equipment shall be replenished in time. Chapter iv bus hygiene article 16 the vehicle department shall carefully prepare the buses used to ensure that the appearance and interior environment of the buses are clean and tidy, and all kinds of sanitary facilities are complete and the performance is in good condition. Article 17: Tools and accessories used by vehicle inspection personnel shall be located and stored, and kept clean and tidy. Screen windows and electric fans should be loaded and unloaded on time, the ventilator in the car should be kept intact, and the electric equipment such as electric fans, special lamps and lighting lamps should be kept clean. Article 18 In order to ensure the normal operation of the refrigerator and freezer of the dining car, the storage room, exhaust fan, exhaust hood, water pipeline, sink, shutter, floor pedal, processing table, tea stove, etc. of the dining car should be kept clean and complete with good performance.
