According to the arrangement of the meeting, I will briefly report to you on the implementation of confidentiality work by the Political and Legal Committee of the State Committee. If there are any irregularities, please criticize and point out.

In recent years, under the correct leadership of the State Secrecy Committee and the specific guidance of the State Secrecy Bureau, the Political and Legal Committee of the State Committee has conscientiously implemented the requirements of the new Secrecy Law and the implementation regulations of the Secrecy Law, firmly established the idea of "confidentiality promotes security, confidentiality promotes stability, and confidentiality promotes development", seriously organized government officials and workers to learn and understand the spirit of confidential documents, strengthened the education of confidentiality awareness, improved the confidentiality system, standardized the confidentiality management, and constantly promoted the standardization of the confidentiality work of the Committee.

First, deepen publicity and education on confidentiality and raise awareness of confidentiality. The Political and Legal Committee, as the functional department of the Party Committee's leadership and management of political and legal work, shoulders the heavy responsibility of maintaining overall social stability, promoting social fairness and justice, and ensuring people's livelihood and happiness.

Facing the complicated and severe stable situation and arduous tasks in Quanzhou, it is always a test for every cadre and worker of the Communist Party of China to ensure that state secrets are not leaked and that national security and interests are not harmed. For this reason, our Committee has always attached great importance to confidentiality and deeply understood the importance of strengthening confidentiality from a political perspective. First, actively organize all cadres and workers to learn the secrecy law, the measures for the implementation of secrecy, the opinions of the central authorities on strengthening and improving secrecy, and the spirit of the important speeches of leaders at all levels of the central, provincial and state on secrecy through special meetings, regular meetings, secrecy experiments, etc., so as to continuously enhance the consciousness of cadres and workers' confidentiality responsibility and increase the accumulation of cadres and workers' confidentiality knowledge. Two, strengthen the leadership of the security work, to ensure the implementation of the work.

Conscientiously implement the guidelines, policies and instructions of superiors on confidentiality work, conscientiously implement the responsibility system for leading cadres' confidentiality work, and ensure that there are leaders in charge and special personnel in charge. First, strengthen the organization and leadership of confidentiality work. Adhere to the principle of "the person in charge takes full responsibility", and set up a leading group for the security work of the Political and Legal Committee of the State Council. The main person in charge is the group leader, the team members are the deputy heads, and the heads of departments and centers are the members. In order to clarify the work responsibilities of members and secret-related personnel, the responsibilities are decomposed into relevant departments and implemented in various positions, so as to ensure that the secret work is always caught and managed. The second is to include confidentiality in the work schedule. Closely combining with daily work, planning at the beginning of the year, quarterly inspection, semi-annual evaluation and year-end summary, the confidentiality work will be included in the important content of the internal assessment of the Committee, and will be arranged, implemented and inspected together with other objectives. First, the main responsibilities of the person in charge of the confidentiality work and the specific undertaker are clarified, and the implementers of all aspects of confidentiality are required to perform corresponding duties and earnestly assume the responsibility of confidentiality. The second is to standardize the handling of classified official documents, adhere to the principles of "keeping the confidentiality level unchanged" and "keeping secrets" for classified communications, and adhere to the principles of "keeping secrets according to law" and "keeping secrets accurately" for difficult-to-determine classified official documents, and ask for instructions from superiors or consult the State Secrecy Bureau in time to ensure that the confidentiality level of classified information is wide, strict and appropriate. The third is to focus on strengthening the confidentiality management of key departments of security work, such as maintaining stability, comprehensive management, major affairs, anti-vice offices, supervision offices and offices. In a timely manner, correct problems such as uncertainty, confusion, excessive secrecy and untimely adjustment, and ensure that confidentiality and nuclear confidentiality are in place. Fourth, the supervision and management of confidentiality has been further strengthened, and it has been made clear that the confidentiality committee and the office are the supervisory subjects of confidentiality work, and confidentiality work is the key inspection content, and confidential matters and document processing operations are supervised and inspected irregularly, so as to eliminate potential safety hazards in time and ensure that confidentiality supervision is in place.

Fourth, strictly grasp the management of classified networks and plug network loopholes.

Adhere to the online information examination and approval system, strictly follow the principles of "confidential information is not online, online information is not confidential" and "whoever accesses the Internet is responsible", carefully study and implement the implementation measures for computer system security management, and formulate a strict security management system. First, strictly implement the laws, regulations and standards related to security management in the integrated construction and application of classified computer information systems, and implement hierarchical management and protection of classified computer information systems as required to effectively prevent the occurrence of leaks. The second is to strengthen the management of secret carriers. Based on the principle of strict management, strict prevention, ensuring safety and convenient work, both paper media carriers and magnetic media carriers are uniformly produced in the commission office during the production process. It is strictly forbidden for cadres and workers to store confidential documents on hard disks or copy confidential documents at will. Mobile flash drives in use are numbered uniformly and managed centrally, and materials that do not need to be archived are destroyed in time. Third, it clearly stipulates the "five prohibitions" of the confidentiality work, that is, it is not allowed to use confidential outgoing media on the external network;

It is not allowed to store, process or transmit confidential information on internal and external networks;

Office and confidential computers are not allowed to connect to the external network;

Shall not publish or disseminate internal work information and confidential information on the internal and external networks without authorization;

Confidential computers and storage media shall not be sent to non-designated units for maintenance, destruction or gift, lending or abandonment.

Five, strengthen the management of confidential personnel, improve business skills.

Conscientiously implement the spirit of "Opinions on Further Strengthening the Management of Classified Personnel" and earnestly strengthen the management of classified personnel. First, select cadres with high internal political acumen and professional quality, who can conscientiously perform confidentiality responsibilities and strictly abide by confidentiality provisions to be responsible for the confidentiality management of confidential computers and confidential computer information systems, and sign confidentiality responsibility letters with all confidential personnel on a regular basis. The second is to strictly review the qualifications of newly appointed secret-related personnel and establish a management system for secret-related personnel. And through training, training sessions, personal self-study and other forms to continuously improve the work quality, confidentiality level and sense of responsibility of secret-related personnel. The third is to focus on the confidential management of confidential matters in key positions, especially to strictly supervise the whole process of confidential documents to ensure that every link from drafting, production, distribution, transmission to use, management, copying and preservation conforms to the norms and does not make mistakes.

Six, strictly grasp the confidentiality management of documents, to prevent documents from leaking.

We have further improved the system of file keeping, the post responsibilities of archivists, the system of document materials and data collection, the system of file handover, the system of file destruction and the system of file circulation. Send and receive documents, and strictly implement the procedures of counting, registration, numbering and distribution;

In the circulation of confidential documents, the scope of personnel should be strictly known, and the scope of knowledge should not be expanded without authorization. No audio or video recording is allowed, it shall be declared in advance, and the reproduction of secrets shall be approved by the competent leader, and the registration formalities shall be fulfilled. In terms of preservation, it is filed in strict accordance with national archives laws and regulations, and professionals are invited to provide business guidance;

In terms of destruction, the procedures of examination, counting and registration were carefully performed and handed over to the Secrecy Bureau for destruction, which put an end to the phenomenon that secret carriers were sold as waste products.

In recent years, although the secrecy work of our commission has achieved good results, there is still a big gap according to the requirements of secrecy work under the new situation. In the future work, we will continue to conscientiously implement the instructions of the higher authorities on confidentiality, focus on the weak links, continue to do a good job in the construction of the confidentiality legal system, improve the confidentiality rules and regulations, further enhance the confidentiality awareness of the whole Committee, improve the ability to prevent leaks, and promote the scientific development of the confidentiality work of the Political and Legal Committee.
