How to implement the main responsibility and supervision responsibility of party style and clean government construction

Practice has also proved this point. It can be said that without accountability, there will be no implementation of the responsibility system. Accountability is the key to the responsibility system, and only in this way can we open our eyes.

Accountability requires two elements. First, establish and strengthen the concept of responsibility. The "two responsibility" put forward by the Third Plenary Session is to strengthen the concept of responsibility and dilute the concept of power. Second, we should formulate a detailed accountability system and start implementing it as soon as possible. It stands to reason that the main body of accountability should be the superior party Committee and the discipline inspection commission. The Commission for Discipline Inspection undertakes specific work, puts forward specific accountability suggestions to the Party Committee, and the higher-level Party Committee makes accountability decisions. In short, in the existing laws and regulations, all the missing links in the implementation of accountability and all the links that restrict the implementation of accountability must be supplemented or modified. Only in this way can accountability be started and implemented, the responsibility system can be implemented, and the main responsibility of the party Committee and the supervision responsibility of the discipline inspection commission can become rigid provisions.

It is necessary to further change the functions, methods and styles, strengthen the regular supervision mechanism of the higher-level discipline inspection commission to the lower-level party committees to implement the responsibility system for building a clean and honest government, give the discipline inspection and supervision organs more supervision means and accountability means, and improve the authority and independence of the discipline inspection commission in implementing supervision in the responsibility system for building a clean and honest government.
