4. Contradictions in the management and maintenance of heating secondary pipe network within the planning red line.
At present, the secondary heating pipe network in the red line of residential planning in our city is built by the development and construction unit, and then handed over to the heating enterprise for maintenance and management after the house is completed. However, during the construction of secondary heating pipe network in residential quarters, some development and construction units blindly grab the construction period and pursue economic benefits. 5. The heating industry runs at a loss, and the heating enterprises have difficulties in operation.
According to the survey, due to the particularity of the heating industry, the prices of means of production in the upstream are mainly regulated by the market mechanism, while the prices of heating in the downstream are dominated by the government. The price of raw materials in the upstream can't be changed, and the heating price can't go with the market, which leads to the cumulative increase of heating costs year by year. However, at present, there are still nearly 400 million yuan overdue heating fees in the heating industry in our city. Some heating companies are located in XX District of Benxi, and there is no new source of funds for access fees. According to the data provided by the heating authorities recently, the four major heating enterprises of Hengze, Benxi Steel, Pan Asia and Huaxing accumulated losses of 654.38+0.9 billion yuan in the last heating period, and the losses in this heating period reached 230 million yuan, and the losses of heating enterprises increased year by year.
6. The progress of the "greenhouse" project is slow.
Benxi is an old industrial base with many old houses. Third, suggestions on further improving urban heating
Doing a good job in heating is of great significance for maintaining social stability, promoting the development of economic and social undertakings in our city and building a harmonious society. Judging from the current situation, the heating work has achieved hard-won phased results. The achievement of these achievements can not be separated from the fruitful work of the municipal government and its relevant departments, and it can not be separated from the hard work of heating enterprises. However, we should be more aware that with the continuous development of economy and society, deep-seated contradictions and problems in heating work are gradually emerging. In order to promote the urban heating work in our city, we suggest:
1. Further improve the special heating planning.
With the expansion of the city and the improvement of people's happiness index, the heating work has increased a lot of complexity and arduousness. Therefore, according to the needs of urban development, the municipal government and relevant departments should follow the principles of overall planning, rational layout, energy saving and emission reduction, and the combination of short-term and long-term, and adjust and improve the urban heating planning according to the overall urban planning. 2. Accelerate local legislation on heating and implement effective and standardized management.
Heating legislation has become the requirement of heating enterprises and people in recent years. 5. Accelerate the integration of heating resources.

However, heat meters have high requirements for heating water quality and high cost, so it is difficult to popularize them in a short time.
