Article 2: These regulations apply to Tianjin Binhai International Airport and other civil airport clearance and safety management activities within the administrative region of this city.

The Municipal People's Government and the Civil Aviation Administration Department shall delimit the clearance protection areas of their own civil airports in accordance with relevant national regulations and announce them to the public. Article 3 The term "civil airport clearance protection area" as mentioned in these regulations refers to a certain space range delineated in accordance with the requirements of the airport clearance obstacle restriction map to ensure the safety of civil aircraft takeoff and landing. Article 4 Civil airport clearance and safety management should adhere to the principles of safety first, prevention first, unified coordination, and everyone taking their own responsibilities. Civil aviation management departments, airport management agencies, and district and county people's governments within the civil airport clearance protection area shall jointly carry out civil airport clearance and safety management work. Article 5 The Municipal People's Government and the district and county people's governments within the civil airport clearance protection area shall strengthen the leadership of civil airport clearance and safety protection work, establish and improve the responsibility system and coordination mechanism for civil airport clearance and safety protection work, and organize the civil airport clearance and safety protection work. and safety protection work into the safety production responsibility target assessment system. Article 6: The municipal transportation department is responsible for the organization and coordination of the clearance protection management of its civil airports.

The district and county people's governments that receive the report should promptly take effective measures to eliminate the impact on flight safety. Article 8 The district and county people's governments and airport management agencies within the clearance protection area of ??civil airports shall strengthen publicity and education on clearance protection of civil airports and improve citizens' awareness of clearance protection.

Any unit or individual must fulfill its obligation to protect the airspace in accordance with the law, and has the right to stop and report illegal activities that affect flight safety. Article 9 The district and county people's governments within the clearance protection areas of civil airports shall, in conjunction with the airport management agencies, set up warning signs in the clearance protection areas of civil airports. Article 10 The Municipal People's Government shall incorporate the overall planning of the civil airport into urban and rural planning, and implement planning control over the land use and construction in the areas surrounding the civil airport based on the operation and development needs of the civil airport. Article 11 The height limit of construction projects in the clearance protection area of ??civil airports and other control requirements related to aviation safety shall be determined by the civil aviation management department in conjunction with the municipal planning administrative department in accordance with the requirements of civil aviation-related technical specifications to ensure the safe operation of the airport and the city. The need for sustainable development is determined. Article 12 The municipal and district and county people's governments shall examine and approve construction projects that exceed the height limit or do not meet the control requirements related to aviation safety within the clearance protection area of ??civil airports, as well as construction projects with a building height exceeding 150 meters outside the clearance protection area of ??civil airports. The opinions of the civil aviation administrative department shall be solicited in writing. The civil aviation administrative department shall provide a written reply within 15 days from the date of receipt of the solicitation letter. Article 13 When the municipal and district/county people's governments formulate the overall land use planning and urban and rural planning for the areas surrounding civil airports, they shall fully consider the impact of civil aircraft noise on the areas surrounding civil airports and comply with relevant national acoustic environment quality standards. The airport management agency shall report the impact of civil aircraft noise on the areas surrounding the airport to the competent departments of land and resources, planning, construction, and environmental protection of the municipal or district or county people's government. Article 14 Where buildings, structures or facilities reach a certain height and there are other circumstances that affect flight safety as stipulated in relevant technical specifications for civil aviation, obstruction lights and signs shall be set up in accordance with relevant national standards.

Managers of buildings, structures or facilities shall ensure the normal use of obstruction lights and signs; if any obstruction lights or signs are found to be damaged, they shall be repaired in a timely manner.

No unit or individual may affect the normal use of obstruction lights and signs. Article 15 If a high-voltage transmission tower with a voltage of more than 220,000 volts is set up in the clearance protection area of ??a civil airport, the construction unit shall set up obstruction lights or signs in accordance with the relevant regulations of the civil aviation administrative department of the State Council, maintain their normal status, and report to the civil aviation administrative department , air traffic management departments and airport management agencies provide relevant information. Article 16 The following activities are prohibited within the clearance protection area of ??this civil airport: (1) Emitting large amounts of smoke, dust, flames, exhaust gas and other substances that affect flight safety;

(2) Building shooting ranges, strong explosives warehouses and other buildings or other facilities that affect flight safety;

(3) Setting up lights, signs or objects that affect the use of visual navigation aids at civil airports or the sight of pilots ;

(4) Planting plants that affect flight safety or affecting the use of navigation aids at civil airports;

(5) Raising and releasing birds that affect flight safety, and raising or releasing them unmanned Piloted free balloons, tethered balloons, sky lanterns and other airborne objects;

(6) Burning crop straw, garbage and other materials that produce large amounts of smoke, or setting off fireworks and fireworks;

(7) Build buildings, plant trees, or engage in activities such as digging and piling objects that affect the operational safety of civil airports within 5 meters of the perimeter of the civil airport;

(8) Setting up open-air garbage dumps , slaughterhouses, breeding farms and other places;

(9) Other behaviors that affect the clearance protection of civil airports as stipulated by the civil aviation administrative department of the State Council.
