Article 10 Compulsory national standards shall be formulated for the technical requirements for safeguarding personal health and life and property safety, national security, ecological environment safety and meeting the basic needs of economic and social management.

The relevant administrative departments in the State Council are responsible for proposing, organizing drafting, soliciting opinions and technical review of mandatory national standards in accordance with their duties. The State Council standardization administrative department is responsible for the formulation, numbering and external release of mandatory national standards. The administrative department in charge of standardization in the State Council shall examine whether the mandatory national standards to be formulated conform to the provisions of the preceding paragraph, and if they conform to the provisions of the preceding paragraph, the project shall be established.

The administrative departments of standardization of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may put forward suggestions to the administrative departments of standardization of the State Council to formulate mandatory national standards, which shall be decided by the administrative departments of standardization of the State Council jointly with the relevant administrative departments of the State Council. Social organizations, enterprises, institutions and citizens may put forward suggestions to the administrative department in charge of standardization in the State Council to formulate mandatory national standards. If the administrative department in charge of standardization in the State Council considers it necessary to establish a project, it shall be decided jointly with the relevant administrative departments in the State Council.

Mandatory national standards are issued with the approval or authorization of the State Council.

Where laws, administrative regulations and the State Council decisions provide otherwise for the formulation of mandatory standards, such provisions shall prevail.

Article 11 Recommended national standards may be formulated for technical requirements that are basic, universal, compatible with mandatory national standards and have a leading role in related industries.

Recommended national standards shall be formulated by the administrative department of standardization of the State Council.

Article 12 For technical requirements that are not recommended by the state but need to be unified in a certain industry in the country, industry standards may be formulated.

Industry standards shall be formulated by the relevant administrative departments in the State Council and reported to the standardization administrative departments in the State Council for the record.

Twenty-fifth products and services that do not meet the mandatory standards shall not be produced, sold, imported or provided.
