IV. Donation criteria

In principle, the personal donation is not less than one day's economic income (calculated by 22 working days per month, and the monthly income of retirees divided by 3 days). Production and business enterprises, including joint-stock enterprises and private enterprises, in addition to employees donating one day's economic income, profit-making units advocate donating one day's profits, and government agencies and institutions donate a sum of money saved. Encourage state-owned enterprises and private enterprises to make charitable donations in the form of special relief funds, and encourage enterprises and individuals to make various forms of donations for the development of charity.

V. Preferential policies

According to the provisions of State Taxation Administration of The People's Republic of China Guoshuihan [22] No.129 document, donation units and individuals can enjoy the following tax reduction and exemption policies: the portion of charitable donations made by units within 3% of the annual taxable income is allowed to be deducted; The part where the individual donation does not exceed 3% of the taxable income declared by the taxpayer may be deducted.

VII. Reception, management and use of raised funds

(1) The funds raised by each city (district) are in the unit of the city (district), and the charity associations (preparatory committees) of each city (district) are responsible for receiving, managing and using them. Among them, 5% of the funds raised are mainly used for relief projects such as caring for thousands of families, charity to help students, helping the elderly in the sunset, helping the disabled with love, and planning for tomorrow, which are arranged by the Municipal Charity Federation. During the activity, the amount of donations received on that day will be summarized and reported to the office of the Municipal Charity Federation before 16: every day, and the office of the Charity Federation will inform the society through the news media.

(2) The donation activities of the units directly under the municipal government shall be deployed by the responsible units of each group (the grouping arrangement is attached), organized and implemented in a unified way, and the donation shall be directly handed over to the office of the Municipal Charity Federation.

(3) Each donation receiving unit shall issue a unified receipt for donations received by public welfare undertakings in Shandong Province printed by the Provincial Department of Finance to the donors. After the event, the audit department will conduct an audit, announce the donation results in the news media and accept social supervision.

(4) after the donation, the responsible units of each group shall list the donation details of the responsible units one by one and report them to the office of the Municipal Charity Federation.

VIII. Organizational leadership

In order to strengthen organizational leadership, the city set up a leading group for "Charity Donation for One Day" with the deputy mayor in charge of the municipal government as the team leader and the heads of the Economic and Trade Commission, Education Bureau, Civil Affairs Bureau, Transportation Bureau, State-owned Assets Supervision and Administration Commission, Federation of Industry and Commerce, Industry and Commerce Bureau, Banking Bureau and other units as members. The office of the leading group is located in the Civil Affairs Bureau, which is specifically responsible for the organization and coordination of this donation activity. Each urban area (including two development zones) should also set up corresponding institutions to ensure the smooth development of donation activities.

IX. Publicity and Launching

In order to ensure the smooth progress of this year's donation work and achieve remarkable results, it is necessary to effectively increase the publicity of the "one-day donation with kindness" activity. From May 2th, a month's intensive publicity will be conducted through various media and flexible ways. In addition to publicizing this year's implementation plan, we should focus on publicizing the opportunities faced by the current development of charity, the spirit of the "China Charity Congress", the "Guidelines for the Development of Charity in China", the good fashion of helping the poor, being honest and friendly, helping each other and contributing to society, and the advanced examples and typical figures in the "One-day Donation for Kindness" activity last year, as well as the fruitful results achieved in charity relief activities. It is necessary to increase the publicity of preferential tax policies for charitable donations, so as to facilitate donors to go through preferential tax procedures. By creating momentum, we will further encourage and mobilize the enthusiasm of the broad masses to consciously contribute their love, strengthen people's charity awareness, and strengthen the sense of civic responsibility of enterprises.
