These regulations apply to the setting off of fireworks and firecrackers and their management activities within the administrative area of ??this city. Article 2 The municipal and district (municipal) people's governments shall strengthen the organization and leadership of the management of fireworks and firecrackers, establish a joint meeting system, and coordinate major matters related to the management of fireworks and firecrackers. The public security organs are responsible for the public safety management of fireworks and firecrackers. The emergency management department is responsible for the supervision and management of the safety production of fireworks and firecrackers. The ecological environment, urban management, approval services, market supervision, transportation, commerce, civil affairs, education and other departments shall work together to manage the management of fireworks and firecrackers according to their respective responsibilities. The town people's government and sub-district offices should incorporate the management of fireworks and firecrackers into grassroots social governance work and strengthen organization, coordination, guidance and supervision. Residents’ committees, villagers’ committees, and property service companies should assist in the management of fireworks and firecrackers, and strengthen publicity and guidance to residents, villagers, and owners. Article 3 The municipal and district (city) people's governments prohibit the setting off of fireworks and firecrackers in areas demarcated in the following manner: (1) The municipal people's government delimits the areas where fireworks and firecrackers are prohibited in Zaozhuang High-tech Zone and announces it to the public; (2) Each district ( Municipal) people's governments shall delimit areas where fireworks and firecrackers are prohibited within their respective administrative regions and announce them to the public. The municipal and district (city) people's governments may adjust the areas where fireworks and firecrackers are prohibited and announce them to the public. According to the needs of economic and social development, the area where fireworks and firecrackers are prohibited can be reasonably expanded, and the ban on fireworks and firecrackers in the entire region can be gradually realized. Article 4 Outside areas where fireworks and firecrackers are prohibited, it is prohibited to set off fireworks and firecrackers in the following places: (1) Office spaces of government agencies and institutions; (2) Cultural relics protection units; (3) Transportation hubs such as stations, airports, docks, and railway lines Safety protection zones; (4) Production, operation, and storage sites for flammable and explosive items; (5) Safety protection zones for energy facilities such as power transmission and transformation, gas, and fuel oil, and military facilities protection zones; (6) Medical institutions, kindergartens, and schools , elderly care service institutions; (7) Mountain forests and other key fire prevention areas, large and medium-sized reservoir management areas; (8) Tourist attractions, shopping malls, libraries, museums, sports venues and other crowded places; (9) Other places stipulated by laws and regulations . Article 5 Fireworks and firecrackers are prohibited in the entire city during the following periods: (1) During the emergency response to heavy pollution weather; (2) During the high school entrance examination and college entrance examination; (3) Other prohibited periods determined by the Municipal People's Government in accordance with the law. Article 6 The municipal and district (municipal) people's governments shall organize and set up unified warning signs prohibiting the setting off of fireworks and firecrackers in areas and places where the setting off of fireworks and firecrackers is prohibited, and provide safety reminders and precautions. Any unit or individual has the right to dissuade or report the illegal setting off of fireworks and firecrackers to the public security and other departments. After receiving the report, the relevant departments shall investigate and deal with it in a timely manner and provide feedback, and the information of the reporter shall be kept confidential. Article 7 In areas, places and periods where the setting off of fireworks and firecrackers is prohibited, operators engaged in weddings, banquets, funerals and other services shall inform service recipients of the prohibition on setting off fireworks and firecrackers, and shall not provide them with fireworks and firecrackers setting off services; Service recipients should be discouraged from setting off fireworks and firecrackers, and those who refuse to listen should be reported to the public security organs in a timely manner.

Article 8 Outside the areas, places and time periods where fireworks and firecrackers are prohibited, fireworks and firecrackers shall not engage in the following behaviors: (1) Throwing fireworks and firecrackers at crowds, vehicles, buildings (structures), underground pipe networks, public green spaces; 2) Setting off or throwing things outside buildings (structures), on roofs, balconies, windows; (3) Impeding the safe passage of pedestrians and vehicles; (4) Setting off in other ways that endanger public safety and personal and property safety . After setting off fireworks and firecrackers, the residue should be cleaned up promptly and safety hazards should be eliminated. Article 9 Violates the provisions of Articles 3, 4, 5, and 8 of these Regulations by setting off fireworks and firecrackers in areas, places, or periods where the setting off of fireworks and firecrackers is prohibited, or in order to endanger public safety, persons, and property. Anyone who sets off fireworks and firecrackers in a safe manner will be ordered by the public security organ to stop setting off, and a fine of not less than 100 yuan but not more than 500 yuan will be imposed; if it constitutes a violation of public security management, public security management penalties will be imposed in accordance with the law; if a crime is constituted, criminal liability will be pursued in accordance with the law.
