According to the "Zhengzhou City City Appearance Management" Regulations" and "Zhengzhou Municipal Outdoor Advertising Setup Management Regulations" and other relevant regulations, these measures are formulated. Article 2 Neon lights as mentioned in these Measures include electronic display boards, light boxes, floodlights, blister lights and other signs (signs) with lighting devices and other facilities. The term "door plaque" as mentioned in these Measures refers to the signboard facilities of a store set up on the street. The term "nightscape lighting" as mentioned in these Measures includes landscape lighting and exterior lighting of buildings (structures). Article 3 These Measures apply to the management of neon lights, door plaques and night scene lighting within the urban built-up areas of this city. Article 4 The municipal city appearance administrative department is responsible for the management of urban neon lights, door plaques and night scene lighting in this city. Under the guidance of the city's city appearance administrative department, the city appearance administrative departments of each district (excluding the upper block) are responsible for the management of urban neon lights, door plaques and night scene lighting within their respective administrative areas.

Planning, urban management administrative law enforcement, construction, gardening, finance, housing management, industrial and commercial administration, public security and other administrative departments and electric power units should work together within the scope of their respective responsibilities to ensure the implementation of urban neon lights, Management of door plaques and night lighting. Article 5: Urban neon lights, door plaques and night scene lighting shall adhere to the principles of overall planning, scientific design, rational layout, beautifying the city appearance, healthy content, and standardized management, so as to gradually improve the living environment of citizens and enhance the taste of the city. Article 6 The city appearance administrative department shall, in conjunction with planning, industrial and commercial administration and other relevant departments, formulate plans and standards for the installation of urban neon lights, door plaques and night scene lighting facilities according to different streets and road sections, and organize their implementation after approval by the people's government at the same level. and announce it to the public. Article 7 City neon lights and door plaques should be installed in accordance with the installation plan and standards, and meet the following requirements:

(1) Neon lights installed below the lintel or cornice of a building (structure) should be strictly Control the volume and coordinate with the building (structure);

(2) The height, media form, shape, and specifications of neon lights and door plaques installed on the same building (structure) , colors, etc. should be coordinated;

(3) The content is healthy, the writing is standardized, the handwriting is clear, the patterns and light display are complete and eye-catching;

(4) Independently supported neon lights are not allowed Occupy blind lanes and sidewalks;

(5) Meet the requirements of safety, environmental protection, and energy conservation;

(6) Must not be similar to or conflict with traffic lights. Article 8: City neon lights and door signboards shall be maintained and managed in accordance with the principle that whoever installs them is responsible for maintenance and management. The installation unit should strengthen the daily maintenance and inspection of neon lights and door plaques. Any incomplete, dirty or damaged patterns, text, and lights should be repaired within three days. If it is obsolete, expired or damaged and affects the city appearance, the installation unit shall update or dismantle it. Article 9 If urban neon lights or door plaques do not meet the published installation standards, or if the patterns and text are incomplete, dirty, or damaged, the urban management and administrative law enforcement department shall order them to be corrected or removed within a time limit; if they are not corrected or removed within the time limit, Can be forcibly removed. Article 10: Buildings (structures) along the street are encouraged to install night scene lighting. Buildings (structures) along the streets of key streets and road sections shall be equipped with exterior lighting in accordance with the plans of the municipal and district people's governments. Article 11 Nightscape lighting installed in buildings (structures) along the street shall be separately equipped with meters to measure electricity consumption. After installation is completed, it shall be reported to the municipal or district city appearance administrative department for approval of electricity subsidies. Article 12 City night scene lighting opening and closing times:

(1) Lighting time:

From March 1st to April 30th, it is 18:30;

From May 1st to August 31st, it is 19:30;

From September 1st to September 30th, it is 20:00;

From October 1st to The end of February of the following year is 18:00.

(2) Lights-off time:

No earlier than 24:00 during statutory holidays;

No earlier than 23:00 on Fridays and Saturdays;

No earlier than 23:00 on Fridays and Saturdays;

Other dates shall be no earlier than 22:00.

When the government holds major events, the opening and closing hours should be adjusted according to government arrangements.

Article 13 Where a lighting monitoring device has been installed, the opening and closing time of the lighting monitoring device shall be controlled. The control function of the lighting monitoring device shall not be blocked or changed, nor shall the control range of the lighting monitoring device be changed. Article 14 Urban nightscape lighting facilities shall be maintained and managed in accordance with the following provisions:

(1) Urban nightscape lighting facilities on municipal roads and bridges shall be maintained and managed by the urban lighting management agency;

< p>(2) Nightscape lighting facilities within squares, parks, amusement parks, and public green spaces shall be maintained and managed by the management agency of the place;

(3) Urban nightscape lighting invested and constructed by social units Facilities shall be maintained and managed by their property owners;

(4) Other urban nightscape lighting facilities invested and constructed by the government shall be maintained and managed by units determined by the government. Article 15 Any behavior that violates the provisions of these Measures shall be ordered by the urban management and administrative law enforcement department to make corrections within a time limit, and may be punished in accordance with relevant laws and regulations. Article 16 These Measures shall come into effect from the date of promulgation.
