Notice on the distribution of goods and the implementation of consumption clear cards and other requirements during the epidemic prevention period

In order to further prevent and control the new coronavirus epidemic, some communities in our city have implemented closed management in accordance with unified requirements, and have implemented distribution and supply of daily necessities such as medicines and vegetables for residents. In order to continue to maintain a stable transaction order and fully protect the legal rights of consumers in closed communities such as safety, freedom of choice, and fair trade, the requirements for various types of distribution operations are hereby announced as follows:

1. Distribution commodities should be Provide "Consumption Clear Card". The "Consumption Understanding Card" should state the product name, specifications, quantity, unit price and total price of the daily necessities and medicines delivered. The form of "Consumption Clearance Card" includes shopping receipt details, electronic bill details or other written evidence that meets the requirements of this article.

2. The quality, safety and accurate measurement of goods should be ensured. Food safety must be ensured for fresh vegetables and other products, and there must be no spoilage or other products that are not in compliance with food safety. Ensure that the measurement of commodities is consistent with the quantity stated on the consumption clear card.

3. Delivering goods should ensure the health of delivery personnel. Delivery units should strictly conduct pre-job screening of delivery personnel, prevent "four categories" of personnel from engaging in delivery work, conduct daily body temperature monitoring of delivery personnel, and do a good job in daily disinfection of delivery vehicles and other tools.

Delivery personnel should implement relevant regulations on contactless delivery, such as wearing masks and washing hands frequently, and deliver goods to consumers’ communities.

4. Encourage delivery companies to waive delivery fees. If the cost is higher due to increased delivery, it can be charged appropriately.

If a delivery fee is charged, in addition to clearly informing consumers of the scope of product delivery and charging standards before delivery, it should also be clearly stated on the consumer understanding card.

5. If delivered in the form of a "package", the "package" must indicate the quantity and unit price of each item in the package, and it is prohibited to indicate only the total price of the "package".

"Packages" shall not set consumption thresholds such as "minimum delivery amount", and shall not be forced to be sold in the name of "package".

6. It is strictly prohibited to drive up prices, pass off goods as good, pass off goods as good, or pass off fake goods as genuine. As long as there is no major change in the purchase price, each distribution company must ensure that the price of distributed goods is stable and prohibit illegal activities such as price gouging.

7. During the epidemic prevention and control period, anyone who violates the above requirements and infringes upon the legitimate rights and interests of consumers will be dealt with promptly and severely in accordance with the law once verified.

8. This notice shall be implemented from the date of issuance. From the date of the end of the epidemic, this notice will automatically cease to be implemented.
