Measures for Water Conservation in Shaanxi Province (202 1)

Chapter I General Provisions Article 1 In order to promote water conservation, scientific and rational utilization of water resources, build a water-saving society and promote high-quality economic and social development, these measures are formulated in accordance with the Water Law of People's Republic of China (PRC) and the Measures for the Implementation of the Water Law of People's Republic of China (PRC) in Shaanxi Province, combined with the actual situation of this province. Article 2 These Measures shall apply to water conservation and its supervision and management within the administrative area of this province. Article 3 Water conservation shall follow the principles of giving priority to conservation, overall planning, rational allocation, classified guidance and comprehensive utilization, and establish and improve the mechanism of party committee leadership, government leadership, departmental coordination, market regulation and public participation. Article 4 The people's governments at or above the county level shall incorporate water conservation into the national economic and social development plan, formulate water conservation policies, establish an assessment system for water conservation, strengthen the guarantee of water conservation funds, and promote water conservation in the whole society.

Township (town) people's governments and sub-district offices shall do a good job in water conservation within their respective jurisdictions. Article 5 The water administrative department of the people's government at or above the county level shall be responsible for water conservation within their respective administrative areas, formulate policies and standards for water conservation, organize the formulation and supervision of water conservation plans, organize the implementation of water total control and quota management systems, and guide and promote the construction of a water-saving society.

The development and reform department of the people's government at or above the county level shall be responsible for the connection between water conservation planning and national economic and social development planning, and establish and improve the price mechanism conducive to promoting water conservation.

The education department of the people's government at or above the county level shall be responsible for the work related to water conservation in schools, guide schools to carry out water conservation education, guide teachers and students to establish water conservation awareness, and promote the overall water conservation in schools.

The competent department of industry and information technology of the people's government at or above the county level is responsible for guiding the work related to industrial water saving, popularizing advanced industrial water saving technologies, processes and equipment, and promoting the construction of water-saving enterprises.

The competent department of housing and urban construction of the people's government at or above the county level or the department responsible for urban water conservation is responsible for urban water conservation and promoting the construction of water-saving cities.

The competent agricultural and rural departments of the people's governments at or above the county level shall be responsible for the relevant work of agricultural water saving, popularize efficient water-saving irrigation and popularize advanced agricultural water-saving technologies.

Other relevant departments of the people's governments at or above the county level shall, in accordance with the division of responsibilities, do a good job in water conservation. Sixth people's governments at all levels and their relevant departments should strengthen publicity and education on water conservation, popularize water conservation knowledge, and enhance the awareness of water conservation of the whole people.

Radio, television, newspapers, internet and other news media should strengthen public welfare propaganda and public opinion supervision on water conservation.

Schools, shopping malls, parks, hospitals and other public places should set up water-saving publicity slogans and signs to publicize water-saving knowledge. Seventh all units and individuals have the obligation to save water, and have the right to stop and report the waste of water resources.

The water administrative department of the people's government at or above the county level shall establish a system of reporting and complaining about water conservation, announce the way of reporting and complaining, and handle the reporting and complaining in a timely manner. Eighth units and individuals that have made remarkable achievements in water conservation shall be commended and rewarded in accordance with the relevant provisions of the state and this province. Chapter II Management of Water Conservation Article 9 The water administrative department of the people's government at or above the county level shall, jointly with the development and reform department, work out the water conservation plan of the administrative region according to the water conservation plan of the people's government at the next higher level, the requirements of the economic and social development of the administrative region and the situation of water resources, and submit it to the people's government at the same level for approval before implementation.

If the water conservation plan needs to be revised, it shall be submitted to the original approval authority for approval in accordance with the preparation procedures. Article 10 The water administrative department of the people's government at or above the county level shall implement unified dispatching and rational allocation of surface water and groundwater, give priority to the utilization of surface water, restrict the exploitation of groundwater, and encourage the use of unconventional water such as reclaimed water, rainwater, brackish water and drainage. Eleventh water administrative departments of the people's governments at or above the county level shall conduct water-saving assessment and review of relevant planning and construction projects, reasonably determine the scale and structure of water use, and promote the rational development and utilization of water resources.

Water-saving evaluation includes current water-saving level and water-saving potential analysis, water intake scale rationality analysis, water-saving objectives and measures.
