In August 1990, in the first national urban health inspection evaluation, Luzhou City Ranked last among prefecture-level cities in the province. In the same month, Luzhou City established the National Sanitary City Command, with Mayor Cao Xisen serving as the commander and director of the Municipal Patriotic Association. In December 1991, the Municipal Party Committee and the Municipal Government held the “1991 Summary and Commendation Conference for the Work of Creating and Caring for Health Care”. Mayor Cao Xisen delivered a speech entitled "Mobilize the whole party and take action from the whole people to push the city's patriotic health campaign to a new level." In February 1992, the municipal government formulated a plan for Luzhou City to create a national sanitary city, proposing to "strive to reach the national sanitary city standards in 1992 and to reach the national sanitary city standards in 1995 or a little longer." In September 1992, the Fourth National Urban Health Inspection Mission of Sichuan Province, headed by Yin Dakui, deputy director of the Sichuan Provincial Public Health Association and director of the Provincial Public Health Office, conducted an inspection and assessment of the establishment of Luzhou City. Luzhou City was rated first among prefecture-level cities in the province. In December 1992, the National Patriotic Association named Luzhou City the title of "Top Ten Sanitary Cities in National Prefecture-Level Cities". In April 1993, Luzhou City determined the goal of “consolidating, maintaining top ten, moving up to the next level, and striving to become a national sanitary city in three years.” Mayor Tang Ning has been appointed as the new commander of the Municipal Establishment Headquarters and the Director of the Municipal Patriotic Association. In December 1993, Luzhou City was awarded the title of the province’s advanced city (district) in fly extermination; in October 1994, it was awarded the title of the province’s advanced city (district) in cockroach extermination; in November, it won the province’s “Health Education Excellence Award”. In January 1995, the Luzhou Municipal Government formulated a plan to build a national sanitary city in 1995, and began to implement the countdown to meet the national inspection mission from January 1. The assessment team announced that the creation of Luzhou City has met the basic requirements of the "National Sanitary City Inspection and Assessment Standards Implementation Rules". On November 6, the National Patriotic Association named Luzhou City a National Sanitary City. On January 22, 1996, Mayor Tang Ning took home the "National Sanitary City" gold medal from Beijing. A grand receiving ceremony and a grand parade were held that day. The citizens were delighted and the whole city was in jubilation. Yang Yunhong, Secretary of the Municipal Party Committee, received the gold medal from Mayor Tang Ning and delivered a passionate speech. On April 3, 1996, the "Decision of the Luzhou Municipal Committee of the Communist Party of China and the Luzhou Municipal People's Government on Consolidating the Development and Creation of the Achievements of a National Sanitary City" proposed to create our city into an "ecological city, a healthy city, and a garden city" around 2010. ambitious goals, major tasks and powerful measures. On April 3, 1997, the Luzhou Municipal Editorial Committee issued the "Notice on the Establishment of the Luzhou National Sanitary City Management Committee"; on June 9, the municipal government held the founding meeting of the Municipal National Sanitary City Management Committee, and the Municipal National Sanitary City Management Committee officially Listing duties.

On April 8, 1999, the fourth branch of the Sichuan Province Fourth National Urban Health Inspection Team came to Lu for inspection, and our city passed the second re-inspection of the National Sanitary City.

The inspection team unanimously believed that since Luzhou City was named a National Sanitary City in 1995, the Luzhou Municipal Party Committee and Municipal Government have attached great importance to the work of consolidating and developing the achievements of the National Sanitary City, further deepened the awareness of health creation throughout the city, and raised the health creation work to " Carry out patriotic health work from the perspective of "focusing on economy, opening up, development and stability"; organically combine health creation work with the construction of two civilizations, and serve as a means to close the ties between the party and the people and serve the people. He does practical things and good deeds to serve others, and is deeply supported by the masses.

Mayor Xian Kaijin proposed that we should focus on three aspects of work at present. First of all, we must not relax at all in the work of creating health. While maintaining the current results of creating health, we must concentrate on improving some of the weak links pointed out by the inspection team. Secondly, we should start studying now how to persevere in the future, how to further consolidate and develop the achievements in health creation, and how to further improve the scientific and reasonable management system. For example, the issue of "three guarantees" in front of the door and the issue of health inspectors cannot be relied on for a moment. A set of effective methods must be developed to make them institutional, legal and scientific. Third, we must move towards higher goals. We cannot stay at the current level of health creation. We must aim at the grand goal of creating a first-class modern city in Luzhou and move towards the goals of environment, health and life. Only in this way can we make unremitting efforts in health creation work, constantly grasp the new situation, one level is higher than the other, and truly build Luzhou, where the two rivers meet, into a beautiful health city, a garden city, and a famous city with simultaneous development of two civilizations.

In September 2001, Xiao Tian was appointed as mayor and director of the Municipal Patriotic Association. On September 28 of the same year, the city’s fly eradication work passed the review and continued to maintain the title of provincial-level advanced city area for insecticide.

In October 2002, Xu Bo, Secretary of the Municipal Party Committee, emphasized that if basic health problems cannot be solved, we are not qualified to talk about the "Three Represents". On October 23, 2002, our city passed the third review of the National Sanitary City. Mayor Xiao Tianren proposed for the first time: Seriously study the long-term mechanism and scientific mechanism of urban management, and adopt more scientific, systematic and powerful means to manage the national health city. He also proposed to change "Gold medals must be protected, lost points must be investigated" to "Gold medals must be protected, and resurgence must be investigated".

In June 2003, the Luzhou Municipal People's Government issued the "Opinions of the Luzhou Municipal People's Government on Establishing a Long-term Urban Management Mechanism", proposing to consolidate and develop national health achievements with high quality and ensure that all streets and alleys are clean and tidy. The goal is to build our city into the most suitable city for people to live in and the most suitable for starting a business. The basic framework of the long-term management mechanism of the National Sanitary City has been basically formed, breaking the vicious cycle of "assault-inspection-resurgence" and "re-assault-inspection-inspection-resurgence again", and is moving towards the quality of the national sanitary city< /p>

In February 2004, Shuangsha Town in Gulin County was named a health town in Sichuan Province by the Provincial Patriotic Association. In December, Hejiang County was named a municipal-level sanitary county by the municipal government. So far, all four counties in our city have become municipal-level sanitary counties.

In January 2005, Lu County was named a health county in Sichuan Province by the Provincial Patriotic Association, and Shidong Town in Longmatan District was named a health town in Sichuan Province. In March, in order to deploy our city to accept the fourth review and assessment of the National Sanitary City and the second special review and assessment of rodent control in urban areas, the Office of the Luzhou Municipal Party Committee and the Office of the Luzhou Municipal People's Government issued the "About welcoming the National Sanitary City Review and Assessment" Opinions on the Second Special Review of Rat Control in Urban Areas". In August, Zhu Yizhuang, deputy secretary of the Luzhou Municipal Party Committee and acting mayor of the municipal government, succeeded as director of the Fifth Patriotic Health Campaign Committee of Luzhou City. From September 20 to 22, Liu Xiaofeng, deputy governor of the provincial government and deputy director of the Provincial Patriotic Association, led the Sichuan Provincial Sanitary City Review Team to conduct a comprehensive review of the city’s national health city consolidation work in the past three years. The review team unanimously believed that Luzhou City’s national sanitary city achievements have been consolidated and made new developments, and it passed the review. It is recommended that it be submitted to the National Patriotic Association for confirmation.

On July 26, 2006, the Municipal Party Committee Office and the Municipal People's Government Office issued the "Implementation Opinions on welcoming the National Sanitary City Review"; on September 15, the Municipal Party Committee and the Municipal Government held a "Luzhou City Welcomes the National Sanitary City Review" "Urban Review Emergency Work Meeting", the mayor and director of the Municipal Patriotic Association Zhu Yizhuang made arrangements for the inspection, and the Municipal Party Committee Secretary Yuan Benpu made an important speech at the meeting.

In February 2007, the All-China Patriotic Health Association issued the "Notice on the Review of National Sanitary Cities (Districts and Towns) in 2006" (Quanaiweifa [2007] No. 2) and held The press conference announced the results of the review of national sanitary cities (districts and towns) in 2006: 43 cities including our city were re-confirmed as "national sanitary cities". Our city’s second national defense gold medal is the result of the hard work of the people of the city. It is the glory and pride of Luzhou. It will surely inspire the people of the city to continue to forge ahead to build a harmonious Luzhou and promote the sound and rapid economic and social development of our city.

In May 2007, Zhu Yizhuang, deputy secretary of the Luzhou Municipal Party Committee and mayor of the Communist Party of China, was appointed director of the Sixth Patriotic Health Campaign Committee of Luzhou City.
