Chapter I General Principles

Article 1 The name of this group is: Beijing Photographers Association.

Article 2 This organization is a non-profit social organization initiated by Beijing Daily and registered with the approval of Beijing administrative organ.

Article 3 The purpose of Beijing Photographers Association is: under the leadership of China * * * Producer Party, guided by Marxism-Leninism and Mao Zedong Thought, adhere to the Four Cardinal Principles, adhere to the direction of serving the people and socialism, abide by the Constitution, laws, regulations and national policies, abide by socialist morality, unite photographers in the whole city, and work hard to develop and prosper Beijing's photographic art creation and strengthen the construction of socialist material civilization and spiritual civilization.

Article 4 The organization accepts the business guidance, supervision and management from the competent business unit, Beijing Federation of Literary and Art Circles and Beijing Social Organization Management Office.

Chapter II Scope of Business

Article 5 The business scope of the Group:

(a) unite photographers to actively create photographic art around Beijing's reform and opening up, various central tasks, scenic spots, customs and people's feelings;

(2) Organizing citywide photography competitions and exhibitions;

(3) Establish a movie friends' home (Canon Garden), hold photography lectures, popularize photography knowledge, create conditions for photographers to practice photography, conduct technical exchanges and train photographers;

(4) Organizing retired cadres to carry out photography activities to enrich their old age;

(5) Promote the photography exchange between Beijing and other countries and regions in the world, especially twin cities, Hong Kong, Macao and Taiwan, and let the world know about Beijing;

(six) to serve the municipal party committee and the municipal government and complete the tasks assigned by the leaders;

Chapter III Members

Article 6 The absorption unit of this group is a group member, and the individual absorption is an individual member.

Article 7 A member who applies to join this group must meet the following conditions:

(a) Support the articles of association of the Group;

Have the will to join this group;

(3) It has certain influence in the business field of the Group;

Article 8 The membership procedure is as follows:

(1) Submit a membership application to the secretariat of the Council, submit six works, and be recommended by two individual members or one group member (grass-roots film association is also allowed);

(2) discussed and adopted by the Council;

(three) the secretariat of the Council shall go through the membership procedures and issue membership cards;

(4) The time for members to apply for approval is: complete the approval and reply procedures within 15 working days from the date when the Secretariat receives the application procedures;

Article 9 Members shall enjoy the following rights:

The right to vote, to be elected and to vote of this group;

(two) to participate in the activities of this group;

(three) to obtain the priority of this group service;

(four) to criticize and supervise the work of this group;

(5) Freedom of voluntary participation and withdrawal;

Article 10 Members shall perform the following obligations:

(a) Implementing the resolutions of the Panel;

Safeguard the legitimate rights and interests and reputation of this group;

(three) to complete the work assigned by the group;

(four) to pay membership fees in accordance with the provisions;

Reflect the situation to the Group and provide relevant information;

Article 11 When a member withdraws from the meeting, he shall notify the group in writing and return his membership card. If a member does not pay the membership fee or participate in the group activities within one year, it will be regarded as automatic withdrawal.

Article 12 If a member seriously violates the Articles of Association, he shall be removed from the membership by voting of the Council or the Standing Council.

Chapter IV Organizational Structure

Thirteenth the highest authority of this group is the members' congress, and its main responsibilities are:

To formulate and amend the Articles of Association;

(2) Electing and dismissing directors and supervisors;

(3) Reviewing the work reports and financial reports of the board of directors and the board of supervisors;

Decide on major changes and termination;

(five) to decide on other major issues;

Article 14 A member congress shall be convened only when more than two thirds of the members' representatives are present, and its resolutions shall take effect only when more than half of the members' representatives are present.

Fifteenth members' congress is held every four years. Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the board of directors, reviewed by the competent business unit and approved by the Association Registration Management Office. However, the term of office shall not be extended for more than one year.

Article 16 The Council is the executive body of the general meeting of members, leading the group to carry out its daily work when the general meeting is not in session, and being responsible for the general meeting.

Article 17 The duties of the Council are:

To implement the resolutions of the members' congress;

(two) to elect and recall the president, vice president, supervisor, secretary general and members of the board of supervisors;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' meeting;

(6) Deciding to establish offices, branches, representative offices and entities;

(seven) to decide on the appointment of the Deputy Secretary-General and the principal responsible persons of various institutions;

To lead the work of the organization of this group;

(nine) to formulate internal management system;

(X) Accepting the opinions of the Board of Supervisors on the disciplinary issues of the Group, proposing solutions and accepting supervision;

(eleven) to solve other major problems;

Article 18 A meeting of the board of directors shall be held only when two-thirds of the directors are present, and its resolution shall take effect only if it is approved by a majority of the directors present.

Article 19 The Council shall meet at least once a year; Under special circumstances, you can also call through communication.

Article 20 The president, vice-president and secretary-general of this group must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the business field of the Group;

(3) The maximum age of the president, vice-president and secretary-general shall not exceed 70, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Having not been subjected to criminal punishment of deprivation of political rights;

(6) Having full capacity for civil conduct;

Article 21 The legal representative of this group is the president.

The legal representative of the group shall not be concurrently held by the current leading cadres of government organs.

The term of office of the president shall not exceed two terms.

Article 22 The President of the Group shall exercise the following powers:

(1) Convening and presiding over the Council;

Check the implementation of the resolutions of the members' congress and the Council;

(3) Signing relevant important documents on behalf of the group;

Article 23 The Secretary-General of this research group shall exercise the following functions and powers:

(a) under the leadership of the Standing Council, preside over the daily work of the Secretariat and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representative offices and entities;

(3) Nominate the Deputy Secretary-General and the heads of offices, branches, representative offices and entities, and submit them to the Council for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handling other daily affairs;

Article 24 The Board of Supervisors

The Board of Supervisors of the Group consists of three members, who are elected by and responsible for the general meeting. Its main responsibilities are:

(1) Electing the chairman of the board of supervisors;

(2) Attend board meetings;

(three) to supervise the activities of this group and its leading members in accordance with these regulations and relevant laws and regulations;

(four) to urge the group and leading members to carry out activities in accordance with the approved articles of association, business scope and internal management system;

(five) to supervise the behavior of members of this group who violate the discipline of this group and damage the reputation of this group;

Supervise the financial status of the Group;

(VII) Put forward opinions on handling violations of laws and disciplines of the Group, submit them to the Council and supervise their implementation;

Chapter V Asset Management

Twenty-fifth sources of funds for this group:

(1) membership fee;

2 donation;

(3) government funding;

(4) Income from activities or services provided within the approved business scope;

(5) interest;

(6) Other lawful income;

Article 26 Membership fee standard of this group: 50 yuan for individual members every year; Group members are in 25 yuan every year.

Article 27 The funds of this group must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 28 The Group shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.

Article 29 The Group is equipped with accountants with professional qualifications. An accountant may not concurrently serve as a cashier. Accounting personnel must carry out accounting and accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Thirtieth the assets management of this group must implement the financial management stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to state appropriations or social donations or subsidies, it must accept the supervision of audit institutions. And publish relevant information to the public in an appropriate way.

Article 31 Before a group changes or changes its legal representative, it must accept the financial audit organized by the organization registration authority and the competent business unit.

Article 32 No unit or individual may occupy, privately divide or misappropriate the assets of this group.

Article 33 The wages, insurance and welfare benefits of the full-time staff of the Group shall be implemented with reference to the relevant provisions of the state on public institutions.

Chapter VI Termination Procedure

Article 34 When the Group completes its purpose or is dissolved due to division or merger or needs to be cancelled, the board of directors shall propose a termination proposal.

Article 35 The motion to terminate this group must be voted by the members' congress and submitted to the competent business unit for examination and approval.

Article 36 Before the termination of the Group, a liquidation organization must be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no other activities other than liquidation will be carried out.

Thirty-seventh this group shall terminate after the cancellation of registration by the association registration authority.

Article 38 The remaining property after the termination of this group shall be used for the development of undertakings related to the purpose of this group under the supervision of the competent business unit and the organization registration authority in accordance with the relevant provisions of the state.

Chapter VII Supplementary Provisions

Article 39 The Articles of Association was adopted by the members' congress on June 5, 2005+February 6+July 5.

Article 40 The right to interpret the Articles of Association belongs to the Council of the Organization.

Article 41 The Articles of Association shall come into force as of the date of approval by the registration authority of associations.
