Brief introduction of college students' western volunteer program

The "Western Plan for College Students' Volunteer Service", also known as the "Western Plan", was jointly organized and implemented by the Central Committee of the Communist Youth League, the Ministry of Education, the Organization Department and the Ministry of Personnel in 2003 according to the relevant requirements of the State Council. Starting from 2003, it is planned to recruit a certain number of fresh graduates from ordinary colleges and universities every year by means of open recruitment, voluntary registration, organization selection and centralized dispatch, and engage in education, health, agricultural technology, poverty alleviation and the construction and management of township youth centers in poverty-stricken counties in the west, with a term of 1-2 years. "College students' voluntary service to the west" is one of the four grass-roots employment projects organized and implemented by the central government. On May 29th, 2003, the Notice of the General Office of the State Council on Doing a Good Job in the Employment of College Graduates in 2003 (No.49 [2003] of the State Council) proposed that the Central Committee of the Communist Youth League and the Ministry of Education should organize and implement the "Volunteer Service Plan for College Students in the West". The central finance gives appropriate support to the plan. On June 8, 2003, the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and the Ministry of Personnel issued the Notice on Implementing the Volunteer Service Plan for College Students in the West (Zhongqinglianfa [2003] No.26), and decided to implement the Volunteer Service Plan for College Students in the West from 2003. We will promote the work of the Communist Youth League in rural areas, the pilot work of modern distance education for cadres in rural party member, grass-roots procuratorates, grass-roots people's courts, grass-roots judicial assistance, and the safe construction of rural areas in the west. After the expiration of volunteer service, encourage them to take root at the grass-roots level, or choose their own jobs, mobile employment, and give certain policy support in further studies and employment. In the past five years, the National Project of Western Planning has recruited 33,920 college graduates to engage in the volunteer service of the above 1 1 special action at the township level of more than 500 poverty-stricken counties in 26 provinces (autonomous regions and municipalities) in the central and western regions. Among them, 12243 volunteers served for two years, and the cumulative number of on-the-job service in five years was 46 163. Together with 38,000 volunteers from local projects implemented in 23 provinces (autonomous regions and municipalities) such as Beijing, Liaoning, Hebei and Jiangsu, the total scale of voluntary service in the western region has reached 7 1920. After the expiration of volunteer service, they are encouraged to take root in the western region for employment, or they can choose their own jobs or work on the move. The Ministry of Finance and the Ministry of Personnel provide necessary policy and financial support for volunteers. It is planned to recruit 5000-6000 volunteers in the first year. Standing on the strategic height of ruling and rejuvenating the country and strengthening the country with talents, we will persist in this work for a long time, constantly improve it and form a system. At present, there are more than 48,000 volunteers in China West Project. It is the consistent policy of our party and government to encourage young intellectuals to go into practice, to go to the grassroots and hard areas to undergo exercise and grow up healthily. Mobilizing college students to go to the west and make contributions where the motherland and people need them most will promote the development of social undertakings such as education, health, agricultural technology and poverty alleviation in poor areas in the west, broaden the channels for college students to find jobs and start businesses, cultivate and bring up a large number of outstanding young talents with modern scientific and cultural knowledge, grassroots work experience and strong sense of social responsibility, carry forward the volunteer spirit of "dedication, friendship, mutual assistance and progress" and promote sustained, rapid and healthy economic and social development. The Central Committee of the Communist Youth League was established in 2003, mainly serving the western region. The main service providers are Inner Mongolia, Guangxi, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, etc. 12 western provinces (autonomous regions and municipalities) plus Hainan Province, Xinjiang Production and Construction Corps, Hunan Xiangxi Prefecture, Hubei Enshi Prefecture, and so on.
