1. Recruiting objects and conditions

Recruiting objects are graduates of ordinary colleges and universities, and their majors should meet the needs of professional posts in the army; Graduates from senior technical schools and technician colleges whose majors meet the needs of professional posts in the army can also be recruited. Recruiting objects should be unmarried, with males under 24 years of age and females under 23 years of age; Political and physical conditions, in accordance with the relevant provisions of the recruitment of conscripts. Recruited graduates of ordinary colleges and universities, whose colleges and majors have carried out vocational skill appraisal, shall obtain the vocational qualification certificate issued by the state at or above the intermediate level; Recruited graduates from senior technical schools and technician colleges shall obtain vocational qualification certificates of senior or above issued by the state.

Physical fitness evaluation elements include height, weight and vision. (1) Preparation and planning stage. (2) organize the implementation stage. From June 1 to June 3, guide the cities (prefectures) to do a good job in physical examination, political examination and academic qualification examination of the enrolled objects. In late June, the Provincial Conscription Office will conduct a centralized re-examination of those who have passed the physical examination, political examination and academic qualification examination.

(3) Approving the troop allocation stage. From July 1 to July 15, guide the cities (prefectures) to do a good job in visiting and investigating, approving the deployment of troops, signing agreements, and sorting out files.

(4) transportation summary stage. From July 15 to August 1, organize file handover, make transportation plan, and organize direct recruitment of non-commissioned officers to report themselves.

IV. Relevant requirements

(1) Do a good job in investigation and conduct in-depth publicity and launch. The military service organs should, jointly with the education departments, carefully investigate the number of colleges and universities and graduates enrolled in the major, and accurately grasp the number and distribution of recruits in the region. It is necessary to organize extensive and in-depth publicity in relevant colleges and universities, with the focus on higher vocational colleges with professional counterparts, and fully mobilize the enthusiasm of students who meet the professional conditions to register for the job. Recruiting a small number of majors and female soldiers should pay attention to grasping the scale of publicity, and select some colleges and universities to focus on publicity to prevent overheating of registration. Statistics on the registration of each unit shall be submitted to the Provincial Conscription Office before May 22nd.

(2) Strictly check and ensure the quality of recruitment. All levels should conscientiously implement the "Regulations on Recruiting Non-commissioned Officers Directly from Non-military Departments" and other relevant policies and regulations jointly issued by the General Staff Department and other eight departments, strictly review and check the conditions and standards, and implement recruitment in strict accordance with the prescribed methods and procedures. It is necessary to seriously organize physical examination, political examination and inspection of academic certificates, student status files and related professional qualification certificates; If there is an alternative major, you can make up for it from the alternative major if the major can't finish the task. When there are a large number of qualified students in the same major, they should be selected according to the order of party member, military children, the principle of "two priorities" and the scores of physical fitness assessment.

(3) Carefully organize handover to ensure safe entry into the camp. Before the non-commissioned officers directly recruited leave, they should seriously organize safety education, send the Letter of Introduction for Self-registration of Non-commissioned Officers to the non-commissioned officers directly recruited, specify the reported unit, address, time limit, contact information and bus route, and inform the receiving troops of the batch, number, number of trains and arrival time of self-registration. In view of possible problems, we should emphasize relevant disciplines, put forward serious requirements and formulate preventive measures. On the way to report for duty, non-commissioned officers should keep in touch with non-commissioned officers by telephone and strengthen the control on the way to report for duty. In the process of self-registration, it is necessary to strengthen communication with the receiving unit of the army, closely connect with each other, and solve possible problems together to ensure the smooth handover of directly recruited non-commissioned officers.
