Regulations of Zibo Municipality on Promoting Civilized Behavior
The term "civilized behavior" as mentioned in these Regulations refers to the behavior of abiding by the provisions of the Constitution, laws and regulations, embodying socialist core values, conforming to socialist ethics, maintaining public order and good customs, leading social customs, and promoting social civilization and progress. Article 3 The promotion of civilized behavior should adhere to the principles of people-oriented, social governance, combination of rewards and punishments, and systematic promotion, give play to the main role of the masses, and form a long-term mechanism for civilized construction. Article 4 The municipal, district and county spiritual civilization construction committees shall promote the propaganda of civilized behavior in the whole region.
City, district and county spiritual civilization construction institutions are specifically responsible for the organization, guidance, coordination, supervision and inspection of the promotion of civilized behavior. Article 5 The municipal, district and county people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, define the overall objectives, tasks and requirements of the work, formulate policies and measures, and incorporate the funds for the promotion of civilized behavior into the fiscal budget.
The working departments of the municipal, district and county people's governments shall improve administrative efficiency, enforce the law in a civilized manner, strictly enforce the law, and do a good job in publicizing civilized behavior according to their respective responsibilities.
Town People's Government and sub-district offices shall incorporate the propaganda of civilized behavior into the work schedule and do a good job in related work. Article 6 State organs, enterprises and institutions, people's organizations, villagers' committees, residents' committees and other social organizations shall support, participate in, standardize and guide the propaganda of civilized behavior.
National public officials, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, educators, public figures, and staff in window industries such as public transportation, tourism, finance, medical care, and property services should play an exemplary role in advocating civilized behavior. Chapter II Basic Norms of Civilized Behavior Article 7 Citizens shall abide by laws and regulations, carry forward the traditional virtues of the Chinese nation, practice socialist core values, respect public order and good customs, and abide by the norms of civilized behavior. Article 8 Advocate the following civilized behaviors in the whole society:
(1) Dress appropriately, have a civilized language and behave appropriately;
(2) Waiting for the service to line up in turn, using the elevator to go out first and then back, to the right of the escalator station, and to the right of the stairs;
(3) Civilized dining, ordering food in moderation, and advocating separate meals;
(four) civilized medical care, maintaining medical order, mutual respect between doctors and patients, and handling medical disputes through legal channels;
(5) Go to the toilet in a civilized way, maintain the hygiene of public toilets, and take good care of public toilet facilities;
(six) consciously abide by the automobile service agreement, standardize the use of public bicycles, enjoy bicycles, enjoy cars, and travel in a civilized way;
(7) Advocating science, opposing feudal superstitions and consciously resisting cults;
(8) Caring for others and being helpful;
(nine) practice a low-carbon and green lifestyle, save water, electricity, oil, gas and other resources, use energy-saving, water-saving, waste recycling products, and put domestic garbage at designated points and in categories;
(10) Advocating labor and respecting laborers;
(eleven) love their jobs, abide by professional ethics, work system and operational norms, respect the clients, and improve the service level;
(twelve) honest and trustworthy, and consciously fulfill the agreement and legal obligations;
(thirteen) pay attention to family education style, respect for the elderly and love for the young, family harmony, neighborhood harmony;
(fourteen) care for empty nesters, disabled people, left-behind children and minor children of migrant workers;
(15) changing customs, holding new weddings, funerals and civilized sacrifices;
(sixteen) actively participate in national reading and civilized reading, and build a learning society;
(seventeen) other civilized behavior norms advocated by laws, regulations and civilized conventions. Article 9 Citizens shall abide by public order and civilized behavior norms. The following uncivilized behaviors are prohibited:
(1) Making loud noises, quarreling and abusing in public places;
(two) damage and occupation of public facilities;
(three) the destruction of public green space, climbing flowers and trees, picking seeds and fruits in violation of regulations;
(four) spitting, urinating, littering and dumping dirt;
(5) Smoking in public places where smoking is prohibited;
(six) illegal stalls, jeeves;
(seven) distributing and posting advertisements, notices and promotional materials in violation of regulations;
(eight) throwing objects from the inside of the building to the outside;
(9) scribbling, portraying or scribbling on outdoor facilities such as building exterior walls, corridors, stairs, elevators and sidewalks, trees, telephone poles and above-ground pipelines;
(10) occupying, blocking or closing evacuation passages, safety exits, fire exits, barrier-free passages, etc. ;
(eleven) raising chickens, ducks, geese, rabbits, sheep, pigs and other poultry and livestock in the urban built-up area (except for special needs such as teaching and scientific research);
(twelve) other acts in violation of the civilized norms of public order. Article 10 Citizens shall abide by the code of conduct for traffic civilization. The following uncivilized behaviors are prohibited:
(a) when driving or riding a motor vehicle, throwing objects outside the vehicle;
(2) When driving a motor vehicle, use the mobile phone by hand, and irregularly use the high beam and horn;
(three) driving a motor vehicle without driving in the lane, changing lanes at will, speeding, forcibly blocking traffic, occupying emergency lanes and emergency passages, and parking in violation of regulations;
(four) when the motor vehicle passes through the crosswalk, it does not slow down or stop to make way when pedestrians are passing;
(five) driving a non-motor vehicle, driving in violation of traffic signals, driving in the opposite direction, speeding, not driving according to the lane, stopping and misplacing, and carrying people in violation of regulations;
(6) Pedestrians run red lights, jaywalk and climb over guardrails;
(seven) do not avoid police cars, fire engines, ambulances and engineering rescue vehicles that perform emergency tasks;
(eight) begging, selling goods and distributing publicity materials in the motor vehicle lane;
(nine) driving a motor tricycle or a low-speed electric vehicle in a forbidden area, a restricted area or a restricted period;
(ten) other acts in violation of traffic civilization norms.
The forbidden areas, restricted areas and restricted time periods specified in Item (9) of the preceding paragraph shall be stipulated and promulgated by the traffic administrative department of the public security organ at or above the county level.
