Article 3 The urban management referred to in these Regulations refers to the management of urban planning and construction, urban appearance, urban greening, municipal public facilities, urban environmental protection, urban road traffic safety, etc. Article 4 The Qujing Municipal People's Government shall incorporate urban construction into the national economic and social development plan, increase investment in urban infrastructure and public utilities, strengthen urban management and citizen ethics education, carry out activities to create a civilized city, and continuously improve the quality and quality of citizens. Article 5 Urban management should adhere to the people-oriented principle and implement the principles of unified leadership, hierarchical responsibility, citizen participation, and social supervision. Article 6: The construction administrative department of Qujing Municipal People’s Government is specifically responsible for urban management and coordination work.

Relevant administrative departments such as development and reform, land and resources, environmental protection, public security, health, industry and commerce, etc., shall do a good job in urban management in accordance with their respective responsibilities.

The Qujing Municipal People's Government should relatively concentrate part of the administrative penalty power in urban management. Its implementation plan shall be drawn up by the Qujing Municipal People's Government and submitted to the Provincial People's Government for approval. Article 7 The urban management personnel of the Qujing Municipal People's Government shall conduct urban management in accordance with the law and enforce the law in an open, fair and civilized manner; when enforcing the law, they shall present their law enforcement certificates to the parties concerned. If the parties do not produce their law enforcement certificates, they have the right to refuse to accept inspection. Article 8 Any unit or individual has the right to participate in urban management. For major issues involving the interests of citizens, legal persons and other organizations in urban management, the Qujing Municipal People's Government and its relevant departments shall take the form of hearings, symposiums, newspapers, and the Internet. We listen to opinions through announcements and other forms to protect citizens’ democratic rights.

Any unit or individual has the right to dissuade, report and accuse any behavior that violates these regulations, and has the obligation to abide by these regulations.

Units and individuals that have made significant contributions to urban management will be commended and rewarded by the Qujing Municipal People's Government and its relevant departments. Chapter 2 Urban Planning and Construction Article 9 The Qujing Municipal People’s Government shall comply with legal authority, procedures and technical standards when formulating, adjusting, changing, approving and publishing urban planning. Article 10 The construction land used by the construction unit along the urban planning roads, involving the land used for public toilets, garbage transfer stations and other public facilities in the urban overall planning and regulatory detailed planning, shall comply with the urban planning requirements. Article 11 To use land and change land use, a construction unit shall apply for a construction project site selection letter and a construction land planning permit. If the land use procedures are not completed within two years after receiving the construction project site selection opinion or within one year after the construction land planning permit is obtained, the certificate will automatically become invalid.

For new construction, reconstruction, or expansion projects, a construction project planning permit or a temporary construction project planning permit must be obtained. Article 12 The urban planning department shall implement full-process management of the construction projects it has approved, and review whether the construction projects and actual land use meet the planning requirements. Article 13 Before the construction project starts, the construction unit shall obtain a construction license, except for construction projects with a project investment of less than 300,000 yuan or a construction area of ??less than 300 square meters. Article 14 Project construction units shall strictly implement relevant national regulations on production safety and set up safety facilities and safety signs. The height of protective facilities on both sides of the road shall not be less than 2 meters. Article 15: Housing construction projects in urban areas should promote the use of new wall materials, and support and encourage the use of commercial concrete. Chapter 3 Urban Appearance Article 16 The urban appearance and environmental sanitation shall implement the responsibility area system. The division of responsibility areas and the responsible persons shall be determined by the construction administrative department. The requirements for the area of ??responsibility are:

(1) Keep the city appearance clean and tidy, and avoid random stalls, building, posting, scribbling, carving, hanging, stacking, etc.;

(2) Keep the environment clean and tidy, free of exposed garbage, feces, sewage, stains, and breeding grounds for mosquitoes and flies;

(3) Set up environmental sanitation facilities in accordance with regulations and keep them clean and intact.

Units and business households on both sides of urban roads implement the "three guarantees" responsibility system for environmental sanitation, greening and order in front of their doors. Article 17 Domestic garbage shall be collected in bags and gradually reduced, classified and rendered harmless. Article 18 When engaging in city appearance and environmental sanitation work, work specifications must be followed to reduce the impact on road traffic and citizens.

Article 19: Buildings and other facilities in urban areas must be kept clean, intact, beautiful, and safe. If it is damaged, discolored, unclean, or unsafe, the property owner or individual shall promptly clean, repair, and replace it. Article 20 Outdoor advertising, neon lights, slogans, signs, signs, electronic displays, light boxes, galleries, physical modeling and other facilities in urban areas shall be set up in accordance with relevant standards and specifications.

The unit that installs outdoor facilities shall be responsible for the safety and daily maintenance of the facilities. If the text or lighting display is incomplete or is dirty, corroded, obsolete or has safety hazards, it shall be repaired, replaced or dismantled in a timely manner. Article 21 It is not allowed to build temporary buildings and other facilities on both sides of urban roads and other public places that affect the city appearance and environmental sanitation; it is not allowed to pile up materials, occupy road operations, and place objects on urban roads and public places without authorization. stalls and mobile hawking operations; stalls shall not be set up beyond doors, windows and exterior walls.

It is prohibited to hang, dry and stack items that affect the city appearance on the balconies, doors, windows, roofs and other public places and public facilities of buildings facing the streets on both sides of the main roads in the city and in the landscape area. .

Temporarily occupying urban roads and other public places to hold activities must be approved by the construction administrative department. If it involves road traffic safety, it must also be approved by the public security and traffic management department.
