first, focus on concept renewal: change static into dynamic, change leisure into hard work

Every time we discuss the conscription work, we deeply feel that the number of applicants for school-age citizens is declining year by year, the qualified rate of political examination and physical examination is declining year by year, and the enthusiasm of enlisted personnel is weakening year by year. How to break through? Where is the road? Through in-depth and meticulous investigation and exploration, we believe that the emergence of such phenomena is related to the lack of innovation in our concepts and means, the lack of publicity and guidance, and the lag of special care.

First, we should give full play to local specialties and increase the propaganda of conscription.

Conscription is a complex systematic project, and the efforts of military service organs alone are not enough.
